bACKGROUND During the depot overhaul and maintenance process on aircraft weapon system components, various coatings are removed and reapplied. The coatings include those applied by HVOF, Plasma, Twin Wire Arc, plating, and wet/powder painting. The quantity and types of parts/processes through the shops is quite high; in the 76PMXG engine repair thermal spray shop alone there are over 150 unique parts requiring coating application such as compressor cases, bearing seals, combustion chambers, retaining plates, augmentor seals, etc. The various coatings are rarely applied to the entire surface of the parts and therefore the parts must have masking applied to limit the coating to only those surfaces desired, or, to prevent overspray. Currently, the repair depots typically use manually applied tape masking processes that require artisan labor and consume large amounts of time. To reduce processing time and associated cost, Additive Manufactured (AM) produced masking and sealing devices need to be developed by a qualified contractor. The contractor must have experience in developing thermal spray coating and plating processes with the 309 MXSG (OO-ALC) and 76 PMXG (OC-ALC). The contractor must have experience in developing plating/coating masking methods for gas turbine engines and landing gear systems.
SCOPE
Additive Manufacture (AM) plating and coating masking solutions will be developed through leveraging currently available AM technology while developing specific approaches and technology to the unique challenges faced by the 309 MXSG and 76 PMXG MRO requirements. Agreed upon equipment will be provided by the contractor and used to develop the technology. Upon approval from the government, the equipment and associated hardware/materials will be transferred to a government facility.
tASK oUTLINe Kick Off Meeting The contractor will schedule and host a contract Kick-off meeting no later than 4 weeks after award. The Kick-off meeting will review all project requirements and establish communication between affected organizations and review the proposed program schedule.
The contractor shall provide Kick Off Briefing slides and meeting minutes (CDRL A001) (DI-ADMN-80447A)-Contract Summary Report within one month after contract award.
Plating & Coating AM Masking Candidate Survey & Gap Analysis The contractor will survey current 309 MXSG and 76 PMXG plating and coating operations and previous applications of AM masking solutions for plating and coatings. Initial planned process surveys, that will investigate possible AM solution development, include Chrome plating, Zinc Nickel plating, Electroless Nickel plating and will include HVOF, Plasma and Wire Arc thermal spray. The survey will include existing AM machines used by 309 MXSG and 76 PMXG. The survey will identify and prioritize candidate plating and coating requirements where AM solutions could be applied to improve MRO operations. A report will be issued that will include a HAZMAT evaluation of the proposed AM machines and consumables.
Contractor shall provide Plating & Coating AM Candidate Solution Report, briefing presentation, and meeting minutes from the briefing/review (CDRL A001) (DI-ADMN-80447A)-Contract Summary Report within 3 months after contract awards.
Plating AM Masking and Tooling Development Utilizing the Plating and Coating AM Candidate Solution Investigation results, the contractor will identify the optimum AM process(s) that has the highest potential to produce plating masks and associated tooling as identified in the survey. The contractor will develop prototype masks/tooling that will be validated at the 309th/76th coating facilities. The contractor will develop a technical data package (TDP) that defines the masks/tooling and includes all required parameters to reproduce the masks/tooling parts. Upon approval from the government, the contractor will transfer the process to the selected government facility, perform demonstration/validation and provide training and instruction.
The contractor shall provide Technical Data Package (TDP) that fully defines the masking/tooling, and process to produce the masks/tooling plating (CDRL A002) (DI-SESS-80776B)-Technical Data Package within 12 months after contract award.
Contractor shall provide summary development report, briefing presentation, and meeting minutes from the briefing/review (CDRL A001) (DI-ADMN-80447A)-Contract Summary Report within 12 months after contract award.
Thermal Spray Coating AM Masking and Tooling Development Utilizing the Plating and Coating AM Candidate Solution Investigation results, the contractor will identify the optimum AM process(s) that has the highest potential to produce thermal spray coating masks and associated tooling as identified in the survey.
The contractor shall provide a technical data package that fully defines the mask/tooling, and process to produce the masks/tooling for coatings (CDRL A002) (DI-SESS-80776B)-Technical Data Package within 12 months after contract award.
Contractor shall provide summary development report, briefing presentation, and meeting minutes from the briefing/review (CDRL A001) (DI-ADMN-80447A)-Contract Summary Report within 12 months after contract award.
AM Masking Sealing Development To ensure AM plating developed masking solutions can function on parts that require that no plating or cleaning solution can contact the non-plated part surface, the contractor will evaluate AM mask sealing solutions. The contractor will evaluate sealing solutions, including hybrid processes, to seal the developed plating AM masking. The evaluation will include testing to demonstrate that sealing features/materials are resistant to all associated plating/cleaning chemicals. The contractor will develop a technical data package (TDP) that defines the sealing process and includes all required parameters to reproduce the seals. Upon approval from the government, the contractor will transfer the process to the selected government facility, perform demonstration/validation and provide training and instruction.
The contractor shall provide a TDP that fully defines the sealing technology and the process to create/apply the seal features (CDRL A002) (DI-SESS-80776B)-Technical Data Package within 14 months after contract award.
Contractor shall provide summary report detailing evaluation and selection process, briefing presentation, and meeting minutes from the briefing/review (CDRL A001) (DI-ADMN-80447A)-Contract Summary Report within 14 months after contract awards.
Additive Manufacturing Equipment The contractor will procure agreed upon AM equipment, required infrastructure and consumables to complete mask and tooling prototype efforts. The contractor will install the AM equipment at their facility for development of prototype masks/tooling and to enable development of the technical data package (TDP).

3. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.
4. Competent personnel to provide surveillance of the Safety Plan.
5. Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for ACO approval of operations and changes at these specific sites.
6. All contractor personnel shall be trained and qualified to perform their duties safely.
7. The contractor shall include a clause in all subcontracts requiring the subcontractors to comply with the safety provisions of this contract, as applicable.

This notification requirement shall also include physiological mishaps/incidents. A written or email copy of ALL the mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to OO-ALC/SE. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.
Mishap notifications shall contain, as a minimum, the following information:

The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property. This requires providing personnel with protective equipment and associated safety equipment as may be necessary. The contractor must also protect personnel from hazards generated by the work. If the contractor employs BILINGUAL speaking employees, they must post bilingual signs and have written procedures for specific tasks in applicable languages.
SECTION II – SPECIFIC REQUIREMENTS
The contractor’s prepared Safety Plan shall:
· Provide contact information for on-site personnel
