SOUTHWEST REGIONAL MAINTENANCE CENTER

Statement of Work

1.0 BACKGROUND

Southwest Regional Maintenance Center (SWRMC), Code 205B Metals Laboratory requires a new Metals Analyzer. The Metals Analyzer is vital in determining the composite makeup of metal material used in support of ship repairs and maintenance. Specifically, the Metals Analyzer is the only machine that can provide analysis for low carbon content materials. Analysis of this type is required to support the planning of welding jobs and to support new or replacement material procurement for ship repair and maintenance. SWRMC’s mission is to provide detailed results with a quick turnaround time to allow decisions to be made to keep the ship on schedule to finish availabilities on time and on schedule.

2.0 SCOPE

SWRMC requires one (1) metal analyzer machine; on-site installation of the machine; on-site training of Code 205B employees for the initial set-up, use, and calibration methods in support of using the machine; and a standard one (1) year maintenance and repair plan.

3.0 DESCRIPTION (Supplies/Services)

The vendor is required to supply one (1) metal analyzer with the following specifications, along with all necessary accessories:

1. Specifications: The metal analyzer machine must be capable of –

1.1. Quantitative analysis of alloys (FEGLFE Small Disk: for Low Alloy Steels, Carbon

Steels, and Stainless; and ALGLAL Small Disk: for Aluminum Alloys) utilizing 3-4 shots for data acquisition with averaging capabilities.

1.2. Main calibration program is required for metal alloy types: Iron (Fe), Copper (Cu), Aluminum (Al), and Titanium (Ti).

1.3. Providing sample imaging.

1.4. Compatible with minimum sample sizes of 1” x 1” with ¼” thickness.

1.5. Compatible with a 120V or 220V DC power supply.

1.6. Auto shut off if test door is open during use.

2. Accessories:

2.1. Extended warranty.

2.2. Standard one (1) year Maintenance and Service contract.

2.3. On-site familiarization training shall be included along with delivery and installation of the equipment.

2.4. Desktop personal computer (offline) with minimum of 22” screen/monitor and printer.

2.5. Spark stand and spark stand plate.

2.6. Argon pressure regulator.

2.7. Electrode Rods.

Vendor shall deliver and install the new equipment by Oct 15, 2024. On-site guidance and training shall be provided until all standards and methods have been installed and Code

205B has determined that the new equipment is operating to the standards specified below:

3. Once the Metal Analyzer (UNIT) is installed, the Vendor shall calibrate the UNIT in accordance with the technical instructions provided by the manufacturer for that model.

3.1 After calibration services are complete, Vendor shall coordinate with the Code 205

Materials Lab Subject Matter Expert (SME) to perform an “Installation/Operational

Qualification (SPECIFIC TO UNIT INSTALLED)” which shall include an Instrument

Performance Verification at the Operation Location where the UNIT has been installed. SME will verify applicable Certified Reference Materials (CRMs) are identified correctly and within standard deviations unique to each CRM, and that the UNIT is operating within expected tolerances specified by the manufacturer.

3.2 SME will perform material identification on two test samples to verify proper operation of machine. Materials will be analyzed and identified in accordance with Unified Numbering

System (UNS) identification system.

3.3 After calibration services are complete, the UNIT shall be able to identify Iron and Steel

Alloy materials within standard deviations established by Certified Reference Materials

(CRM).

3.4 After calibration services are complete, the UNIT shall be able to identify Aluminum

Alloy materials within standard deviations established by Certified Reference Materials.

3.5 After calibration services are complete, the UNIT shall be able to identify Copper and

Copper-based Alloy materials within standard deviations established by Certified Reference

Materials.

3.6 After calibration services are complete, the UNIT shall be able to identify Titanium Alloy materials within standard deviations established by Certified Reference Materials.

Maintenance shall be performed by the vendor during the fourth quarter of FY25 or sooner as required per Code 205B shop technicians.

The vendor must provide detailed quote descriptions or product catalogs showing that they can meet the salient characteristics of the required product specifications. All quotes must be detailed enough to show they meet the Government’s needs. All quotes should include shipping and handling.

4.0 FURTHER CONSIDERATION:

On-base access is required for this requirement. The vendor should provide the necessary information to obtain a “One-Day” pass from 32nd Street Naval Base San Diego Pass and Decal

Office at least seven (7) days before the scheduled delivery.
