1. BACKGROUND:

Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that occur within the United States.

The Department of Homeland Security (DHS), Customs and Border Protection (CBP), and the Office of Air and Marine Operations (AMO) are responsible for the interdiction of illegal contraband, persons, and serves as the first line of defense against terrorism. One mission set that has increased in demand recently is the ability to sling load equipment to and from inaccessible locations to accessible locations. AMO has moved other aircraft, communications repeaters, sensors, fuel, pallets and shipping containers. These large items cannot be carried on the interior of the aircraft and must be sling loaded into position. To ensure our crews have the right equipment to safely sling load these non-standard loads, the following equipment must be purchased:

-Adjustable Plasma Bridle (MLB4-EE-ADJ-UHMPE-5/8-85-133) -Jaw-Hook Type Swivel (D-115)

-Longline w/Zippered Covers (UHMPE-LL-TML-7/8-ET-50-Y)

-Longline w/Zippered Covers (UHMPE-LL-TML-7/8-ET-100-Y)

-Cargo net (CN4500-12-MIL)

-Cargo net (CN4500-20-MIL)

-Web Slings (EE2-902P-HTT x 10’)

-Shackles (G-4161-7/8) These essential pieces of equipment are necessary, in order to meet support requests from the U.S. Border Patrol to emplace sensors and repeaters. They also provide the agency with the ability to self-recover aircraft that break in remote locations and must be moved to load onto a trailer to get to a repair facility.

2. SCOPE:

The objective is to provide all AMO helicopter sling load team members with high quality sling load equipment. This equipment must be appropriately rated and configured to work together. Sling load equipment must be configured by a rigger certified by the National Commission for the Certification of Crane Operators (NCCCO) trained in AMO helicopter operations.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used whenever practicable.

4. SPECIFIC TASKS:

The contractor shall provide all the items as specified in this Statement of Work (SOW).

4.1 Required Specifications:

Item 1 Specifications:

(2) Adjustable Plasma Bridle (MLB4-EE-ADJ-UHMPE-5/8-85-133)

4.1 Specifications:

· Multi-leg bridle must be 4 legged, adjustable, feature eye and eye sling type and constructed of Ultra-High Modulus Polyethylene.

Item 2 Specifications:

(4) Jaw-Hook Type Swivel (D-115)

4.2 Specifications:

· Jaw-hook type swivel must be clevis to hook type, provide 5 ton working load and accommodate a 5/8 in. rope.

Item 3 Specifications:

(2) Longline w/Zippered Covers (UHMPE-LL-TML-7/8-ET-50-Y)

4.3 Specifications:

· Longlines must be constructed of Ultra-High Modulus Polyethylene, be yellow in color, and come in 50 foot length.

· Longlines must have the following features

· Durable Longline Identification Tag and Cordura® Protection Wrap.

· Unique serial number and date of manufacture.

· Storage bag with matching Identification Tag.

· Proof tested to 200% and certified.

· Lock stitching and whipping are standard line features.

· Cordura® tubular buffers at thimble/rope contact points.

· Reinforced, Stainless Steel Thimbles.

· 7:1 Design Factor for External Load and Line Pulling Operations.

· 10:1 Design Factor for Human External Cargo.

· User Manual and Inspection Log.

· Rope Sample for inspection.

· Longline must be configured with a 7/8” thimble and master link.

Item 4 Specifications:

(2) Longline w/Zippered Covers (UHMPE-LL-TML-7/8-ET-100-Y)

4.4 Specifications:

· Longlines must be constructed of Ultra-High Modulus Polyethylene, be yellow in color, and come in 100 foot length.

· Longlines must have the following features

· Durable Longline Identification Tag and Cordura® Protection Wrap.

· Unique serial number and date of manufacture.

· Storage bag with matching Identification Tag.

· Proof tested to 200% and certified.

· Lock stitching and whipping are standard line features.

· Cordura® tubular buffers at thimble/rope contact points.

· Reinforced, Stainless Steel Thimbles.

Item 5 Specifications:

(1) Cargo net (CN4500-12-MIL)

4.5 Specifications:

· Cargo Nets must be manufactured to: Department of Defense specification MIL-S-18313G and have a mesh opening size of approximately 6.25 inch square.

· Cargo nets must have anti-static finish.

· Cargo net must be rated to 4,500 lbs. and come in 15 x 15 size.

Item 6 Specifications:

(1) Cargo net (CN4500-20-MIL)

4.6 Specifications:

· Cargo Nets must be manufactured to: Department of Defense specification MIL-S-18313G and have a mesh opening size of approximately 6.25 inch square.

· Cargo nets must have anti-static finish.

· Cargo nets must be rated to 4,500 lbs. and come in 15 x 15 ft. and 20 x 20 ft. sizes.

Item 7 Specifications:

(4) Web Slings (EE2-902P-HTT x 10’)

4.7 Specifications:

· Web slings must be eye-to-eye type, 10 ft. in length, 2 in. eyes that are half twist eyes with taper.

Item 8 Specifications:

(4) Shackles (G-4161-7/8)

4.8 Specifications:

· Shackles must have the following characteristics

· Material: Bow and pin: High tensile steel, Grade 6, quenched and tempered.

· Design Factor: 6:1.

· Standards: U.S. Federal Specification RR-C-271 IVA, Class 2, Grade A, ASME B30.26 and EN 13889

· Finish: Hot dip galvanized

· Temperature Range: -40° F (-40° C) to 392° F (200° C)

· Certification: manufacturer, material, proof test and CE declaration of conformity available at no additional charge.

· Shackles must be screw pin type and have 7/8” eye width.

5. DELIVERABLES AND DELIVERY SCHEDULE:

5.1 Equipment

The contractor shall deliver equipment as outlined in the table below. The equipment shall be drop shipped to the address provided.

5.3 Invoices

The contractor shall provide to the program manager (PM), electronic and hard copy invoice to include supporting documentation within 10 working days following the shipment. The Contractor shall identify the funding "breakout", on invoices by Line Item Number. After a review of the invoice by the PM the invoice will be approved and sent to Finance for payment. A status report shall be emailed 30 days after award.

6. GOVERNMENT FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any GFE or GFI.

7. PLACE OF PERFORMANCE:

The place of performance shall be at the contractor’s facility.

8. PERIOD OF PERFORMANCE:

The period of performance of this order shall be from the date of award to 60 days after award.

9. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

10. SPECIAL CONSIDERATIONS:

10.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the Program Manager. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.

10.2 Travel

Travel is not required to support the tasks identified in this SOW.

10.3 Points of Contact

All contract questions and concerns shall be directed to the point of contact as designated below. The Contracting Officer is the only individual with the authority to amend this contract.
