Statement of Work National Laboratory Center Breathing Air System Replacement

1. OVERVIEW

This contract is to replace the breathing air respiratory protections system utilized by laboratory technicians at the National Laboratory Center, 6000 Ammendale Rd, Ammendale MD 20705. The system is well past its service life cycle and currently broken. The system is antiquated and obsolete; replacement parts are no longer available. This is a mission critical piece of equipment and immediate replacement is necessary.

2. MISSION

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a principal law enforcement agency within the United States Department of Justice dedicated to preventing terrorism, reducing violent crime, and protecting our Nation. The men and women of ATF perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. They are committed to working directly, and through partnerships, to investigate and reduce crime involving firearms and explosives, acts of arson, and illegal trafficking of alcohol and tobacco product

3. INTRODUCTION

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Department of Justice, is seeking a contractor to provide all equipment, materials, specialty services, management, supervision, quality control, labor to replace the breathing air respiratory protection system at the National Laboratory Center in Ammendale, MD. The ATF building manager will be the on-site primary POC for the project to include site visits, inquiries, change orders, progress reports, daily inspections, and security /access issues. ATF can provide drawings as a guide to the contractor, and contractor is responsible for all field measurements, quantifying material and parts, including all incidental materials required to complete the project in a manner that meets or exceeds industry accepted standards as identified by the Government.

4. GENERAL INFORMATION

4.1 INVENTORY

The National Laboratory in Beltsville utilizes the breathing air respiratory protection system to supply lab technicians with clean breathable air inside the laboratories while conducting work in hazardous breathing environments. It also provides clean cool working air for laboratory equipment. This is a redundant system includes two compressors, filtration, air coolers and dryers. These systems are proprietary, and the selected vendor would need to provide warranty, and demonstrate in the proposal their ability to work on any associated, subsequent equipment related to the system.

4.2 DESCRIPTION OF WORK

BREATHING AIR SYSTEM REPLACEMENT

Equipment

1. Furnish and install two each variable speed drive breathing air compressors and air dryers to meet or exceed the existing system performance, capabilities, and pressures (Atlas-Copco, Model #ZT-22, 32hp, Ser# ATF.074953 and ATF.074817).

2. Replacement proposals shall include any modifications required to building infrastructure including electrical service reconnection and any additional circuit breakers or disconnects to the units, drains, or other miscellaneous infrastructure changes.

a. The existing electrical service includes a Square D FCP34050 Circuit Breaker Interrupter Automatic Disconnect 50 amps each and share a Square D 20-amp control feed for the dryers. The Contractor shall be responsible for the proper sizing of the electrical service to match the proposed manufacturers recommendations.

b. Existing wire size for the branches of conduit from the breaker room to each piece of equipment are:

· 1 ¼” (inch) conduit and 4-gauge wire for 50 amp circuits

· 1” (inch) conduit and 12-gauge wire for 20 amp circuits

· Conduit shall be Electric Metallic Tubing (EMT) and or Flexible Metal Conduit (FMC) where applicable

3. Copper is the acceptable replacement material for where needed for the supply air side-side tubing/piping/ fittings.

4. Aluminum piping can be used for repair/ replacement where it already exists on the system.

5. No reuse of old valves and any mechanical parts taken from the existing units is permitted. The installation requires new parts as needed including valves, tubing, clamps, piping, conduit and wire or other miscellaneous installation parts up to the cut.

Performance

1. Performance requires that removal and installation of each unit shall be accomplished in phased manner, to be proposed by the contractor, and approved by ATF, to maintain a working compressor system throughout the replacement schedule and minimize disruption of the laboratory mission.

2. Performance requires replacement in consecutive days. The Contracotr shall provide a plan to be approved by ATF, prior to start of work, that minimizes down time and disruption of lab work for demolition of existing equipment and installation of the new equipment.

3. All demolition work must be proposed for performance after regular business hours and weekends to minimize lab work interruptions. Rigging preparation and other prep work that is non disruptive to the lab mission, can be scheduled during regulars hours to deliver equipment and perform site prep only. All physical demolition shall be accomplished after regular hours.

4. Proposals shall include assure commissioning at completion of the installation phase for each unit. New installations will be started and fully commissioned by certified contract/manufacturer personnel and declared operational before turnover to ATF.

5. New equipment shall be complete and ready for full time operation before starting demolition on the other unit.

6. The contractor shall be responsible for research and confirmation of information, measurements, dimensions, circuits, disconnects and breakers or other miscellaneous equipment or site information needed to assure the replacement equipment proposed, meets performance requirements that meet or exceed the current operating compressor system.

7. If the proposed replacement units exceed the dimensions of the existing equipment pads, the proposal shall include pricing for modification or replacement and an acceptable phasing plan for ATF review and approval.

8. All copper fittings on the supply air side of the installation will be brazed using sil-phos. No pro-press or similar compression fittings are equal.

5. QUALITY ASSURANCE

Contractor shall establish and maintain a quality assurance plan base on the pressure vessel trade or industry standards for the work covered to assure compliance with all requirements herein.

6.0 EQUIPMENT

The contractor shall furnish all necessary equipment and labor and materials to satisfactorily complete the system replacement. Equipment must be available within 8 weeks of award. Any deviation must be presented to ATF for consideration. ATF will review the types of equipment proposed for the project for approval.

7.0 PLACE OF PERFORMANCE

The place of performance is the National Laboratory Center, 6000 Ammendale Road, Ammendale MD 20705

8.0 PERIOD OF PERFORMANCE

The period of performance shall be 365 calendar days from the date of issuance.

9.0 CONTRACT DATA REQUIREMENTS

The following ATF points of contact have been established to assist in executing and administering this contract. All requests for interpretation and assistance should be referred to:

(a) Contracting Officer (CO)/Contract Specialist. The CO/CS is responsible for the contract administration. The CO/CS is the only person authorized to approve changes in the terms, conditions, delivery schedules, technical requirements or price, as set forth in the contract. In the event the contractor modifies the direction of a person other than the CO/CS, the change will be considered to have been without authority. No adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. The CO/CS will be identified at time of award. During any absence of the CO/CS, identified for this award, other warranted COs from ATF may authorize work under the contract.

(b) Contracting Officer's Technical Representative (COTR): The COTR will be identified at time of award. The COTR will be designated on authority of the Contracting Officer (CO) to monitor all technical aspects and assist in administering the contract. The types of actions within the purview of the COTR's authority are to assure that the Contractor performs the technical requirements of the contract; to perform, or cause to be performed, inspections necessary in connection with performance of the contract; to maintain both written and oral communications with the Contractor concerning the aspects of the contract within his/her purview; to monitor the Contractor's performance under the contract and notify the Contractor and CO of any deficiencies observed; and to coordinate Government furnished property availability and provide for site entry of Contractor personnel, if required. A letter of designation will be issued to the COTR, with a copy supplied to the Contractor, stating the responsibilities and limitations of the COTR. This letter will clarify to all parties of this contract the responsibilities which would result in a modification to the scope of work; changes in cost or price totals or estimates; changes in delivery dates; changes in any other mutually agreed upon term or provision of the contract.
