STATEMENT OF WORK AND SPECIFICATION

FOR

INSTALLATION OF A 20’-0” X 30’-0” X 6” INCH STEEL

REINFORCED CONCRETE PAD AT BLDG. 013

STATEMENT OF WORK

PROJECT NUMBER: B013CONCPAD

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 013, Beltsville, Maryland, 20705

DESCRIPTION OF WORK: To provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to fabricate, supply and install a 20’ x 30’ x 6” inch Steel Reinforced Concrete Pad at 013 Bldg. A construction project schedule shall be provided by the contractor prior to work start up.

In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.

Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the 10300 Baltimore Ave, Building 003 from Security office. Vehicle permits and identification badges shall be returned to the government prior to the final payment being issued.

All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, 2021 Federal Government Uniform Facilities Guide Specifications (UFGS) with Disabilities Act, local and State traffic codes, Maryland Highway Specifications, Maryland Department of Environment, Maryland Department of the Environment Regulations concerning the Clean Water Act and the Environmental Protection Agency regulations. In the event of a conflict, the most stringent regulation shall prevail.

The contractor shall notify the contract officer representative George Ford using:

Scope of Work:

The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to fabricate, supply and install a 20’ x 30’ x 6” inch Steel Reinforced Concrete Pad at 013 Bldg. A construction project schedule shall be provided by the contractor prior to work start up.

1. Division 01:

1.1 See Attachment 1 - Division 1 USDA General Requirements - Install Concrete Pad and

Electrical Work - 10AUG2022.

2. Mobilization:

2.1 Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items and all other necessities to initiate a work start up receiving. the notice to proceed.

2.2 Contractor shall stage ladders and scaffolding to allow free access to each entrance to the building at all times. All necessary precautions shall be taken to provide safe passage at the point of entrance/exit (contractor may be required to construct temporary safety passage to catch debris that could fall on individuals entering and exiting the building).

2.3 Hours of service shall be Monday – Friday between 7:30 a.m. – 4:00 p.m. Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.

3. Site Demolition:

3.1 The contractor shall protect areas that are not to be disturbed or not within the area of work from dust, debris, and possible damage.

3.2 In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain Asbestos and Lead materials. The contractor(s) is/are warned not to disturb any asbestos or Lead materials during the performance of this work. Should the contractor encounter any material that in their judgment may contain Asbestos or Lead, they must stop work immediately and notify the contracting officer (CO) and (COR) within 24 hours.

3.3 The contractor shall remove a 20’ x 30’ area on the East side of Bldg. 013 then remove a 2’ wide x 100’ long x 2’ deep trench coming from the proposed electrical panel location on the proposed concrete heading towards the B012 Automatic Transfer Switch and remove all the existing asphalt, gravel stones from the site. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

3.4 Special attention shall be considered when removing the existing grave and excavation around the existing so as not to undermine the structural integrity of the structural building system.

3.5 Contractor shall protect the existing Bldg. 013 East side from damage caused by the construction activities such as demolition, earth work, excavation, and concrete installation. Any such damage shall be the responsibility of the contractor to repair or replace at no cost to the Government.

3.6 The contractor shall remove and dispose of demolished Government materials, all items indicated as to be removed. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfill.

4. Installation of a 20’ x 30’ x 6” inch Steel Reinforced Concrete Pad at Bldg. 013:

4.1 Concrete Pad with Ancillary Systems: The contractor shall supply a construction project schedule prior to work start up.

4.2 The contractor shall supply and install within a 20’ x 30’ area of the Bldg. 013 East end the

Contractor shall remove all the existing Gravel and stockpile it on site. The stockpile shall be near the Bldg. but out of the construction site area. The COR will have to approve the Topsoil stockpile area.

4.3 The contractor shall excavate existing dirt approximately 15’ x 48’x 4” area and stockpile it on site. The stockpile shall be near the Bldg. but out of the construction site area. The COR will have to approve the Topsoil stockpile area.

3.7 The contractor shall supply and install at the proposed 20’ x 30’concrete pad area on the

East side of Bldg. 013, 4” of CR6 stone compacted and (4) THHN #1 Copper Wire places in 2” Schedule 80 Grey Rigid PVC Conduit Piping 100'-0" Long in the 2’ wide x 100’ long x 2’ deep trench coming from the proposed electrical panel location on the proposed concrete heading towards the B012 Automatic Transfer Switch and remove all the existing asphalt, gravel stones from the site. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

4.4

3.8 The contractor shall supply and install (1) new metal weatherproof wireway box approximately 18" x 18" that shall be anchored to the B012 (ATS) Automatic Transfer Switch and connect the new (4) electrical THHN #1 Copper Feeder Wire to the ATS so as to get backup Generator power. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

4.5

4.6 The contractor shall supply required materials and compact the existing soil to 95% compaction. Then supply and install 4 Mil. Vapor Barrier, 4” of CR6 stone, 3,500 psi 6” thick Concrete Pad with steel reinforcing as shown on Drawing #1.The concrete pad shall be 20’-0” Wide x 30’-0” Long and 6” Thick. It shall have 3” from the bottom of the concrete pad a continues layer of Welded Wire Fabric 6x6 W2.9/W2.9 within 3” of all edges of the concrete pad along with on top of the welded Wire Fabric crossing one directions of the #4 Rebar tied together horizontally and perpendicular to each other as shown in Drawing #1.

The concrete mix design is listed below with specifications. Attachment 3 - Building 013 Concrete Pad Installation - 29AUG2023 Drawing.

The Low-Shrinkage, Crack-Free Mix (per cubic yard)

Cement - 530 lbs.

Macro Synthetic Fiber: Tuf-Strand SF - 4 lbs

Sand - 1,240 lbs Air Content - 2.5%

Coarse Aggregate #67 - 1,750 lbs water-cement ratio - 0.49

Coarse Aggregate #8 - 450 lbs Slump - 7 inches

Water - 261 lbs Shrinkage @ 28 days - 0.032%

High Range Water Reducer: Eucon 37 - 74 oz

4.7 The contractor shall supply the required materials to construct heavy duty concrete pad by placing a heavy-duty bonded topping on a base

Slab which has had a rough slab finish left 50 mm 2 inches below final grade. Concrete in the base slab must be thoroughly hardened but not more than 30 hours old. The temperature of the fresh concrete topping must not vary more than 5 degrees C 10 degrees F plus or minus from the temperature of the base slab. The ambient temperature of the space adjacent to the concrete placement and of the base slab must be between 10 and 30 degrees C 50- and 90-degrees F.

Preparation Slab

4.8 The contractor shall keep the base slab continuously damp until topping is placed.

Thoroughly clean the surface of the base slab with an air-water jet immediately before placing the topping. Thoroughly scrub a thin coat of neat cement grout of about the consistency of thick cream into the existing surface immediately ahead of the overlay placing. At the time the neat cement grout is placed, the existing concrete surface must be damp but no free water present. Deposit the overlay concrete before the grout coat has had time to stiffen.

Concrete Pad Hardener

4.9 The contractor shall treat the concrete pad with a hardener applied after the concrete has been cured and then air dried for 14 days. Apply three coats, each the day after the preceding coat was applied. For the first application, dissolve 0.5 kg one pound of the silicofluoride in 4 liters one gallon of water. For subsequent applications, the solution must be 1.0 kg two pounds of silicofluoride to each 4 liters gallon of water. Mop the floor with clear water shortly after the preceding application has dried to remove encrusted salts. Apply proprietary hardeners in accordance with the manufacturer's instructions. Ventilate the area during application. Take precautions when applying silicofluoride due to the toxicity of the salts. Immediately remove any compound that contacts glass or aluminum with clear water.

Exterior Slab And Related Items Testing And Inspection For CQC

4.10 The contractor shall supply and install a 3’-0” wide Nongranular Waterproof Self-

Adhered Membrane over the entire wood roof sheathing starting 2’-9” from the eve edge.

4.11 Perform the inspection and tests described below and, based upon the results of these inspections and tests, take the action required. Submit certified copies of laboratory test reports, including mill tests and all other test data, for Portland cement, blended cement, pozzolan, ground granulated blast furnace slag, silica fume, aggregate, admixtures, and curing compound proposed for use on this project.

4.12 When, in the opinion of the Contracting Officer, the concreting operation is out of control, cease concrete placement and correct the operation.

4.13 The laboratory performing the tests must be onsite and conform with

ASTM C1077. Materials may be subjected to check testing by the Government from samples obtained at the manufacturer, at transfer points, or at the project site.

4.14 The Government will inspect the laboratory, equipment, and test procedures prior to start of concreting operations and at least once for conformance with

ASTM C1077.

Grading and Corrective Action Fine Aggregate

4.15 At least once during each shift when the concrete plant is operating, there must be one sieve analysis and fineness modulus determination in accordance with ASTM C136/C136M and COE CRD-C 104 for the fine aggregate or for each fine aggregate if it is batched in more than one size or classification.

Select the location at which samples are taken as the most advantageous for control. However, the Contractor is responsible for delivering fine aggregate to the mixer within specification limits. When the amount passing on any sieve is outside the specification limits, immediately resample and retest the fine aggregate. If there is another failure on any sieve, immediately report the failure to the Contracting Officer/COR, stop concreting, and take immediate steps to correct the grading.

Coarse Aggregate

4.16 At least once during each shift in which the concrete plant is operating, there must be a sieve analysis in accordance with ASTM C136/C136M for each size of coarse aggregate. Select the location at which samples are taken as the most advantageous for control. However, the Contractor is responsible for delivering the aggregate to the mixer within specification limits. A test record of samples of aggregate taken at the same locations must show the results of the current test as well as the average results of the five most recent tests including the current test. Limits may be adopted for control coarser than the specification limits for samples taken other than as delivered to the mixer to allow for degradation during handling. When the amount passing any sieve is outside the specification limits, immediately resample and retest the coarse aggregate. If the second sample fails on any sieve, report that failure to the Contracting Officer. Where two consecutive averages of 5 tests are outside specification limits, the operation is be considered out of control and must be reported to the Contracting Officer. Stop concreting and take immediate steps to correct the grading.

Quality of Aggregates

4.17 Thirty days prior to the start of concrete placement, perform all tests for aggregate quality required by ASTM C33/C33M. In addition, after the start of concrete placement, perform tests for aggregate quality at least every three months, and when the source of aggregate or aggregate quality changes. Take samples for testing after the start of concrete placement immediately prior to entering the concrete mixer.

Scales, Batching and Recording

4.18 Check the accuracy of the scales by test weights prior to start of concrete operations and at least once every three months. Also conduct such tests as directed whenever there are variations in properties of the fresh concrete that could result from batching errors. Once a week check the accuracy of each batching and recording device during a weighing operation by noting and recording the required weight, recorded weight, and the actual weight batched. At the same time, test and ensure that the devices for dispensing admixtures are operating properly and accurately. When either the weighing accuracy or batching accuracy does not comply with specification requirements, do not operate the plant until necessary adjustments or repairs have been made. Immediately correct discrepancies in recording accuracies.

Batch-Plant Control

4.19 Continuously control the measurement of concrete materials, including cementitious materials, each size of aggregate, water, and admixtures.

Adjust the aggregate weights and amount of added water as necessary to compensate for free moisture in the aggregates. Adjust the amount of air-entraining agent to control air content within specified limits.

Prepare a report indicating type and source of cement used, type and source of pozzolan or slag used, amount and source of admixtures used, aggregate source, the required aggregate, and water weights per cubic meter yard amount of water as free moisture in each size of aggregate, and the batch aggregate and water weights per cubic meter yard for each class of concrete batched during each day's plant operation.

Concrete Mixture Air Content Testing

4.20 Perform air content tests when test specimens are fabricated. In addition, make at least two tests for air content on randomly selected batches of each separate concrete mixture produced during each 8-hour period of concrete production. Perform additional tests when excessive variation in workability is reported by the placing foreman or Government inspector.

Conduct tests in accordance with ASTM C231/C231M for normal weight concrete and ASTM C173/C173M for lightweight concrete. [Plot test results on control charts. Submit the control charts weekly and make them readily available to the Government. Keep copies of the current control charts in the field by testing crews and results plotted as tests are made. When a single test result reaches either the upper or lower action limit, perform a second test immediately. Average the results of the two tests and use this average as the air content of the batch to plot on both the air content and the control chart for range, and for determining need for any remedial action. Plot the result of each test, or average as noted in the previous sentence, on a separate control chart for each mixture on which an "Average line" is set at the midpoint of the specified air content range from paragraph AIR ENTRAINMENT. Set an upper warning limit and a lower warning limit line 1.0 percentage point above and below the average line, respectively. Set an upper action limit and a lower action limit line 1.5 percentage points above and below the average line, respectively. Plot the range between each two consecutive tests on a secondary control chart for range where an upper warning limit is set at 2.0 percentage points and an upper action limit is set at 3.0 percentage points. Samples for air content may be taken at the mixer, however, the Contractor is responsible for delivering the concrete to the placement site at the stipulated air content. If the materials or transportation methods cause air content loss between the mixer and the placement, take correlation samples at the placement site as required by the Contracting Officer/COR, and the control the air content at the mixer as directed.

Air Content Corrective Action

4.21 Whenever points on the control chart for percent air reach either warning limit, immediately make an adjustment in the amount of air-entraining admixture batched. As soon as practical after each adjustment, make another test to verify the result of the adjustment. Whenever a point on the secondary control chart for range reaches the warning limit, recalibrate the admixture dispenser to ensure that it is operating accurately and with good reproducibility. Whenever a point on either control chart reaches an action limit line, the air content is considered out of control and the concreting operation immediately halted until the air content is under control. Make additional air content tests when concreting is restarted.

Slump Testing

4.22 In addition to slump tests which are made when test specimens are fabricated during concrete placement/discharge, make at least four slumps tests on randomly selected batches in accordance with ASTM C143/C143M for each separate concrete mixture produced during each 8-hour or less period of concrete production each day. Also, make additional tests when excessive variation in workability is reported by the placing foreman or Government inspector. [Plot test results on control charts. Submit the control charts and make them readily available to the Government. Keep copies of the current control charts in the field by testing crews and results plotted as tests are made. When a single slump test reaches or goes beyond either the upper or lower action limit, immediately perform a second test. Average the results of the two tests and use this average as the slump of the batch to plot on both the control charts for slump and the chart for range, and for determining need for any remedial action. Set limits on separate control charts for slump for each type of mixture. Set the upper warning limit at 12.5 mm 1/2 inch below the maximum allowable slump specified in paragraph SLUMP in PART 1 for each type of concrete and, set an upper action limit line and lower action limit line at the maximum and minimum allowable slumps, respectively, as specified in the same paragraph. Plot the range between each consecutive slump test for each type of mixture on a single control chart for range on which an upper action limit is set at 50 mm 2 inches. Take samples for slump at the mixer. However, the Contractor is responsible for delivering the concrete to the placement site at the stipulated slump. If the materials or transportation methods cause slump loss between the mixer and the placement, take correlation samples at the placement site as required by the Contracting Officer, and the slump at the mixer controlled as directed.

Slump Corrective Action

4.23 Whenever points on the control charts for slump reach the upper warning limit, make an adjustment immediately in the batch weights of water and fine aggregate. The adjustments are to be made so that the total water content does not exceed that amount allowed by the maximum w/c ratio specified, based on aggregates which are in a saturated surface dry condition. When a single slump reaches the upper or lower action limit, deliver no further concrete to the placing site until proper adjustments have been made. Immediately after each adjustment, make another test to verify the correctness of the adjustment. Whenever two consecutives individual slump tests, made during a period when there was no adjustment of batch weights, produce a point on the control chart for range at or above the upper action limit, halt the concreting operation immediately, and take appropriate steps to bring the slump under control. Make additional slump tests as directed.

Temperature

4.24 Measure the temperature of the concrete when compressive strength specimens are fabricated in accordance with ASTM C1064/C1064M. Report the temperature along with the compressive strength data.

Strength Specimens Perform on at least one set of test specimens, for compressive strength as appropriate, on each different concrete mixture placed during the day for each 380 cubic meters 500 cubic yards or portion thereof of that concrete mixture placed each day. Perform on additional sets of test specimens, as directed by the Contracting Officer when the mixture proportions are changed or when low strengths have been detected. Develop a truly random (Not haphazard) sampling plan for approval by the Contracting Officer prior to the start of construction. Show in the plan that sampling is done in a completely random and unbiased manner.

4.25 A set of test specimens for concrete with a 28-day specified strength in accordance with paragraph STRENGTH REQUIREMENTS in PART 2 consists of five specimens, two to be tested at 7 days, two at 28 days, and one cylinder held in reserve.[ A set of test specimens for concrete with a [56-day] [90-day] strength in accordance with the same paragraph consists of eight specimens, two tested at 7 days, two at 28 days, two at [56] [90] days, and two held in reserve.]

4.26 A strength test is the average of the strengths of at least two 150 mm by 300 mm 6 inch by 12-inch cylinders or at least three 100 mm by 200 mm 4 inches by 8-inch cylinders made for the same sample of concrete.

4.27 Mold and cure test specimens in accordance with ASTM C31/C31M, and test in accordance with ASTM C39/C39M for test cylinders. Immediately report results of all strength tests to the Contracting Officer.

4.28 Maintain quality control charts for individual strength "tests", ("test" as defined in paragraph STRENGTH REQUIREMENTS) moving average of last 3 "tests" for strength, and moving average for range for the last 3 "tests" for each mixture. Provide charts similar to those found in ACI 214R.

Inspection Before Placing

4.30 Inspect foundations, construction joints, forms, and embedded items in sufficient time prior to each concrete placement in order to certify too the Contracting Officer/COR that they are ready to receive concrete. Report the results of each inspection in writing.

Placing

4.31 The placing foreman must supervise placing operations, determine that the correct quality of concrete or grout is placed in each location as specified and as directed by the Contracting Officer/COR, and be responsible for measuring and recording concrete temperatures and ambient temperatures hourly during placing operations, weather conditions, time of placement, volume placed, and method of placement. The placing foreman must not permit batching and placing to begin until it has been verified that an adequate number of vibrators in working order and with competent operators are available. Do not continue placing if any pile of concrete is inadequately consolidated. If any batch of concrete fails to meet the temperature requirements, take immediate steps to improve temperature controls.

Cold-Weather Protection

4.32 At least once each shift and once per day on non-workdays, inspect all areas subject to cold-weather protection. Note any deficiencies, correct, and report.

Mixer Uniformity Stationary Mixers

4.33 Prior to the start of concrete placing and once every 6 months when concrete is being placed, or once for every 60,000 cubic meters 75,000 cubic yards of concrete placed whichever results in the shortest time interval, determine uniformity of concrete mixing in accordance with

ASTM C94/C94M.

Truck Mixers

4.34 Prior to the start of concrete placing and at least once every 6 months when concrete is being placed, determine uniformity of concrete mixing in accordance with ASTM C94/C94M. Select the truck mixers randomly for testing. When satisfactory performance is found in one truck mixer, the performance of mixers of substantially the same design and condition of the blades may be regarded as satisfactory.

Mixer Uniformity Corrective Action

4.35 When a mixer fails to meet mixer uniformity requirements, either increase the mixing time, change the batching sequence, reduce the batch size, or adjust the mixer until compliance is achieved.

Reports

4.36 Report all results of tests or inspections conducted, informally as they are completed and in writing daily. Prepare a weekly report for the updating of control charts covering the entire period from the start of the construction season through the current week. During periods of cold-weather protection, prepare daily reports of pertinent temperatures.

These requirements do not relieve the Contractor of the obligation to report certain failures immediately as required in preceding paragraphs.

Confirm such reports of failures and the action taken in writing in the routine reports. The Contracting Officer has the right to examine all contractor quality control records.

Repair, Rehabilitation And Removal

4.37 Before the Government accepts the structure and final payment is made, inspect the structure for cracks, damage, and substandard concrete placements that may adversely affect the service life of the structure.

Submit a report documenting these defects, which includes recommendations for repair, removal and/or remediation to the Contracting Officer for approval before any corrective work is accomplished.

Crack Repair

4.38 Prior to final acceptance, document and repair all cracks in excess of 0.50 mm 0.02 inches wide. Submit the proposed method and materials to repair the cracks to the Contracting Officer for approval. Address the amount of movement expected in the crack due to temperature changes and loading.

Repair of Weak Surfaces

4.39 Weak surfaces are defined as mortar-rich, rain-damaged, uncured, or containing exposed voids or deleterious materials. Diamond grind concrete surfaces with weak surfaces less than 6 mm 1/4 inch thick to remove the weak surface. Remove and replace surfaces containing weak surfaces greater than 6 mm 1/4 inch thick, or mitigate in a manner acceptable to the Contracting Officer.

Failure of Quality Assurance Test Results

4.40 Do not proceed with proposed mitigation efforts to restore the service life until approved by the Contracting Officer.

Support Equipment

4.41 The contractor shall supply and install (11) 7’-0” Long 6" diameter steel bollard with a wall thickness of 0.237 inches, Schedule 40 steel pipe with a 6.625" outer diameter. The steel bollard shall be buried 2’8” below the concrete pad surface. Then filled with concrete from bottom to top of the steel bollard. The top of the steel bollard shall be 4’-4” from the Finished concrete pad surface. The contractor shall supply and install (11) 7 inch yellow round top bollard covers with a 7.1” ID. The contractor shall fill the fully with concrete Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

3.9 The contractor shall supply and install (2) two Vertical 30” Diameter by 52.” High 120

Gallon Propane Tanks. With each tank having supplied and installed the Plumbing/Mechanical Code required shutoff /control valve, Red First Stage Propane Gas Regulator rated for 10 psi with a 1 ¼” dia. threaded discharge outlet and a threaded 1 ¼” dia. x 12” long schedule 80 coated Black Steel Pipe with Black Steal Threaded cap connected to discharge end of pipe. The threaded 1 ¼” dia. x 12” long Black Steel Pipe shall be connected to the propane Gas Regulator Discharge threaded opening. The Red First Stage Propane Gas Regulator rated for a discharge fuel discharge rate of 600,000 BTUH. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

3.10 The Contractor shall supply and install under the concrete pad on the East side of concrete pad within the 2’ wide x 100’ long x 2’ deep trench coming from the proposed electrical panel location the new Electrical feeder (4) THHN 1/0 Copper Wire with grounding wire, places in a 3” Schedule 80 Grey PVC Piping. That shall be places in the excavated trench that will go to the existing B012 Automatic Transfer Switch. The contractor shall supply and install a metal 18”W x 18”L x 12” D weather proof electrical wireway junction box. Then the contractor shall connect the electrical feeders to the Automatic Transfer Switch. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

4.42 The Contractor shall supply and install a Weatherproof NEAMA 4X Electrical Panel (1)

125 Amp Main Capacity, with 150 Amp MCB, 120V/240V AC, 3 phase, 4 1/0 W, 60 Hz with 32 spares. The panel shall be elevated 5’-0” from the concrete pad finished surface and 2 galvanized steel struts on the rear of the panel supporting it.

3.11 The Contractor Shall supply and install at each Biomass Dryer Unit one of the

Northeast, Northwest, Southeast and Southwest side a Grounding Connection Totaling

(4) connections. The Contractor Shall supply and install (1) 5/8” Dia. 10’-0” long Copper Grounding Rod buried a minimum 8’-0” in the Earth and Grounding Wire Bonded to the Dryer Unit metal chassis and Bonded to the Concrete Pad Steel Wire Steel Reinforcing.

The Copper Grounding System shall comprise of (1) 5/8” Dia. 10’-0” long Copper Grounding Rod, (2) grounding Clamps, (1) Copper Wire, (1) Swivel Cable Clamp and (1) Heavy Duty Metal Bonding Plate for (4) Dryer Unit metal chassis sides. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

3.12 The Contractor shall supply and install under the concrete pad (2) ½” schedule 80

PVC electrical piping from the new electrical panel to LED Lighting at pole (A) one circuit and Lights (B) and (C) combined being circuit 2. The Contractor shall supply and install within each of the ½” conduit (2) THHN #12 Copper Wire with grounding wire and connected to (2) new 20 amp circuit breakers. Note See Attachment 2 - Building 013 Concrete Pad Location - 29AUG2023 drawing.

4.43 The Contractor shall supply and install (3) 15’-0” high light poles with light fixtures. The minimum specification is listed below:

4.44 Light Pole Specifications:

4.46 The Contractor shall comply with the Buy America Act.

4.47 The Contractor shall comply with the Bio-Preferred Products.

4.48 During the course of the contractor performing their work they shall restore back to its original condition all damaged Government Property that they have damaged. This applies to the exterior: Site, asphalt paving, grass areas, curbs, sidewalks, concrete pads, drainage system and the building exterior. Note to the contractor see the below list of Repairs that shall be performed in the event that the contractor damaged Government Real Property and has to restore it to the original condition when it was new.

Asphalt paving Repair

4.49 The Contractor shall supply and install 6” of CR6 Stoned Base Course compacted to

95%, 4” Asphalt Binder course and a 2” thick Asphalt Finished Course.

Grass Areas Repair

4.50 The Contractor shall supply and install Clean Backfill and compacted to 95% compaction, add 3” of clean Topsoil and Hydroseed using Kentucky Blue Grass. The contractor shall water the grass daily for two Weeks except weekends and Federal Government Holidays. Not the contractor shall only Hydroseed during the Months April thru August of the year.

Concrete Street Gutters, Curbs, Walkways and Pad Repair

4.51 The Contractor shall supply and install Concrete Street Gutters, Curbs, Walkways and

Pad utilizing the Concrete Specifications within this SOW.

5. Performance Requirements and Warranty:

5.1 The Contractor shall assure that all materials meet the Manufacture’s Specification and provide a written Manufacturers’ Minimum 1 Year Warranty.

6. Delivery, Storage and Handling:

- Store materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by manufacturer.

- Protect stored material from direct sunlight.

7. Submittals:

- Manufacturer’s technical data sheets for all materials used on this project.

- Manufacturer's Warranties for applied materials.

- Installers Safety Plan.

- Labor Warranty

8. General Conditions:

A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.

B. Field Verification: The contractor is responsible for field verification of all measurements, quantities, and field conditions prior to commencing work.

C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.

D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.

E. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day.

The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.

F. Formal Meetings: Every 2 weeks a work press update meeting must be held by the contractor (deemed formal by the contractor, the COR, or the Contracting Officer), will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer, COR, and all stakeholders). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.

G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.

H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 db. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

J. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update).

High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry.

Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work. Open Flame Permit Form.

M. Scheduling: The total contract period shall be 190 calendar days from the point of contract award. A period of 5 calendar days shall be allotted for the submittal, 15 calendar days for review and re-submit process. A period of 60 days shall be allotted for ordering materials. The work on-site shall be limited to one hundred ten (110) calendar days. The final inspection shall be scheduled a maximum of 185 calendar days from point of contract award, leaving 5 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval. Please note that the shipping timeline is 60 days for material delivery time after approved submittals. The actual construction work period shall be 110 calendar days deducted from the 190 days minus 5 days to deliver submittals, fifteen 15 days for submittal review leaving 60 days for ordering and delivery of the materials.

N. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry 15 calendar days from the point of Notice To Proceed. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 2 hard copies of each material submittal.

O. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures, or interruption in utilities.

P. During the course of the contractor performing their work they shall restore back to its original condition all damaged Government Property that they have damaged. This applies to the exterior: Site, asphalt paving, grass areas, curbs, sidewalks, concrete pads, drainage system and the building exterior. The building interior: roof structural system, decking, insulation, drywall, flooring, walls, ceilings, piping, lighting, hvac system equipment, electrical system equipment and plumbing system.

Q. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.

R. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design, and workmanship. The material shall be as specified in the manufacture’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor.

WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL

INVOICING.

S. The contractor shall provide all deliverables to the COR as stated in the Submittal Registry Attachment #4.

2. Technical Narrative – (Go/No-Go) - Provide narrative showing how the work will be accomplished. Narrative must show an understanding of the specific work and a feasible, realistic approach to complete the project in accordance with the SOW.

3. Key Personnel – (Go/No-Go) - Provide resumes for key personnel. They should include, as a minimum: Site Superintendent, Project Manager. The resumes must clearly show experience in managing a project of similar size and complexity with a minimum contract value of $10,000.00 for a renovation project at an active research facility.

For each key personnel provide the following information as a minimum:
