Idaho Falls IP Dispatch Consoles Statement of Work
1.0 Introduction
The BLM’s radio operational mission is to ensure employee safety, public safety, and resource protection through the BLM radio communication network. The Bureau of Land Management (BLM) in Idaho is looking to replace its current Moducom radio dispatch console system. The BLM needs a modern and scalable total system solution that is consistent with current technologies and that is compatible with other BLM dispatch systems currently in place for fail over redundancy.
2.0 Scope
BLM Idaho has identified a need to have IP dispatch consoles added to the Idaho Falls Interagency Dispatch Center to allow for control and monitoring of IP base stations, back hauls, tower radio repeaters, and base station resources across the district.
3.0 Objectives
· Will be used for emergency and field communications for the Idaho Falls District
· Contractor will install and test all required equipment
· Must meet P25 Standards
· Compatible with Great Basin Coordination Center incident command trailers from BLM Nevada (BLM Burning Man Incident Trailers) that use the Catalyst Propulsion software.
4.0 Proposal Overview
Backroom equipment is considered to be equipment not included at the operator position and is considered to be part of the Console System. Additional equipment to support Console functions may be located in the radio DMARK room or control closets. All back-room equipment and space requirements shall be listed on the proposal.
The Bidder shall provide, with their proposal, a Console System Architecture Overview, describing their Console System architecture.
The description shall include the design for:
· A single Console System at a communication center networked to another Console System located at a different location (Radio Room, Remote Site, etc).
· Remotely located operator positions connected to each of the Console Systems.
The Bidder’s response shall describe at a minimum the Console System(s) architecture which provides the conceptual model that defines the structure and behavior of their Console System. The Bidder’s architecture description shall be a description and representation of their Console System, organized in a way to show that supports reasoning about the structures and behaviors of the Console System(s). The Console System architecture shall comprise of system components, the externally visible properties of those components, the relationships (for example the behavior) between them and how those components will work together to implement the overall system.
The Bidder shall provide, with their proposal, a system block diagram that describes, at a minimum, the operator position equipment, remote operator equipment and the backroom equipment.
5.0 Background and Tasks
Each Console System shall work as a standalone system at each location.
Each Console System shall be equipped to network with other Console Systems purchased as part of this bid. Note: BLM shall provide the network connectivity. All network connectivity shall bandwidth requirements shall be requested 4 weeks from start of install.
Console Systems shall be equipped for Radio over Internet Protocol [RoIP] / Direct Fixed Station Interface (DFSI) and to be backwards compatible to control four wire circuits (Half and Full Duplex) .
Console System components shall interface with analog and digital radio equipment (Such as Codan MT 4-E,D and R Repeaters and MT 4-E,D and R base stations utilizing the UIC 5 card or a AC3-E, and Realm B150 Base stations utilizing 2 wire, LTE RoIP, or DFSI interfaces with IDA consolettes). Installation and activation of an additional operator positions shall not disrupt ongoing operations of any other operator position.
All console equipment will be installed by the bidder and must fit inside / on Linak raise lower dispatch desktops and Watson/Xybix dispatch console furniture See Exhibits. All cabling must be routed through wire loom provided at each console position and accommodate workstations that raise and lower. All wires must be neat and zip / cable tied by bidder. All console hardware equipment must be solid state.
If needed the bidder must be flexible to do work after normal business (9am- 5pm) hours to not interfere with 24/7 emergency dispatch operations at the communications center. If needed the bidder will be notified at least 24 hours in advance by the BLM to prepare for a shift change.

Number of channels controlled by the console: 18 6 Local Base Stations (2 located in the communications center radio room, 4 located in the building DMARK room) 12 other base stations controlled via 2 wire, LTE RoIP, or T1 in the field. (Used as redundant Access) The following features are desired and or required:
Console Operation
Required Features
1. The ability to obtain GPS coordinates for units in the field keying their radio.
2. Two Tone Sequential Paging Feature
3. Each operator position shall be equipped with two LCD or LED, high resolution, flat panel, touch screen monitors
4. Each flat panel monitor shall have a 24” +/- 1” viewable area when measured diagonally. This shall not include the monitor border. The monitor border shall not exceed 1½“.
5. Radio Recorders (if not compatible with current recorder – Eventide, If not copy recording to NAS Channel Mute level range is STP adjusted per channel.
6. Receive Sensitivity (VOX Threshold) per channel.
7. Transmit Audio level per channel (-35 dBm to +6 dBm, balanced).
8. High Guard (-35 dBm to +5 dBm (minimum)), adjustable increments of 1 dB.
9. Low Guard (-35 dBm to -10 dBm, adjustable increments of 1 dB.
10. The Call Indicator will continue to illuminate after the receive audio signal level falls below the preset threshold level for a adjustable period of 0 to 8 seconds).
11. Analog Outputs to Logging Recorder.
12. Each console must be able to send out Test tones during transmit (Test Tone can be preset to the following presets -35 dBm to +3 dBm in STP adjustable increments of 1 dB. Preset test tone menu is preferred.
13. Each console must be able to send out Alert tones during transmit (Test Tone can be preset to the following presets -35 dBm to +3 dBm in STP adjustable increments of 1 dB.
14. Each Console must have the dual headset jacks that support a headset microphone. (Contractor’s solution includes headset jack boxes, then the headset jack boxes shall be affixed to the operator position by awarded contractor)
15. Each console will be required to have a Plantronics 92900-01 Cordless PTT (Push-To-Talk) Headset Adapter. If another Headset adapter is required it must be approved by the BLM.
16. Each console will be required to have a Plantronics SupraPlus SDS 2491-01 Headset If another Headset is required it must be approved by the BLM.
17. Each console must have a Dynamic Desk Microphone.
18. A physical keyboard shall not be required to operate an operator position; however, each operator position shall have a wireless interface for a keyboard.
19. Each operator position shall be capable of supporting a wireless mouse.
20. Desktop Microphone shall be a gooseneck microphone, shall include cabling, with weighted base.
21. Desktop Microphone needs to meet or exceed the specifications of the Audio-Technica PRO49Q and PRO49QL. The desktop microphone shall not have a PTT switch.
22. All Cabling shall be provided by the bidder for the following items: Operator positions, Maintenance positions, Remote Operator positions. Cabling from all positions to backroom equipment. Note: The contractor will not be responsible for conduit or other work associated with the conduit installation.
23. The sound pressure level of acoustical hum generated by the power supplies, hard disk drives, fans, or other noise generating components that comprise the operator position in the Console System shall have a maximum of 52 dBA SPL measured five feet from the equipment in any direction.
24. Each operator position, maintenance position, and remote position shall be unique and individually configurable without affecting configurations of other operator position(s) and/or the maintenance positions.
25. Installation and activation of remotely located operator positions shall not disrupt ongoing operations of any other operator position.
26. All remote operator positions shall have the same functionality as a locally connected operator position.
27. The awarded Contractor shall provide the necessary interface equipment, it shall be provided to connect a remote operator position to the host location. The BLM shall provide the connectivity (i.e., network or T1) per bidder specifications.
28. Each operator position shall include a pedal footswitch. (The footswitch shall be free standing and weighted for stability and have a non-skid material backing).
29. The Console System shall support no less than five Selected channels at one time per operator position.
30. Unselecting multiple Selected channels shall be performed the same as Unselecting a single channel.
31. The Select and Unselect actions shall be accomplished using two or less number of steps.
32. Radio channel cells shall show a visual indication while transmitting.
33. The Console System shall include a PTT Override Function which is used by any operator to transmit on a radio channel that is busy due to an open operator microphone or any other situation when a channel transmission needs to be immediately overridden.
34. The PTT Override Function shall be available at all positions.
35. The console system shall be capable to operate in the following configurations: network unicast and radio singlecast, multicast, simulcast capabilities.
36. The Console system shall have Interoperability patch setup and management.
Optional Features
37. Playback on each channel as opposed to one master playback.
38. An overhead light which indicates that a user is on the radio, transmitting, etc. (example): https://www.ledandon.com/product/LD-52XX-100.html
39. Each Dispatch console should have the capability to support touch screen monitors.
40. The PTT event causing the busy shall be canceled by the Console System when the PTT Override Function is used.
41. If the busy is caused by an operator PTT, there shall be a notification sent to that position when the override occurs.
Main Screen Setup Required Features
42. The Console System shall have a method, accessible from the Main Screen, to display all local radio channel(s), listing the operator position number.
43. Returning to the Main Screen from any other screen shall be accomplished by no more than two actions.
44. An invalid operation shall to the operator position generate an audible indication at the operator position.
45. The Main Screen shall have a PTT Button.
46. There shall be a Transmit Indicator on the radio channel(s), and Secondary channel(s) that is transmitting.
47. There shall be a means to activate the Alert tone function from the Main Screen.
48. There shall be a means to activate and deactivate Patch functions from the Main Screen
49. The Main Screen shall display current date and time, Operator position number, VU Meter, network status and Alarms and System Messages.
50. The VU Meter shall provide the operator with a visual indication of the relative level of transmit and receive audio for that operator position.
Optional Features
51. Screen / icon colors / agency logos shall be selectable by the agencies within the center (BLM / USFS). Colors can be from the bidder’s color palette.
52. Customizable timer displays, ie: flight following, fire, and law enforcement welfare checks.
53. Customizable digital “post it” notes by user.
Channel / Cross / Local Busy and Mute
Required Features
54. Radio Channel Busy Feature should be available at all consoles.
55. The Radio Channel Busy Feature shall have a Local Busy Feature and a Cross Busy Feature.
56. A Busy condition shall have a visual indication on or proximal to the radio channel cell, be available for all radio channel cells, be available for both Local Busy and Cross Busy and show the alphanumeric operator position identifier that is causing the busy.
57. The Local Busy indicator shall appear in the other radio channel cells assigned to the Main Screen of an operator position and identified as radio channels that should not concurrently undergo a PTT event with the radio channel currently undergoing a PTT event.
58. The Cross Busy indicator shall appear at other operator positions within the same Console System, where the requisite radio channel has been assigned to the Main Screen and is undergoing a PTT event
59. Cross busy and local busy channels shall be configured by agencies within FICC.
60. The Cross Busy indicator shall also appear on or proximally to a channel(s) when an associated channel experiences a PTT event at other operator positions within networked console systems.
61. All Consoles Must have a Local Mute Feature, during a PTT event on a specified channel, a predesignated receiver(s) shall be muted only at the operator position which initiated the PTT event. It shall display a visual indicator of the local mute on or proximal to the channel only at the operator position activating the PTT event. This feature shall be configurable.
Function Tones
Required Features
62. Each operator position shall be able to choose function tones for specified channels as determined and configured by the benefiting agencies. (There shall be a method accessible from the Main Screen to allow the operator to choose a function tone from a list of available function tones.) Al list of required function tones are in exhibit A.
63. Each function tone shall have configurable name labels for each available function tone for each individual channel and shall appear on or proximal to the radio channel cell on what tone is active by site name and PL Tone Number.
64. The chosen function tone shall remain in effect on that channel until changed by the operator. The function tones chosen on one channel shall not affect the function tones on other channels.
Muting
Required Features
65. The Audio Mute Feature shall only apply to Unselected and Monitor channels (The audio of a radio channel shall attenuate to a preset level when that radio channel is muted. The mute level shall be STP adjustable on a per channel basis from 0 to 100% attenuation.)
66. A muted condition shall automatically be canceled when a radio channel is Patched or Selected by an operator.
67. There shall be a visual indication on or proximal to the channel cell when a channel is muted.
68. Activating and deactivating the Audio Mute Feature shall be performed on the Main Screen.
69. A muted channel shall remain muted until unmuted by the operator. Adjusting the volume of any channel (except a muted channel) shall not unmute any muted channel(s).
70. The Audio Mute Feature shall operate independently of the Local Mute and Cross Mute Features.
71. The Console System shall have a method to create the following patches, Selected Channel(s) to a non-selected Channel(s),as an option to expand to Telephone calls to selected channel(s), ,or a non-selected Channel
Patching
Required Features
72. All Patching operations shall occur on the Main Screen.
73. Patch activation or termination shall not exceed four steps.
74. Each Patch activation shall patch at least four (3) members.
75. All patched channels shall display a visual indication of being patched.
76. The unique Patch identifier shall be visible at any position where the radio channel(s).
77. There shall be a feature that breaks down all patches simultaneously at an operator position.
78. The operator initiating a patch shall be able to add or subtract members to an existing patch without first disabling the entire patch.
79. When a Patch is enabled, which may include channels operating in the Console Repeat mode, the operation of the Console Repeat feature shall continue to function for those channels.
80. Any Console System position shall have the ability to remove members from any existing Patch set up by any position.
81. When a member is removed from a Patch, the remaining members of the Patch shall remain Selected and Patched.
82. The removed members from a Patch shall automatically become Unselected.
Intercom
Required Features
83. The Intercom Feature shall support independent intercom conversations.
84. The Intercom Feature shall support independent intercom conversations between any two or more operator positions when located within the same Console System.
85. The Intercom Feature shall support independent intercom conversations between two or more operator positions between Console Systems when systems are networked together.
86. The Intercom Feature shall operate with minimal screen interaction with three or less keystrokes.
87. Each operator position shall be able to mute intercom audio.
88. Intercom channels shall not interfere with one another.
Operator Timers
Required Features
89. The Console System shall provide at least one, preferably four, on screen timer features at each operator position.
90. Each timer shall be configurable from one (1) minute to sixty (60) minutes in one-minute increments by the operator. The timer shall count down.
91. The Timer’s audible alert shall route to the default speaker and or to the headset.
Mobile Unit Identifiers
Optional Features
92. The Console System shall display Mobile Unit Identifier information when P25 capability is available.
93. The Console System shall display Mobile Unit Identifier Information when mobile Unit ID transmissions are received from field units.
Alert Tones
Required Features
94. The Alert Tone Feature shall be available at every operator position.
95. The microphone(s) at an operator position shall mute while the Alert Tone Feature is active.
96. The audio tone duration, interval between tones, amplitude, and tone frequency shall be configurable.
97. Activating the Alert Tones shall be accessible from the Main Screen.
98. The Instant Recall Recorder (IRR) feature shall be used to allow the operator to easily playback recent conversations at their operator position.
Instant Recall Recorder
Required Features
99. The Instant Recall Recorder (IRR) feature shall be used to allow the operator to easily playback recent conversations at their operator position. The IRR can record voted audio from each MRF Group, each Secondary channel, each Monitor channel, and the Intercom audio between operator positions.
100. The IRR can record selected audio and telephone lines.
101. Each operator position shall have an IRR feature.
102. IRR shall record no less than 10 separate radio channels simultaneously, which shall include the Selected radio channel(s).
103. IRR shall automatically update its call list as new calls occur.
104. IRR shall have an operator-controlled function to temporarily protect recordings from deletion for a pre-determined amount of time.
105. IRR shall have an operator-controlled function to export IRR audio files in common audio formats including MP3 files.
106. IRR shall have recordings sortable by the following parameters Time/date, and Source (channel name of recorded audio).
107. The IRR shall not be a separate piece of equipment located at the operator positions.
108. The playback function shall have the following playback controls Play/Pause, Stop, Skip back / Skip forward, Fast forward, fast rewind, Skip to next / previous track.
109. There must be redundancy built in to the IRR to never loose recorded audio.
BLM COOP Plan Required Features
110. District / Region configurations with ability to access multiple regions: Console system must be able to interface with other district / region communication center resources (in the event of communication center power outage or other high-level evacuation event) (as we stand up similar systems from same vendor in BLM-Idaho).
111. Console system and resources must be able to interface with the Great Basin Coordination Center incident command trailers from Nevada. Incident Command system must be able to interface and control radio resources from system being proposed.
Telephone Interface
Required Features
112. The Telephone Interface Feature shall enable the operator to use the radio headset to talk on the telephone and/or the radio. The awarded Contractor shall provide a Console System with an analog audio telephone interface only; not the functionality of a telephone/PBX system. The off-hook signaling shall be provided by the telephone system.
Diagnostics / Redundancy
Required Features
113. Console System shall perform self-diagnostics continuously on a 24/7 basis to assure proper performance and automatically take corrective action, when available, to restore proper operation in the event of a failure. Diagnostic tools shall track system failures and provide system uptime statistics.
114. The Console System equipment shall be designed to maintain and track system reliability of 99.999% using system diagnostic tools and reports. Bidder shall describe, with their proposal, how they plan to implement this feature.
115. The Console System shall be designed to ensure that the failure of a single piece of equipment does not prevent dispatching activities from continuing.
116. Bidder shall incorporate redundancy in the system design so full dispatching operation continues without interrupting existing radio communications.
117. The awarded Contractor shall supply a complete list of test equipment and tools required to properly maintain and troubleshoot any component in the Console System within six (6) months of Contract Award.
Backroom / Power
Requirements
118. Each Console System shall be equipped with all Console System electronics, voters, equalizers, Instant Recall Recorder, GPS antenna, hardware assemblies, cabling, servers, switches, routers and other backroom components that may be required for proper operation of the Console System. Console System jack fields, contact closure inputs/outputs, Logging Recorder outputs, and PA outputs shall also be supplied by the awarded Contractor.
119. All backroom equipment shall be mounted in 7’0” tall EIA Standard 19” equipment racks. (Requirement)
120. The location of any equipment that cannot be placed in the backroom for technical reasons shall be determined on a case by case basis and approved by the BLM.
121. Console System shall be capable of interfacing with Analog, P25 Conventional and DFSI radio channels. The Console System shall operate seamlessly in a mixed/dual analog and digital radio channel environment.
122. All programmed and configured Console System (backroom equipment) parameters, levels, and settings shall not be affected and shall automatically be restored upon restoration of power after a power failure.
123. All Console System electronics shall operate with 120+/-10 VAC, 50-60 Hz, single phase power
Data Management
Required Features
124. The Console System shall store the data collected by the Management and Statistical application.
125. The following data shall be recorded Operator position PTT events, Operator position PTT durations, Operator position receive events, Operator position receive durations, Channel PTT events, Channel PTT durations, Channel receive events, Channel receive durations.
126. All Recoded data shall have the ability to be viewed on screen, printed and saved to a file.
Installation
Requirements
127. The awarded contractor shall install all components of the console system.
128. The awarded Contractor shall provide all commercial software and identify versions used by the Console System at the time of each installation. The Bidder shall include one (1) sets of software manuals, instructions, and associated technical documentation in hardcopy for each installation site. The Bidder shall also provide Console System software on CD for each installation site.
129. The awarded Contractor shall replace or repair any defective Console System component during installation.
130. The awarded Contractor shall supply all parts, accessories and any equipment required to support the installation of each Console System including devices necessary to connect the operator positions to the backroom equipment.
131. The awarded Contractor shall provide technical personnel to verify Console System screen configurations, functions, and components to ensure that the hardware and software has been correctly installed and is ready for Product Acceptance Testing. The awarded Contractor’s personnel shall be on site during this verification.
132. The awarded Contractor shall ground all equipment in rack(s) and other appropriate Console System equipment.
133. The awarded Contractor shall provide onsite technical support during all shifts at each communications center (FICC) for the first three (3) days after a successful installation.
134. The awarded Contractor shall be available to provide technical support after the initial three (2) days following installation until the completion the system.
135. Each Console System shall be accepted on a per Console System basis. The acceptance of a single Console System does not imply acceptance of any other purchased Console System.
Customer Support
Requirements
136. The bidder must have a 24/7 Customer Support system (This means that one or more Console System components are down or nonfunctional disabling the Console System or operator positions).
137. Console System devices, software, and interfaces shall meet or exceed applicable Project 25 Phase I and applicable Phase ll system standards listed in the TIA/EIA-102 series of standards, interim standards and technical bulletins, at the time each Console System is purchased.
138. The awarded Contractor shall provide Management and Statistical Reports training to the Dispatch supervisors and Radio technicians on the Management and Statistical Reports system.
139. The console system has to operate QOS on the BLM RoIP network
140. The training course shall be conducted in locations determined by the BLM.
141. The classroom instruction shall be available within and outside of normal business hours to include training for shift workers.
142. Content of the classroom instruction shall include, but not be limited to the following:
· How to download and access reports.
· How to export reports.
· How to search, sort, organize, and filter data to create custom reports.
· How to setup report intervals.
· How to setup automatic report delivery.
· How to generate, save, and print reports.
· Instructional materials in writing and CD/DVD, or on flashdrive for each student.
· Any supplies and/or materials needed by the students.
· Radio technician maintenance and support training
Recurring Cost
Requirements
143. The Bidder must supply any and all detailed mandatory recurring cost for the entire console system. This includes but is not limited to required software updates, software patches, customer support cost, required equipment upgrades, hardware maintenance, etc. All cost must be broken down per line item with the hourly, annual, or bi annual cost. All cost must reflect whether it is a mandatory requirement for the bidders system.
144. Bidder must reflect any and all cost associated with calling their customer support line during and after normal business hours.
Installation Time Frame Requirements
145. Due to the nature of the communications center and its peak times – installation and training must take place during Dec-Feb time frame
Equipment Shipping Cost

146. Bidder must include a shipping cost estimate to the BLM. All equipment shall be shipped to 1405 Hollipark Ave Idaho Falls Idaho 83401
6.0 Delivery

7.0 Government-Furnished Property

Installation and setup will be performed by BLM contractor at the communications center location.
10.0 Period of Performance
· 1 year warranty for all equipment.
