Plant Science Facility and Air Quality Unit Generator Maintenance

SCOPE STATEMENT
The USDA ARS Plant Science and Air Quality Research groups in Raleigh NC conduct year round plant research. Continuous power availability is critical to ongoing research operations, data integrity, and preservation of research material stored in climate controlled buildings, refrigerators, and freezers. During power failures, diesel generators (200KW and 350KW) routed through automatic transfer switches provide backup power to critical systems (HVAC, security, cold storage units). Proper inspection and maintenance of these generators is crucial to sustaining operations during power outages
The objective of this project is to provide annual maintenance service and rapid repair response for two Kohler diesel generators. This shall also cover their respective transfer switches. There is a yearly renewal option for 4 additional years. The Contractor and technicians must hold Kohler factory certification and be located within a 50 mile radius of Raleigh, NC facility. The generators are located at 3127 Ligon Street in Raleigh, NC. And 3908 Inwood Road in Raleigh, NC.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through:

Site Visit Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand, any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at the USDA-ARS sites described above in Raleigh, NC.
Contractor is responsible for inspecting the site and ensuring compatibility of all materials and equipment.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM.

PROJECT REQUIREMENTS AND DESCRIPTION
1. Perform three minor and one major maintenance visits to each generator and transfer switch annually.
0. Minor Service includes, but not limited to: inspection of all components, draining fuel/water separator, fuel condition, checking for presence of water in fuel, cleaning control cabinet, cleaning batteries and cables, servicing of oil bath air cleaner; and checks to: engine oil level, oil leakage, water pump, cooling system hoses, louvers, adequate air flow, radiator core, radiator cap, coolant level, freeze point, belts, fan hub, water jacket heater, operating water temperature, condition of exhaust system, condition of turbocharger, exhaust leakage, exhaust rain shield, wet stacking, operation of gauges/meters, operation of controls, shutdown system/procedure, indicator/panel lights, frequency, voltage, breather tube, air system piping, condition of dry type cleaner, batteries, cables, specific gravity of battery water (add water if needed), operation of float charger, battery voltage under load, circuit breaker operation, transfer switch condition/operation/non-contact temperature.
0. Major Service includes, but not limited to all minor service procedures and: fuel sampling, changing engine oil and filter, changing governor oil and filter, engine oil analysis, changing coolant filter, testing of antifreeze (add inhibitor if needed), change spark plugs/points/condenser, change rotor and cap if needed, perform transfer test, inspect transfer switch linkage for binding, and checks to/for: water in fuel tank, engine oil pressure, inlet air restrictions, condition of bearings, condition of AD and DC brushes.
1. Perform load bank testing as necessary to comply with NFPA standards. Contractor shall provide mobile load banks suitable for use with each generator; there are no load banks on site.
1. Respond within 24 hours to non-emergency service calls and 4 hours to emergency service calls.
1. Notify technical representative at least five business days before any planned maintenance visit.
1. Provide the technical representative with a detailed service ticket or other documentation of tasks performed during each maintenance visit or emergency service call.

Note:
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.
Disposal and Preparation
· All old components or equipment shall be removed in a manner that facilitates proper installation of new materials.
· Contractor is responsible for disposal of removed material.
Disposal If hazardous materials are present, they shall be properly disposed of according to all applicable local, state, and federal codes and regulations regarding hazardous waste disposal.
Removed equipment, materials, trash, and debris shall become the property of the Contractor. Location of disposal site and length of haul shall be the Contractor's responsibility. Dispose of removed materials in a safe manner and at frequent intervals in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
Logistics
· Power for tools is available on site.
· Bathroom facilities are available on site.
· Contractor is responsible for receiving materials.
CONTRACTOR RESPONSIBILITIES
The contractor shall provide everything needed to perform the service. This includes all labor, supervision, tools, materials, equipment, transportation, and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.
The project work shall be performed per the following guidelines:
· Contractor will verify all makes/models and other specifications and site conditions prior to beginning work.
· The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees.
· Contractor will remove all material and debris generated through performance of their duties from the worksite and dispose off-site.
Site Access during Covid-19 recovery will require additional steps. At this time, contractors are to have their temperatures taken, and will be asked a series of questions regarding general health and exposure to others with symptoms of illness (coughing, fever, short of breath, etc.). Contractors will also be asked if they have a mask. These access requirements are subject to change at any time without warning.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this contract. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.
Project Schedule:
This project shall be an annual service contract from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, eight (8) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contracting Officer for written approval prior to schedule change.
DOCUMENTATION REQUIREMENTS
Submittals Submittal reviews and responses to RFIs shall be accomplished in a maximum of 7 days for the contractor AND the Government for a total of 14 days.

SAFETY REQUIREMENTS
The contractor is responsible for complying with all local, state and federal safety codes and regulations.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.
The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.
Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subjected to the approval of the Contracting Officer Representative (COR). Products can be found at:

PERIOD OF PERFORMANCE
A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours Contractor work hours shall be Monday through Friday, 8:00 A.M. to 5:00 P.M. except on Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval three days prior to schedule change.
Monitoring Location monitor (LM)/Contracting officer’s representative (COR) will make daily inspections of work progress and quality in accordance with contract specifications. Contractor will speak with the LM/COR daily to provide update of work performed, status of schedule, and other items requiring attention.
WARRANTY
The contractor shall provide and submit a single written warranty, stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA. The contractor shall correct any covered deficiencies which occur during the guarantee period within one week after notification.
