Freezer Condensing Unit Replacement Project Seed Storage Building #4482
LocaƟon: USDA ARS PGRCU, 1109 Experiment Street, Giffin, GA 30223
USDA ARS Plant GeneƟc Resources ConservaƟon Unit (PGRCU) has a requirement to replace the condensing unit for the back walk-in freezer at the Seed Storage building #4482 with a new condensing unit. LocaƟon is within the University of Georgia (UGA) Griffin Campus at 1109 Experiment Street, Griffin, GA 30223.
Scope of Work
1- The contractor shall provide all professional services and equipment necessary to install new condensing unit, and removal of the old condensing unit at the Seed Storage building #4482 in Griffin GA.
2- The contractor will provide all equipment, piping, refrigerant, insulaƟon, wiring, and material needed to replace the condensing unit and connect to the exisƟng fan coil units of the walk-in freezer to give a fully funcƟonal freezer system.
3- The contractor shall provide a complete and funcƟonal installaƟon, including all labor, supervision, tools, materials, equipment, apparatus, transportaƟon, rigging and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.
4- It is imperaƟve that all work will be coordinated with locaƟon as not to jeopardize the germplasm collecƟon. The down Ɵme shall be minimal and will be scheduled in advance.
5- Upon compleƟon of the project, contractor will be able to provide emergency repair service 24/7-365 to ensure safety of the germplasm collecƟon.
The contractor shall include all services and field labor, equipment (including cranes and rigging equipment), materials, electrical, mounƟng hardware, tesƟng and personal protecƟve equipment necessary to perform the work. No Government equipment will be available for use by the contractor.
Contractors are encouraged to visit the site and be escorted by a government representaƟve to confirm locaƟons, dimensions, and condiƟons of the project. The site visit shall be for the purpose of observing first-hand any condiƟons relevant to the compleƟon of this project. No consideraƟon will be given to claims based on lack of knowledge of exisƟng condiƟons, except where contract documents make definite provisions for adjustment in cost or extension due to exisƟng condiƟons not readily foreseeable.
The project work shall be performed per the following guidelines:
1) Contractor will verify all dimensions and exisƟng site condiƟons prior to beginning work.
2) Contractor will verify electrical voltage at site and needs for the project.
3) Contractor will be responsible for making sure the new equipment is compaƟble with the exisƟng equipment.
4) The contractor shall always be responsible for protecƟng his work and ensuring the safety of his crew and ARS employees.
5) Contractor shall remove and dispose of all related materials from all work areas daily and remove these waste materials from the site on a weekly basis.
6) Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
7) Contractor shall perform work in a manner that minimizes the impact to daily operaƟons of the facility and its workers.
8) All work shall be scheduled in advance and coordinated with the facility representaƟve to minimize the disrupƟon to daily operaƟons and research programs.
9) Contractor must have a superintendent on the jobsite when crews are performing the work.
10) Contactor will provide their own restroom facility.
Contractor must be registered in System for Award Management, (SAM), prior to submiƫng a bid. RegistraƟon can be completed at www.sam.gov/portal/public/SAM
1. The contractor shall be responsible for assessing, evaluaƟng, verifying, and confirming the condiƟons of the building, accessibility, site restricƟons, parking, deliveries, loading dock, elevator, storage, installaƟon and staging, hours of availability/accessibility of all the above and any other condiƟons associated with, and which may affect cost of delivery and installaƟon.
2. All products, work and installaƟon drawings and documents shall meet any and all federal, state, local jurisdicƟons and governing authoriƟes including but not limited to codes, laws, ordinances, and regulaƟons applicable to this project. It will be the responsibility of the contractor to ensure that applicable regulaƟons and codes are followed.
Safety
The contractor will submit a Site Safety Specific Plan (SSSP)/Accident PrevenƟon Plan in industry recognizable format to the ContracƟng Officer (CO) within 14 days of contract award. The Government shall review the SSSP prior to the start any acƟviƟes.
Safety and health maƩers, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precauƟons that may be required by law or local authoriƟes for the protecƟon and security of the grounds, faciliƟes and personnel.
Disposal of Materials and Debris
Contractor shall comply with hauling and disposal regulaƟons of authoriƟes having jurisdicƟon, per federal, state and local requirements for all removed materials, waste, trash, and debris in a safe, acceptable manner.
Contractor shall remove equipment, trash and debris from the site at frequent intervals so that their presence will not delay the progress of the work or cause hazardous condiƟons for workers and the public.
Codes and Standards
Applicable Codes and Standards apply and are not limited to the following
ANSI - American NaƟonal Standards InsƟtute.
ASME - American Society of Mechanical Engineers.
NEC - NaƟonal Electrical Code, NFPA 72.
OSHA - OccupaƟonal Safety and Health AdministraƟon
ADA – Americans with DisabiliƟes Act
All work must meet ARS 242.1M “ARS FaciliƟes Design Standards” for the defined scope of this project in addiƟon to meeƟng all Local, State and Federal codes, and latest IBC codes. The document may be found at hƩps://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf.
Damage to Property:
The Contractor shall protect the work, the site, and all exisƟng property and structures within the limits of the acƟviƟes or that may be affected thereby unƟl acceptance of the work. Any damage to property shall be repaired to pre-damaged condiƟon to the saƟsfacƟon of the AO.
ParƟcular aƩenƟon shall be given to the protecƟon of exisƟng structure and finishes to prevent any damage of exisƟng finishes. Any accidental damage incurred to exisƟng condiƟons will be responsibility of the contractor to repair or correct.
InspecƟon and Acceptance
A government representaƟve shall inspect and approve the work performed on this project.
The Contractor shall schedule inspecƟon a minimum of 2 days in advance with the CO and AO.
Work Hours:
Contractor work hours shall be Monday through Friday, 7:30 A.M. to 4:30 P.M. except on Government holidays. Any changes to work schedule shall be submiƩed to CO and AO for wriƩen approval prior to schedule change.
Guaranty
The contractor shall provide and submit a single guarantee staƟng that all porƟons of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA, except where manufacturer guaranƟes or warranƟes are for longer terms. The contractor shall correct any deficiencies which occur during the guarantee period within 24 hours aŌer noƟficaƟon.
