STATEMENT OF WORK

Acquisition of an MTS FlexTest60 Controller

I. BACKGROUND INFORMATION

The Structural Testing Laboratory (STL), part of the Engineering Laboratory at the National Institute of Standards and Technology, is using multiple MTS actuators and MTS testing frames of various sizes and capacities, to execute structural and materials testing for multiple experimental projects. The two (2) existing MTS testing frames, 50-kip capacity -Model 305.03 and 220-kip capacity-Model 311.31, used for materials testing, need to be installed on a new dedicated controller, so that the existing MTS FlexTest100 Controller that is serving these frames can be dedicated for the actuators used in experiments on the strong floor portion of the STL.

II. PURPOSE/OBJECTIVE

The purpose of this acquisition is to procure a new FlexTest60 Controller for MTS testing frames Systems owned and used by the STL. Only MTS Corporation (referred from now on as Contractor), the manufacturer of the testing frames and hydraulic systems components, can provide the required hardware and software.

III. SCOPE OF WORK

The Contractor shall provide a MTS FlexTest60 Controller system that has the necessary configuration to allow the integration of the two existing MTS frames, as described above, into the STL’s hydraulic testing system. The Contractor shall perform all the necessary work associated with the installation and calibration of the two testing frames on the new FlexTest60 Controller, to ensure proper operation. The Contractor shall perform the tasks described below for the identified equipment. The Contractor is responsible for any travel associated with performing the required tasks.

Structural Testing Laboratory – Bldg. #226 (A150 and B151-B155)

1. Supply a FlexTest60 with necessary configuration to allow set-up of two independent stations (one station per frame).

· Supply a desktop with adequate configuration for the Controller, Windows 11

· Install MTS TestSuite – Multipurpose Elite Software (MPE).

· Supply necessary system cable kit to have two independent stations, one for each frame.

2. Perform calibration of the 50 kip and 220 kip testing frames

· Perform axial force calibration (compression and tension).

· Perform calibration, LVDT/TEMPO Displacement Transducer.

IV. GOVERNMENT FURNISHED PROPERTY

The Government will provide the Contractor with access to the laboratory space to provide the required products and services.

VI. PLACE OF PERFORMANCE / PERIOD OF PERFORMANCE

Delivery of products shall be made to the NIST Gaithersburg, MD campus on a F.O.B Destination basis. The delivery address is below:

The period of performance shall be five months from date of award. All delivery and associated tasks shall be completed within the five months.

VII. MISCELLANEOUS INFORMATION

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Regular Business Hours. Regular business hours are Monday through Friday, Eastern Time, excluding Federal holidays and NIST closures.

Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
