Statement of Work (SOW) Project: FIRE DEPARTMENT PUMP-LADDER INSPECTION-TESTING, FM-HS

GENERAL INFORMATION

1.0 Scope of Work:

1.1 Ladder Testing:

Annual Inspection & Testing of all Ground/Aerial Ladders at Fort Meade and Hot Springs VA Fire Departments. All inspection, testing, and maintenance shall be done in accordance with the most current edition of National Fire Protection Agency (NFPA) 1932/1911.

Test Company shall comply with the American Society for Testing and Materials Standard ASTM E548, "Preparation of Criteria for Use in the Evaluation of Testing Laboratories and Inspection Bodies." Heat labels shall be replaced as needed and verbal communication of deficiencies must be communicated to the fire chief, or designee and provided in a written report.

GROUND LADDER EXAMINATION AND TEST SPECIFICATIONS NFPA 1932 REQUIREMENTS:

· All ground ladder inspections and testing shall be performed in accordance with NFPA 1932 Specifications.

· Test Company shall comply with the American Society for Testing and Materials Standard ASTM E548, "Preparation of Criteria for Use in the Evaluation of Testing Laboratories and Inspection Bodies."

AERIAL DEVICE EXAMINATION AND TEST SPECIFICATIONS:

· The Test Company shall not represent nor be a manufacturer or repairer of aerial equipment.

· All inspection and testing performed by a third‐party certification organization shall be accredited for inspection and testing systems on fire apparatus in accordance with ISO/IEC 17020, General criteria for the operation of various types of bodies performing inspection.

· The examination and test report provided to the Agency shall specify the point of inspection and the results of such examinations and test. The test report as required by NFPA 1911, Chapter 22, 2017 Edition shall include the following:

· When the torque verification of mounting bolts, as required by, NFPA 1911, Chapter 22, 2017 Edition is performed; the bolt size, grade, and torque specification shall be recorded.

· Where NFPA 1911, Chapter 22, 2017 Edition requires measurements be taken such as bearing clearance and backlash, cylinder drift, relief pressure, ladder section twist, hardness readings, base‐rail thickness, extension brake drift, winch drift, and the like, these measurements shall be recorded in the test record in order that a year‐to‐year comparison can be made.

· All test work outlined in NFPA 1911, Chapter 22, 2017 Edition shall be conducted.

· Issue a Certificate of Inspection stating the unit’s compliance with NFPA 1911, Chapter 22, 2017 Edition.

NON‐ DESTRUCTIVE TESTING INSPECTION SPECIFICATIONS AERIAL DEVICE EXAMINATION AND TEST SPECIFICATIONS GENERAL:

The last 5-year non-destructive test (NDT) for aerial devices was performed January 14, 2024.

· The Test Company shall not represent nor be a manufacturer or repairer of aerial equipment.

· All inspection and testing performed by a third‐party certification organization shall be accredited for inspection and testing systems on fire apparatus in accordance with ISO/IEC 17020, General criteria for the operation of various types of bodies performing inspection.

· The inspectors performing the test work on the units shall be qualified and certified Level II Technician as specified by ASNT.

· Nondestructive Testing (ASNT) document CP‐189 in all methods used in the aerial inspection. The inspector shall also have had training at various aerial manufacturing locations so as to become familiar with the assembly and operation of aerial devices for fire service use.

· Prior to award of contract, the personnel performing the inspection may be required to present for review, proof of their Level II Certification in the required NDT methods.

· The examination and test report provided to the Agency shall specify the point of inspection and the results of such examinations and test. The test report as required by NFPA 1911, Chapter 22, 2017 Edition shall include the following:

· When NDT is conducted, the test record will indicate the NDT method used in each area inspected.

· Where NFPA 1911, Chapter 22, 2017 Edition requires measurements be taken such as bearing clearance and backlash, cylinder drift, relief pressure, ladder section twist, hardness readings, base‐rail thickness, extension brake drift, winch Page 33 of 64 drift, and the like, these measurements shall be recorded in the test record in order that a year‐to‐year comparison can be made.

· All test work outlined in NFPA 1911, Chapter 22, 2017 Edition including nondestructive testing shall be conducted.

· When the unit successfully meets all the requirements, vendor will issue a certificate of aerial lift device examination and test stating the unit’s compliance with NFPA 1911, Chapter 22, 2017 Edition.

WELDING STANDARDS:

All accessible structural weldments on ferrous materials shall be inspected for compliance with American Welding Society (AWS) D1.1 “Structural Welding Code – Steel”, 2011 edition.

1.2 Pump Testing:

Pump testing shall be in accordance with NFPA 1911 – STANDARD FOR THE INSPECTION, MAINTENANCE, TESTING AND RETIREMENT OF IN-SERVICE EMERGENCY VEHICLES. 2017 EDITION.

Contractor to perform maintenance work and testing at the VA fire department:

· No outside departments should be included in maintenance or testing schedule on-site.

· If the Pump-Test indicates a deficiency, a qualified technician shall conduct an out-of-service evaluation and make a written report, including recommendations to the AHJ.

· Minimal task is providing successful pump test.

· A report on testing outcomes shall be provided.

· Inspect pump test label.

· Repair and testing shall take place at:

SERVICE TESTS OF FIRE PUMP SYSTEMS EXAMINATION AND TEST SPECIFICATIONS:

1.3 GENERAL:

· The Test Company shall not represent nor be in the manufacturer or repair of Fire Pumps.

· All inspection and testing performed by a third‐party certification organization shall be accredited for inspection and testing systems on fire apparatus in accordance with ISO/IEC 17020, General criteria for the operation of various types of bodies performing inspection.

· The examination and test Report provided to Agency shall specify the method used to conduct each test performed on the Fire Pump Systems during the day of examination and results of such examinations and tests as specified in NFPA 1911, Chapter 21,2017 Edition.

· All test work outlined in NFPA 1911, Chapter 21, 2017 Edition shall be conducted.

· Upon successfully meeting the requirements of all test work, as outlined here, the testing company shall issue a Certificate of Inspection stating compliance with the NFPA 1911, Standard for the Inspection, Maintenance, Testing and Retirement of In‐Service Emergency Vehicles, Chapter 21, 2017Edition.

2.0 Background: Aerial Apparatus Ladder, Ground Ladders and pump testing are required Annual Inspection Per NFPA 1932/1911.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

LADDER TESTING SHALL BE CONDUCTED TO NFPA 1932: STANDARD ON USE, MAINTENANCE, & SERVICE TESTING OF INSERVICE FIRE DEPARTMENT GROUND LADDERS.

AERIAL AND PUMP INSPECTION/TESTING SHALL BE CONDUCTED TO NFPA 1911: STANDARD FOR THE INSPECTION, MAINTENANCE, AND RETIREMENT OF IN-SERVICE EMERGENCY VEHICLES.

PUMP REPAIR AND TESTING SHALL BE IN ACCORDANCE WITH NFPA 1911 – STANDARD FOR THE INSPECTION, MAINTENANCE, TESTING AND RETIREENT OF IN-SERVICE EMERGENCY VEHICLES. CURRENT EDITION.

If any test indicates a deficiency, a qualified technician shall conduct an out-of-service evaluation and make a written report, including recommendations to the AHJ. A report on testing outcomes shall be provided. Minimal task is inspecting/testing ladder(s) and providing ladder test results so owner may understand what needs corrected.

Contractor to perform maintenance work and testing at the VA fire department. No outside departments should be included in maintenance or testing schedule on-site. Repair and testing shall take place on-site at the following locations:

VA Medical Center – Fire Department (Bldg. T-296) 113 Comanche Rd.

Fort Meade, South Dakota, 57741

VA Medical Center- Fire Department (Bldg. 66) 500 N. 5th Street Hot Springs, South Dakota, 57747 Contractor shall provide qualified person in accordance with NFPA 1932 and NFPA 1911 or equivalent to perform maintenance work and provide Airel/Ground ladder and pump testing and inspections.

Vendor shall carry not less than one million dollars in excess liability insurance for bodily injury and property damage combined.

4.0 Government Furnished: VA Fire Departments will present all ground ladders and aerial truck (Ladder 4) to the contractor for testing. Provide water for testing as needed.

5.0Deliverables / Schedule:
Inspection and testing shall be provided no later than the last day of August in the perspective year. A report of ladder testing results shall be provided within a week of completion.

6.0 Travel: Charges for travel must be included in the price of the testing.
