Statement of Work (SOW)

Near Infrared Spectrometer (NIR)

The U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), Laboratories and Scientific Services (LSS) has a requirement for three (3) Metrohm NIRS-

DS2500 Analyzers with Vision Air Complete NIR with install and training services for the

New York, San Francisco, and Los Angeles laboratory locations.

Equipment shall comply with consensus method ISO 15063, ASTM E1790-04, and ASTM

D6342-12.

The vendor shall provide all equipment, software, installation, training, and technical support necessary to perform the specified work requirements for the three (3) Metrohm NIR systems, specifically: NIRS-DS2500 Analyzer with Vision Air Complete. Each installed single-unit/full-size instrument system, hardware, software, and database applications shall be new, commercially available, and in current commercial production. The equipment is being solicited as brand name or better and shall be purchased from a single vendor.

Instrument requirements:

The three (3) Metrohm NIR systems must include at a minimum:

Setup/installation and training:

The vendor shall provide for all three (3) instruments installation qualification and operation qualification (IQ/OQ) and any other pertinent certification at the time of installations. Inside deliveries and set-ups of all purchased equipment, supplies, hardware, and software are required. The vendor shall provide software and firmware upgrades free of charge for a minimum of three years from the date of installation of the three (3) instruments and peripherals. Software and firmware updates shall be applied to the instruments without the need for an internet connection. An electronic copy of the software and all software manuals should be provided to each location at the time of installation. All instrument documentations shall be provided in electronic and hard copy formats, to each location Point of Contact (POC).

The installation, training and maintenance shall include - for all three (3) instruments at each delivery location listed in this document:

Pre-Installation Pre-installation site (workplace and environmental) survey/assessment is required prior to instrument delivery.

Installation/Training*

All equipment and tools necessary for installation.

Installation service and validation by certified professionals;

including records and certificates of performance for hardware and software.

In-house, 1 day, training session by qualified and certified personnel, directly employed by the vendor, is required for each instrument upon installation to at least three staff members at each location with the software, basic operation, set-up of user accounts, interpretation of data, customized method set-up, other software capabilities, and basic hardware maintenance and troubleshooting.

Instrument revalidation When instrument is serviced, or preventive maintenance is performed.

A date to be determined, but no earlier than three (3) months after installation and the initial training. This include one Registration seat for each locations (NY, SF and LA laboratory) to

QUOTE. Please provide training information with instructions on completing registration for CBP staff to attend.

*The training sessions will occur at each of the three laboratories NY, SF, and LA and shall be scheduled and completed within 30 days of equipment installation.

Warranty and updates:

The vendor shall provide a warranty on all three (3) instruments for a minimum of 18 months from the date of installation of each of the instruments on all hardware and software purchased.

The warranty shall include all parts, labor, and travel/per diem expenses for the three systems.

On-site repair and maintenance by a qualified service engineer will be available within five (5) business days of a service call.

Delivery:

Delivery shall be coordinated, individually, with New York, San Francisco, and Los Angeles laboratories to ensure that staff members are present to accept the delivery. Delivery of equipment must occur between 9:00 AM and 4:00 PM Local Time (to accommodate loading dock availability). Delivery must take place at street level, including lift-gate delivery service, as no elevated loading dock is available. Point of contact information will provided for each location to the awardee only.

Documentation:

The Vendor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form and one copy in electronic form to each of the locations (i.e., total of two copies). The electronic form shall be in MS Word or Adobe Acrobat PDF format.

1) Any associated software license/key documentation and (or) software download link(s).

2) Instrument user manual.
