Performance Work Statement for

Halon Fire Extinguisher Six Year maintenance Inspection Services

1.0. Description of Services. The contractor shall provide all tools, supplies, materials, equipment, transportation, personnel, labor, supervision, and management necessary to perform six-year maintenance for two hundred and eighty-three (283) Amerex Halon Wheeled Fire Extinguishers, Liquefied Gas, 150 pound capacity. The internal examination and maintenance shall be conducted in accordance with the National Fire Protection Code 10, Standard for Portable Fire Extinguishers, Chapter 7 (frequency of inspection is listed in Table 7.3.3.1 of this code) and manufacturer's recommendations.

The contractor shall attach a sticker/plate identifying pertinent information as required by the manufacturer and NFPA 10. The flight line fire extinguishers shall have all applicable information as required from the above listed documents and Air Force Technical Order 13F-4- 4-121, Fire Extinguisher, Wheeled Liquefied Gas, on all extinguishers that pass the inspection. Extinguishers that fail the inspection shall be identified by the contractor as having failed.

1.1. Six-Year Maintenance. The contractor shall perform six-year fire extinguisher maintenance, in accordance with the manufacturer’s recommendations, Technical Order 13F-4-4-121 and NFPA 10 for 283, 150 pound Halon 1211 type fire extinguishers, and return them to full operating capacity. The contractor shall record the six-year maintenance on a suitable service label or equally durable material, affixed on the rear exterior of the extinguisher shell. The contractor shall remove old labels from each fire extinguisher and ensure each fire extinguisher is fitted with a “Verification of Service” collar around the neck of each cylinder.

1.2. Fire Extinguisher Recharge. The contractor shall recover and transfer halon and recharge fire extinguishers and replace fire extinguisher agent, including the agent expellant for certain types of extinguishers. The Government will furnish, at no cost to the contractor, halogenated (Halon 1211) fire extinguishing agent, as required. The contractor shall be responsible for procuring nitrogen to service the fire extinguishers.

1.3. Repairs. The contractor shall rebuild the tank valve of the fire extinguishers as required per NFPA 10 and Technical Order 13F-4-4-121. The contractor shall notify Fire Department personnel if any of the fire extinguishers cannot be repaired, when fire extinguishers are returned to the Fire Department. Parts specifically required in the solicitation shall be provided by the contractor.

1.4. Labeling. The contractor shall replace fire extinguisher identification labels, classification symbols, product inspection stickers/plates/decals and other required information labeling, if the originals are damaged or missing. The Government will furnish, at no cost to the contractor the following labels Gauge pressure vs Temperature decal, Nameplate Pictogram decal, and Nameplate 150 BCF decal.

Labeling shall be in accordance with the manufacturer’s specifications. The contractor shall not place any company log labels on the fire extinguishers, other than labels for 6-year maintenance.

1.5. Place of Performance. The contractor shall perform all services in one single visit at
