About this file
This document outlines requirements for a Nuclear Magnetic Resonance Spectrometer and associated database. The U.S. Customs and Border Protection New York Laboratory seeks to purchase a 400 MHz Fourier Transform Nuclear Magnetic Resonance Spectrometer and database suitable for algorithmic searches to assist with food authentication and country of origin determination for honey. The instrument must be able to measure one-dimensional spectra of honey samples, transmit that data to a remote honey profile database, and return a statistically significant match on both the presence of adulterants and region or country of origin. It must also have the capability for local reference materials to be tested, stored, and queried. The solicitation will be issued by the Department of Homeland Security Customs and Border Protection. The statement of work provides detailed technical specifications for the NMR magnet, console, probes and associated equipment. It also specifies requirements for sample preparation supplies and capabilities of the system and included statistical reporting software.

Statement of Work (SOW) Nuclear Magnetic Resonance Spectrometer
For Honey Adulteration and Country of Origin Testing
1.0. BACKGROUND
This statement of work (SOW) defines the requirements for the Government to obtain Nuclear Magnetic Resonance (NMR) equipment. In accordance with Senate Report 116-125 (DHS Security Appropriations Bill, 2020); the U.S. Customs and Border Protection was directed to purchase and use Nuclear Magnetic Resonance (NMR) testing for the purpose of identifying honey marked with an inaccurate country of origin or adulterated with substances that could undermine the product’s consumer reputation.
As such, U.S. Customs and Border Protection Field Laboratory seeks to purchase a 400 MHz Fourier Transform Nuclear Magnetic Resonance Spectrometer (NMR). CBP scientists will use NMR to analyze honey and potentially other food products imported into the United States as required by the Harmonized Tariff Schedule of the United States or the Code of Federal Regulations, for enforcing appropriate duty collection and antidumping and countervailing duty orders.
2.0. SCOPE
This is a project to purchase and install the 400 MHz Food Screener Platform specifically designed for food testing. This Commercial Off the Shelf (COTS) instrument comprises all components necessary for standardization of the sample matrix to minimize differences between unknown and database (reference) spectra. This instrument will aid CBP in its mission to facilitate legitimate international trade while protecting the Homeland from counterfeit and mislabeled materials. Identifying the nature of the honey crossing our borders will help prevent misclassification or fraud in the correct application of duties and fines.
3.0. APPLICABLE DOCUMENTS
Commercial standards shall be used wherever practicable.
4.0. SPECIFIC TASK
The Contractor shall provide all equipment, installation, training and technical support necessary to perform the specified work requirement. The installed instrument system, software, and database applications shall be new, commercially available, and in commercial production as of the closing date of this announcement. The complete installed instrument system in the New York Laboratory shall meet the entire main and sub-system manufacturer’s published performance specifications as installed in our laboratory on our site.
4.1. Instrument requirements:
The instrument system containing all listed sub-systems and major components shall be provided as part of the complete instrument system and each shall meet their individually described detailed technical and performance specifications. The instrument system and sub-systems will be purchased from a single vendor.
2 | P a g e
Sample preparation equipment and supplies shall be provided, sufficient for preparing honey samples to a standardized state, identical to that in which database sample spectra were collected. Sufficient supplies, e.g. buffers and references solutions, for 1000 honey samples will be included. The system, in conjunction with the remote honey profile database searching and included statistical reporting software, must, at a minimum, be capable of the following tasks: (1) measuring the one-dimensional spectra of properly prepared honey samples; (2) transmitting that spectral information to a remote honey profile database; and (3) returning a statistically significant match to both the presence of adulterants and the region or country of origin of the honey sample. In addition, the capability must exist for local reference materials to be tested, stored, and queried, and return results of a similar nature to the remote database. The laboratory originally conducting the validation of the method used by the statistical profiling database and software must be accredited to ISO 17025 by an appropriate accreditation agency. Method validation information and the accreditation certificate must be provided.
