Statement of Work

RENOVATE BUNKHOUSE TO ADD ADDITIONAL BUNK SPACE

Eastern MA National Wildlife Refuge Complex

242 Maple Street, Carlisle, MA

GENERAL OVERVIEW

● Renovate an unfinished basement of a bunkhouse to incorporate an additional bunk room of sufficient size to accommodate four bunk beds, and four 36” wide four drawer dressers; a separate living space;

and two closets in the bunk room. The Government will supply the bunk beds, dressers, and refrigerator.

● All materials and workmanship must comply with the International Building Code (IBC), National Electrical Code (NEC), and the Architectural Barriers Act Accessibility Standards (ABAAS).

Work Requirements

● Construct bunkroom, living space, and two closets. See additional information below.

● Install new 2x4 studs at 16” on center walls with pressure treated bottom plate, Batt insulation at exterior walls, 3” acoustical batt insulation on remaining walls, ½” gypsum wall board with a GA 214 Level 4 finish, primed, painted, and include 4” high, 1/8” thick, cove style vinyl base.

● Within each of the rooms and the closets install suspended acoustical ceiling tile ceiling consisting of exposed grid type 15/16 inch exposed tee grid designed for use with square tiles, white color, and ceiling tiles that are water felted composition material, minimum 80 percent light reflectance, with a NRC range of 0.65 – 0.75, 24x48x3/4 inches, white color with a non‐directional fissured surface pattern and square edge. Install ceiling at a minimum of 7’ above the finished floor.

● Standing and running trim shall comply with Architectural Woodwork Institute (A.W.I.), Architectural Woodwork Quality Standards, Guide Specifications and Quality Certification Program, AWI Section 300, Custom Grade 2. Finger jointed wood is not permitted on this project.

● Remove and replace the exterior basement door with a new accessible 3’ wide, insulated, half lite door, with level handled lockset, gasketing set, door sweep, and accessible threshold with gasket. Reframing is required because the existing door is narrower than 3’, and install interior and exterior trim, and prime and paint.

● Bunkroom sliding doors shall be 36” wide solid core flush wood face with lever handled privacy lock.

Provide wood, stops, and trim on both sides of the door. Prime and paint with two coats the doors and wood trim.

● Living space door shall be 36” wide solid core flush wood face with lever handle. Provide wood casings, stops, and trim on both sides of the door. Prime and paint with two coats the doors and wood trim.

● Closets shall have two 36” sliding doors with flush wood faces and include commercial grade sliding door hardware with track incorporating a fascia. Hardware shall also include four top mounted ball bearing wheel hangers, two recessed door pulls, track stop, heavy duty floor mounted door guide, and all necessary adjustment tools. Provide wood casings, and trim on both sides of the door. Prime and paint with two coats the doors and wood trim.

● Metal closet shelving shall be shelf and rod style, 12” deep as manufactured by ClosetMaid, or approved equal and shall be installed in the closets in accordance with the current instructions of the manufacturer at 71.5" above the finished floor. Brackets, wall clips, shelf support brackets, support poles, external end caps and mounting hardware in all locations as recommended by the manufacturer shall be installed per manufacturer recommendation.

● Remove existing window within bunkroom space and install a new insulated vinyl window with insulated, low‐e, argon filled glass of sufficient size to meet the requirements of a second means of egress. To meet these requirements, the window must have a minimum net clear opening of 5.7 feet (the actual free space that exists when the window is open, or the size people can crawl through);

opening width of at least 20 inches; opening height of at least 24 inches; bottom of the clear opening must be within 44 inches of the floor; the opening must be operational from the inside, not blocked with bars or grilles, nor requiring keys or tools to open; and contain a permanently attached ladder or steps if the window is more than 44 inches off the floor. Reframe, and install new casings, sill, apron, interior and exterior trim as required, and prime and paint.

● Install new 1/8” 12x12 vinyl tile flooring in the living area, bunkroom, and closets per the flooring manufacturers recommendations. Provide edge/transition strip at edge of tile. When, in the opinion of the Contractor, flooring has sufficiently seated itself to permit cleaning, the floor shall be cleaned thoroughly with a neutral cleaner, approved by the flooring manufacturers. After cleaning, wax and machine buff. The flooring shall be protected with approved non‐staining coverings. Remove covering when directed or no longer needed.

● Outlets shall be duplex, 125 volt, 20 ampere, 2P, 3‐wire grounded type. Color for switches and wall plates shall be white. Add additional subpanel beside existing panel and provide panel of sufficient size to have a minimum of 8 extra slots after new circuits are installed. Two and three‐pole circuit breakers shall have internal common trip. Electrical outlets will be located in all walls except in the closets. Plan for ten duplex, and four quad outlets to be located in locations determined by the Contracting Officer Representative (COR).

● Install two separate outlet boxes with cover plates and pull strings above the ceiling for the installation of cable in the future. The locations in the living area will be chosen by the COR.

● Install three LED lights with dimmer and three way switching in the living space. LED lights shall be 2x4 dimmable LED troffer, recessed mounted, 5000 minimum lums, ≥ 115 lumens per watt, and 5000K color temperature. Color temperature maybe changed during the submittal process.

● Install three LED lights with dimmer switch located by the bunkroom door. LED lights shall be 2x4 dimmable LED troffer, recessed mounted, 5000 minimum lums, ≥ 115 lumens per watt, and 5000K color temperature. Color temperature maybe changed during the submittal process.

● Install one LED light in each closet with switch located by the sliding closet door. LED lights shall be 1x4 dimmable LED troffer, recessed mounted, 4000 minimum lums, ≥ 115 lumens per watt, and 5000K color temperature. Color temperature maybe changed during the submittal process.

● Modify existing ductwork and provide new insulated supply and return ductwork with louvers/grilles, and volume dampers to the bunkroom, and living space in the basement. Balance the system as required.

● Install new hard‐wired, interconnected smoke alarm detectors throughout the building. Conceal wiring within walls and ceiling. Install a hard‐wired carbon monoxide detector on the first floor, and in the basement.

ADMINISTRATIVE REQUIREMENTS

Inspection of the Work Site

● Prospective Contractors are encouraged to inspect the site and satisfy themselves as to the condition under which they will work, or which will affect the work in any manner. A date and time for an inspection of the site will be set during the solicitation period.

● The project is located at 342 Maple Street, Carlisle, MA.

● All inquiries concerning the contract documents shall be made to: Contracting and General Services, U.S. Fish and Wildlife Service, Christine Beauregard, Contracting Officer. email:

christine_beauregard@fws.gov and direct through MS Teams.

Submittals

● Submit for Government approval information concerning the quality of all products, materials, and equipment to be used on this project. Submittal will include enough information for the Government to determine if the materials meet the specified quality requirements. Submittal forms shall be furnished to the Contractor and shall be used when submitting all submittals.

● Each submittal item plus a completed Material Approval Submittal form shall be submitted directly to the COR for review and approval. Up to twelve (12) items or groups of items may be submitted on each submittal form. These submittals shall be mailed to the COR. This form shall be mailed to U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, MA 01035‐9589.

● A Microsoft Word electronic copy of the Material Approval Submittal form will be provided to the

Contractor for their use.

● The Contractor shall e‐mail the completed form in .doc format for each submittal back to kurt_otting@fws.gov.

● Electronic submittals are permitted.

● Selection Samples: Two complete sets of vinyl base, vinyl flooring and paint samples representing manufacturer's full range of available colors.

● One set of samples shall be sent to the COR and the other set to the attention of the Tom Eagle, Deputy Project Leader at the Eastern MA National Wildlife Refuge Complex, 77 Weir Hill Road, Sudbury MA 01776.

● The Contractor shall submit documentation regarding the following items to the COR for review and approval. Documentation submitted shall include manufacturer’s literature, product data sheets, technical data, installation manuals, specifications and all other available information for the following:

Worksite Safety

● The Contractor is solely responsible for the safety and protection of all persons and property at the project site. The Contractor shall strictly comply with all provisions of the Code of Federal Regulations (CFR) 29 CFR 1910 Occupational Safety and Health Standards (OSHA), and 29 CFR 1926 Safety and Health Regulations for Construction.

● A type written Safety Plan shall be submitted consisting of a few paragraphs describing the anticipated hazards to the workers, USFWS employees, and the general public associated with this type of work and the proposed steps taken to eliminate the hazards. The contractor shall submit a signed and dated Safety Plan for review and acceptance by the Contracting Officer or their representative before beginning work. Hiring a consultant to write the safety plan is not required for this project.

Acceptance of the contractor’s safety plan does not relieve the contractor of the responsibility to comply with all contract requirements, applicable laws, and regulations.

Temporary Facilities and Controls

● The Contractor shall furnish, erect, and maintain all temporary construction facilities and controls and perform all temporary work as required to complete the finished work in accordance with the contract documents.

● Temporary facilities shall be defined as include construction trailers, storage trailers, sanitary toilets, waste containers, staging, rigging, portable generators, required safety measures and any such facility required to complete or support the completion of the work but not to be incorporated as a part of the completed project.

● Temporary Partitions: Provide floor‐to‐ceiling dustproof partitions to limit dust and dirt migration and to separate areas occupied by Owner from fumes, dust, and noise.

● Electricity and water are available on‐site. Contractors may utilize if no modifications are required. The Contractor shall make those investigations necessary to determine the availability of and existing conditions regarding utilities at the site.

● Adequate sanitation facilities shall be provided by the Contractor for the Contractor’s work force.

Sanitation facilities shall be secluded from public observation and regularly inspected, and maintained by the Contractor at all times.

● Drinking water and telephone shall be furnished by the Contractor at the Contractor’s expense.

● The Contractor shall provide adequate on‐site containers for the collection of waste materials, debris and rubbish. Debris and rubbish shall be placed in containers daily. The Contractor shall remove accumulated waste materials, debris, and rubbish from the site on a regularly scheduled basis.

● Waste materials shall be disposed of in accordance with all Federal, State, and local regulations.

● All temporary services and facilities shall be removed at the Contractors expense prior to work being considered complete.

Clean Up

● The Contractor shall, at completion of the project, remove tools and equipment, and leave the premises clean.

● If, during construction, public or private property is damaged or destroyed as a result of Contractor’s neglect, the Contractor shall, at his/her own expense, restore such property to a condition similar or equal to that existing before such damage or injury was done by repairing, rebuilding or replacing it, or otherwise making good such damage or destruction in an acceptable manner.

Operational Restrictions

● Normal work hours are from 7:30 AM through 4:00 PM, Monday through Friday. The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer.

● The Contractor shall notify the Contracting Officer if it becomes necessary to interrupt any function of the residence. The Contractor shall not proceed without the expressed approval of the Contracting Officer and not until such time as provisions are made to modify the hatcheries operations, as required.

● The residence will be occupied during the performance of the contract.
