BEFORE SUBMITTING QUOTES, offerors should read the Technical Specifications, visit the site of the proposed work, and familiarize themselves with the local conditions affecting the work.
Quotes for construction under this invitation in accordance with the attached Technical
Specifications will be considered on the following schedule. Please note that offerors who bid all quote items (base and options) will be considered before those that bid only the base item.
The government may choose to award any, all, or none of the options.

SECTION 1
GENERAL REQUIREMENTS
1.01 SCOPE OF WORK
A. The work consists of commercial window (frames and glazing) removal and replacement for the Visitor Center Building “east wing,” and all appurtenant work as required to perform the work as specified herein.
B. Option Item 1 covers the preparation and finish work in relation to the windows, excluding the picture window discussed in the options 2 and 3.
C. The last two Option Items in the bid schedule refer to a large (approx. 90” x 80”), second story picture window. Option 2 refers to the window (frame and glazing) itself. Option 3 deals with the trim and flashing removal and replacement of this window.
1.02 INSPECTION OF SITE
A. Contractors should visit the site to familiarize themselves with the extent of the work prior to submitting a quote. All quantities and dimensions indicated are approximated for purposes of proposals, and shall be verified in the field by the Contractor.
1.03 REFUGE OPERATIONS
A. Blackwater NWR will continue operations during the performance of the contract.
B. The Contractor shall exercise care and shall schedule their work so as not to interfere with
Refuge operations. When it becomes necessary to interrupt any function of the existing
Refuge, the Contractor shall notify the Refuge POC at least 48 hours in advance and shall not proceed on such interruptions until such time as the Refuge makes provisions for and approves such operations.
1.04 WORK SCHEDULE, TIME FOR COMPLETION, INTERIM WEATHERPROOFING
A. The Contractor shall confine their operations to the regular hours of the Refuge (7 a.m. to
4:30 p.m. Monday through Friday), unless they have the prior approval of the Refuge
Manager. No work will be allowed on Saturdays, Sundays, or legal Holidays.
B. Refer to the Approved Solicitation for the specific Period of Performance. Once work begins, the contractor shall make every effort to commence with work in an uninterrupted efficient manner, while adhering to all industry and contract specifications.
C. At the end of each workday, and prior to any extended periods of non-work, any unfinished/open window opening shall be temporarily sealed to keep the building weather tight and ensure the integrity of the building’s security. Any open first floor windows/openings shall also be sealed in such a manner as to discourage unauthorized entry by members of the public. Ensure that no temporary security/weatherproofing measures damage building or siding.
1.05 CLEANUP AND DAMAGES
A. The Contractor shall restore or replace any property or plantings damaged by his work, equipment, or employees. Care is to be taken not to damage existing siding on building.
B. Sidewalks and all other public access routes shall be kept clear of debris during construction. Debris/material removed from building that will not be re-used shall be removed daily (or disposed of properly if the Contractor has roll-off container(s)). The
Contractor is responsible for the proper removal and disposal of all debris on this project.
It is recommended that the Contractor recycle any old materials when it does not pose an undue burden or cost to the Contractor.
C. Contractor’s equipment can stay on site at the Contractor’s discretion, but it must be stored in such a manner as to be out of the way and deter theft. Any theft, damage, etc. to
Contractor’s equipment left on site is not the liability of the government.
1.06 SUBMITTALS
A. At the time of submitting a proposal for this project, the Contractor shall submit manufacturer's literature containing detailed specifications and performance data, or shop drawings fully describing all items that the contractor intends to use. Include manufacturer's printed instructions and recommendations for installation.
B. The Government will indicate its approval or disapproval of proposed materials and associated shop drawings and manufacturer's literature. If not approved as submitted, the
Government will indicate its reasons therefore and request additional information or alternative materials be submitted. Only approved materials may be used for the project. Any work done prior to such approval shall be at the Contractor's risk. If any unapproved materials are used, the contractor may be required to replace said materials with approved items, or pause work while approval is sought.
C. When specific brand names are called for within these specifications, the offeror may submit other-branded products for approval and use, so long as the other-branded items are of an equivalent or greater quality. Submittals must demonstrate that other-branded products meet or exceed the qualities and applicability of the branded products called for within.
1.07 DELIVERY AND STORAGE
A. Materials shall be delivered to the site in a dry and undamaged condition and stored out of contact with the ground. The contractor is solely responsible for taking delivery of materials; no government representative may do so on the contractor’s behalf.
B. Materials shall be covered with weathertight coverings and kept dry. Materials shall be stacked on firm, level supports.
C. All materials (including any debris) shall be secured from blowing so as to not disturb/litter sensitive habitat or create a nuisance/eyesore to visitors.
1.08 GENERAL SAFETY REQUIREMENTS AND COVID-19 CONSIDERATIONS
A. Contractor shall be responsible for strict compliance with all provisions of Occupational
Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 for the duration of this contract.
B. Contractor personnel shall adhere to CDC, Department of Interior, and State and Local
COVID-19 guidelines. At the time of writing these technical specifications (May 2021), fully vaccinated individuals are not required to wear face coverings while inside federal facilities or on federal lands. Unvaccinated individuals must wear face coverings when inside and when outside where they are not able to maintain physical distancing (6’). In either case, proper hygiene such as hand washing/sanitizing and frequently touched surface disinfection procedures should be followed. Contractor is responsible for providing their own cleaning/sanitizing products. Refuge POC will verify these guidelines at the start of the contract and any time this guidance changes.
1.09 CONTRACTOR AND SUBCONTRACTOR QUALIFICATIONS
A. At the time of bid submittal, the offeror shall also submit a completed Past Experience &
References form (included in the bid package), listing at least three current or prior projects similar in size or complexity to this scope of work that demonstrate a competency to perform the work required. See form for specific details.
B. Also at the time of bid submittal, offeror shall submit a list of any subcontractors that they intend to use (if any). Subcontractors must be capable to perform the work required of them. Offeror shall oversee all subcontractors’ work, ensuring strict adherence to the technical specifications and industry standard practices for quality worksmanship.

SECTION 2
CAULKING AND SEALANTS
PART 1 - GENERAL
1.01 DESCRIPTION
A. This Section includes information regarding membrane window flashing and caulking. This section is referenced in several other sections; refer to the applicable portions of this section as it relates to the others. The purpose of the membrane flashing and caulking to provide a positive seal against penetration of air and moisture at joints between items where it is essential to continued integrity of the barrier against water intrusion. If during the removal of the old window units, any membrane flashing is damaged or removed, or discovered non-existent, (re)seal window edge opening with membrane flashing. Caulk all joints both interior and exterior around frames and sills of all windows.
1.02 APPLICABLE PUBLICATIONS
A. The following publications of the issues listed below form a part of this specification to the extent indicated by the references thereto:

Window membrane flashing shall meet ASTM E2112-01 requirements.

1.03 SUBMITTALS
A. Submit manufacturer's literature for all products according to Section 1.06.
PART 2- PRODUCTS
2.01 Window Flashing Membrane
A. Grace Vycor self adhered membrane flashing or approved equal.
2.02 Window Sealing Materials
A. All materials, unless otherwise specifically approved by the Contracting Officer, shall be a single or double component, non-sagging type in color approved by the
Contracting Officer where exposed to view, and shall be one of the following or an equal approved in advance by the Contracting Officer.
1. Exterior/interior: Dow® DOWSIL™ 795 Silicone Building Sealant
3. Use a low-expanding, low-pressure polyurethane spray foam for any gaps in the interior space between the window and the wall frame, so a weather-tight seal is made around the window and wall opening.
2.03 Trim and Interior Cosmetic Caulking
A. Interior cosmetic: Latex, single component sealant in color approved by the
Refuge Manager where exposed to view.
B. Exterior trim/flashing sealant: Silicone or Siliconized Latex single component sealant designed for exterior trim/flashing/window application. Color shall match trim and flashing color.
PART 3 - EXECUTION
3.01 GENERAL
A. Verify requirement for use of products with the sealant manufacturer before installation. Clean all joint surfaces as recommended by manufacturer.
3.02 INSTALLATION OF MATERIALS
A. Install all materials in strict accordance with the manufacturer's recommendations, with tools as recommended by the manufacture. Apply only when temperatures meet manufacturer's recommendations.
B. Furnish and install the proper membrane flashing and caulking as appropriate.
Caulk at all joints both interior and exterior around frames and sills of windows to provide the integrity of a watertight barrier.
SECTION 3
WINDOW REPLACEMENT
A. Work under this section consists of furnishing and installing new commercial window frames and glazing. Include sills, jambs, all necessary anchors, hardware, dams, gaskets, etc.
Ensure all hardware and fasteners are compatible materials approved or supplied by the manufacturer.
B. Related Work: Caulking and sealants, Section 2., Prep and Finish Work, Section 4
C. The following lists the windows that will require replacement. It is the contractor’s responsibility to verify the count of the windows as well as exact window measurements.
New windows shall match the appearance/style of the old, except for the two style modifications listed below and shown in the photos attached to this document.
a) Window Type 1 is 3'-7" W X 5’ H, four-lite. Qty. 19 (11 on 1st floor, 8 on 2nd floor) *NOTE: One of these second floor windows to be replaced with a single-lite window. See attached photo for details.
b) Window Type 2 is 3’-7” W X 5’ H, single-lite. Qty. 4 (1 on 1st floor, 3 on 2nd floor) *NOTE: One of these first floor windows to be replaced with a four-lite window matching the others on the first floor. See attached photo for details.
c) Window Type 3 is 1’-9” W X 4’-10” H, two-lite. Qty. 1 on first floor.
1.02 SUBMITTALS
A. Submit product information for approval for all the materials to be used on this project.
B. Contractor shall be responsible to check the actual building measurements before delivery and installation of all products. Contractor shall take into account installation tolerances to insure proper fit of all products used.
PART 2 – MATERIALS
A. Window frames shall be Aluminum Storefront fixed window frames, Center Set, Screw
Spline, 2”x4 ½” for 1” glazing, Interior Glazed, Anodized Aluminum Finish. OldCastle
Buildinig Envelope® FG3000 Thermal Multiplane or equivalent.
B. All appurtenant hardware (end dams, subsills, sill receptors, gaskets, mounting hardware, fasteneners, etc.) shall be provided by the window frame manufacturer, or approved for use by the manufacturer.
C. Glazing shall be 1” clear/Low-E, tempered insulated units.
3.01 PREPARATION
A. Remove and dispose of old window frames and glazing, following guidelines in
Section 1. Care is to be taken to not damage any vinyl siding during the entirety of the project. Care is to be taken to not damage interior drywall and finish work surrounding window (aside from sill removal).
3.02 INSTALLATION
A. Comply with the manufacturer's recommendations for installation of all materials. Include sills, jambs, all necessary fasteners, hardware.
B. Set sill members and other members in a bed of compound or with joint fillers or gaskets to provide weathertight construction.
C. Ensure proper weepholes and any other water draining features recommended by manufacturer are properly installed.
D. Clean window sash promptly after work, exercising care to avoid damage. Remove excess glazing and sealant compound, dirt and other substances.
All work shall be performed using industry standards, and Building Officials and Code
Administrators National Building Code requirements as applicable.
3.03 After the first window frame is installed, the Government representative will inspect it to see that the proper installation procedures have been used. Before the PVC trim is installed, the
Refuge will inspect the window flashing (membrane and aluminum) that is installed. Any lack of inspection by the Government representative does not absolve contractor of the responsibility of proper installation and quality work.
SECTION 4
WINDOW OPENING PREP AND FINISH WORK (OPTION ITEM 1)
A. Work under this section consists of the preparation of the windows/window openings listed in Section 3, 1.01 C. Preparation involves the removal of trim and aluminum flashing, saving the existing PVC trim for re-use where practical and aesthetically feasible. Once the existing windows are removed, it also includes replacing and/or adding membrane flashing in the window opening to create a weathertight seal.
B. This section also includes the finish work on the aforementioned windows, to include adding new aluminum flashing and installing (or re-installing) PVC exterior trim. It also includes installing a new interior window sill per the specifications.
B. Contractor shall be responsible to check the actual building measurements before delivery and installation of all products. Contractor shall take into account installation tolerances to insure proper fit of all products used.
A. Membrane flashing shall be Grace Vycor or equivalent as outlined in Section 2, 2.01.
B. PVC window trim shall be AZEK company or approved equal, in white color, or a color approved by the Refuge. Trim shall match the appearance of the rest of the windows’ trim. For 1st floor windows, remove and reuse PVC trim wherever practical. Second floor windows will need all new trim. Ensure new second floor trim matches the appearance and width of that being removed.
C. Aluminum trim used for flashing shall be minimum 0.050 thick.
D. Provide new interior window sill with the same profile and finish as the existing window sill that was removed, or as approved by Government representative.
PART 3 – EXECUTION
A. Remove existing window trim, saving the existing PVC (first floor) trim for re-use wherever practical. Any damaged PVC trim shall be replaced with new per the specifications.
B. Patch or replace any damaged failing or missing membrane flashing (Vycor) as needed.
C. Ensure window opening is clean and free of any old fasteners or other debris and ready for acceptance of new window unit(s).
3.02 FINISH WORK
A. After installation of window frame and glazing, install new aluminum flashing to replace old per the drawings in this solicitation package. Flashing shall meet specifications and be white in color.
B. Install PVC trim around windows. Trim is to match color and appearance of that of the rest of the windows on the building.
C. Install new interior window sill, including any cosmetic interior caulking.
SECTION 5
REMOVE AND REPLACE PICTURE WINDOW (OPTION ITEM 2)
A. Work under this section consists of removing an existing picture window and furnishing and installing a new frame and glazing. Include sills, jambs, all necessary anchors, hardware, dams, gaskets, etc. Ensure all hardware and fasteners are compatible materials approved or supplied by the manufacturer.
B. This is a large (approx. 90”x80”) window located on the second floor. Exact measurements are the responsibility of the contractor.
C. Related Work: Caulking and sealants, Section 2., Prep and Finish Work, Section 4
A. Window frame shall be Aluminum Storefront fixed frame, Center Set, Screw Spline, 2”x4 ½” for 1” glazing, EXTERIOR Glazed, Anodized Aluminum Finish. OldCastle
Buildinig Envelope® FG3000 Thermal Multiplane or equivalent. Window frame shall be able to support any building load as well as adequately secure the glazing against wind shear and other weather forces.
B. All appurtenant hardware (end dams, subsills, sill receptors, gaskets, mounting hardware, fasteneners, etc.) shall be provided by the window frame manufacturer, or approved for use by the manufacturer.
C. Glazing shall be a single 1” clear/Low-E, tempered insulated unit.

Once the existing window is removed, it also includes replacing and/or adding membrane flashing in the window opening to create a weathertight seal.
D. This section also includes the finish work on the aforementioned window, to include adding new aluminum flashing and installing new PVC exterior trim. It also includes installing a new interior window sill per the specifications.
