Statement of Work (SOW) Density and Stabinger Viscosity Meter

1.0. Background

This statement of work (SOW) defines the requirements for the Government to obtain a density & Stabinger Viscosity meter (DVM). The U.S. Customs and Border Protection intends to purchase and use an automated density and viscosity meter for the purpose of identifying and characterizing petroleum crude oils, petroleum distillates, petroleum products, biodiesel (B100), biodiesel blends (B0 – B20), and petrochemicals. Analysis results will be used to classify petroleum products and biofuels imported into the United States as required by the Harmonized Tariff Schedule of the United States and for enforcing appropriate duty collection and antidumping and countervailing duty orders.

2.0. Scope

The laboratory seeks to purchase and install a DVM specifically designed for the analysis of petroleum crude oils, distillates, petroleum products, biodiesel (B100), biodiesel blends (B0 – B20), and petrochemicals. This Commercial Off the Shelf (COTS) instrument comprises all components necessary to measure density and viscosity of crude oils, petroleum distillates, biodiesel, and petrochemicals based on the ASTM methods D7042 and ASTM D4052/D5002.

This instrument will aid CBP in its mission to facilitate legitimate international trade while protecting the Homeland from counterfeit and mislabeled materials. Identifying the nature of the crude oils, petroleum distillates, biodiesel, and petrochemicals crossing our borders will help prevent misclassification or fraud in the correct application of duties and fines.

3.0. Applicable Documents

The instrument at a minimum shall comply with all specification set forth in ASTM D7042/D4052/D5002 and correlate to ASTM D445/D2161.

4.0. Specific Task

The vendor shall provide all equipment, installation, training and technical support necessary to perform the specified work requirement. The installed instrument system, software, and database applications shall be new, commercially available, and in commercial production as of the closing date of this announcement. The instrument system and sub-systems will be purchased from a single vendor.

4.1. Instrument requirements

Sample preparation equipment and supplies shall be provided, sufficient for preparing samples to a standardized state as need for sample analysis. Sufficient supplies and consumables to perform 100 tests should be provided. The system and included reporting software, must, at a minimum, be capable of the following tasks:

(1) The instrument shall comply with ASTM methods D 7042, D4052, D5002, D6448, D2501, D5002, D5931, D1475, D1250, and D4806 among other standard methods.

(2) At minimum, perform the density and viscosity measurement of a sample consisting of crude oil, petroleum distillates, biodiesel, biodiesel blends, or petrochemicals.

(3) The software should express the results in °API, density, as well as kinematic and Saybolt viscosity. The viscosity result should account for any bias as described in ASTM D445/D2161.

(4) The instrument shall be capable of performing viscosity determinations at multiple temperatures.

(5) The instrument should be capable of fast heating and cooling without the necessity of an external device.

Density & Stabinger Viscosity meter shall meet the following specifications:

Test Method Compliance to ASTM D7042/D4052/D5002 Analytical Principle Stabinger Viscometer/Density meter Sample size Maximum sample size 5 mL Calibration Automated calibration Calibration reports Printable Temperature control Peltier temperature control Temperature range -20° -- 135℃ (without external cooling) Temperature reproducibility ± 0.03℃ Density 0.6 g/cm3 – 3 g/cm3 Density repeatability 0.00005 g/cm3

Viscosity range 0.2 mm2/s – 30,000 mm2/ s Viscosity repeatability 0.1% Operators Multiple user login with password protected access Database Store at least 1000 complete test results Memory Store at least 10 customize methods

User interphase At least a 7” screen with alphanumeric data input.

Software language English

Connectivity At least 4 USB ports (printer compatible), Ethernet, RS-232

Voltage, Frequency, 110 VAC, 50/60 Hz Dimension (13 x 20 x 10) inches (W/D/H) Diagnostic Automated diagnostic features

4.2. Setup/installation and training

The vendor shall provide installation qualification and operation qualification (IQ/OQ) and any other pertinent certification at the time of installation. Inside delivery and set-up of all purchased equipment, supplies, hardware, and software is required. The vendor shall provide software and firmware upgrades free of charge for a minimum of three years from the date of installation of the instrument. Software and firmware updates shall be applied to the instrument without the need for an internet connection.

The installation shall include:

Installation All equipment and tools necessary for installation.

Installation service and validation.

Instrument revalidation N/A Site survey N/A

An in-house training session by a qualified trainer, directly employed by the vendor, is required for the instrument upon installation. The training session will occur at the laboratory in New Jersey at the address shown below. The training session shall provide familiarization to at least three staff members with the software, basic operation, set-up of user accounts, interpretation of data, customized method set-up, other software capabilities, and basic hardware maintenance and troubleshooting. Travel/per diem fees for installation/training specialist shall be included.

Training shall include the analysis of petroleum crudes, distillates, and biodiesel certified standards (to be provided by the vendor). The training session shall not occur later than 30 calendar days after equipment installation is complete.

4.3. Removal and disposal of old equipment

N/A

4.4. Warranty and updates

The vendor shall provide a warranty on the instrument for a minimum of three years from the date of installation of the instrument on all hardware and software purchased. The warranty shall include all parts, labor, and travel/per diem expenses. The warranty shall include performance of preventative maintenance for a minimum of three years as recommended by the manufacturer. On-site repair and maintenance by a qualified service engineer will be available within five business days of a service call.

Since the laboratory intends to use the instruments for approximately ten years it is the expectation of the laboratory that manufacturer provide service and spare parts will be readily available for purchase for the next ten years. An affirmative statement to this effect is required.

On site, proof of satisfactory operation within the manufacturer’s specifications shall be provided prior to acceptance of the instruments.

5.0. Delivery
