Performance-Based Work Statement 2021 1
PERFORMANCE-BASED WORK STATEMENT
I. GENERAL INFORMATION
A. Introduction Contractor will provide installation of a ground-based interferometric radar unit with subsequent data collection and analysis of an active landslide in the Barry Arm of Prince William Sound, Alaska.
B. Background The U.S. Geological Survey (USGS), Geology, Minerals, Energy and Geophysics
Science Center (GMEG-SC) has been tasked with characterizing the deformation and hazard of a landslide with tsunamigenic potential located in Prince William Sound, Alaska. This project is a high priority with respect to both scientific and societal interests. The USGS plans to purchase a ground-based synthetic aperture radar unit and deploy the unit to the landslide site during the early summer of 2021. The USGS seeks to partner with the contractor to install the radar unit, and then to collect and analyze the data. The USGS aims to deploy the instruments on their own, but requires this partnership with the contractor to quickly get the instrument installed and running.
C. Scope
The scope of this project includes deploying a ground-based radar system at a field site in southern Alaska and collecting, processing, and analyzing high resolution ground-based interferometric radar data of the Barry Arm landslide for a period of three months. The USGS seeks to detect deformation of the landslide using this and other (camera) instrumentation.
II. WORK REQUIREMENTS
A. Technical Requirements.
1. Contractor will perform the following tasks:
a. Provide radar, control, power supply, camera, telemetry, and other componentry for this project as specified in the vendor quote. Provide integration of all this componentry for a field-deliverable system suitable for the Alaska climate (cold, windy, maritime conditions). A one-year warranty must be provided for the radar device (extendable to one additional year under separate contract). Contractor to provide transport of instrumentation to USGS offices in either Menlo Park, California or Anchorage, Alaska pending USGS determination of field and transport logistics.
b. Provide fully featured controller and software
c. Provide input on radar location. Contractor will work with the USGS prior to equipment deployment to remotely decide what the best possible field
Performance-Based Work Statement 2021 2 locations are for radar deployment taking into account the project geometry amongst other logistical constraints.
d. Provide transport and time for one person to Anchorage, Alaska for a 10-day period (includes travel) for system deployment and setup.
e. Provide near-real-time analysis of radar data for a 3-month period during the time of radar deployment. Contractor will be granted remote access to the radar and receive telemetered radar data from the field site. Contractor will analyze the data at such a time frame that any problems with the radar data or site can be promptly (within 1-week) rectified. Contractor is not responsible for problems with data transmission. The USGS will be responsible for fixing any field issues with the instrumentation.
f. Provide radar cloud services for a 3-month period during the time of radar deployment for processing and analyzing the data from the radar.
g. Provide deformation analysis with camera data for a 3-month period during the time of radar deployment for processing and analyzing the data from the camera.
2. Criteria for acceptance for the seven items detailed in section II-A-1(a-g) are noted here:
a. Acceptance occurs upon delivery of instrumentation to the USGS.
b. Acceptance occurs upon delivery of the software and any licenses to the
USGS.
c. Acceptance occurs upon decision of tentative radar location following meetings in June 2021 prior to field deployment.
d. Acceptance occurs upon completion of the field work deployment of the radar and camera.
e. Acceptance occurs upon completion of the 3-month project time frame following periodic transmittal of the data within this time.
f. Acceptance occurs upon completion of the 3-month project time frame and delivery of radar data and resultant interpretations in the six-month period afterwards.
g. Acceptance occurs upon completion of the 3-month project time frame and delivery of radar data and resultant interpretations in the six-month period afterwards.
B. Deliverables.
1. Characteristics for work product described in II.A.1., identified by name and quantity.
In addition to the hardware and software components of this contract, the performance-based work products will consist of (1) input on radar site location at Barry Arm, Alaska, USA, (2) delivery and setup of the radar and camera instrumentation on mutually agreed upon dates for a deployment period of approximately 3 months, and (3) collection, analysis and transmittal of data to the USGS (note that data transmission from the field site to contractor is the
Performance-Based Work Statement 2021 3 responsibility of the USGS).
2. Delivery dates for work/product to be completed and point of delivery.
Preliminary site selection using remote methods will occur in June 2021. Final site selection will occur during instrumentation deployment in July 2021. Data collection, analysis, and transmission to the USGS will occur throughout the three-month radar and camera field deployment period (note that data transmission from the field site to contractor is the responsibility of the USGS). Contractor will assist with issues that might arise with the instrumentation and direct USGS and its partners to fixes that might need to be applied in the field (e.g., resetting instrumentation, downloading data, ensuring battery charge).
III. SUPPORTING INFORMATION
A. Place of Performance.
The field place of performance is Prince William Sound, Alaska, USA.
B. Period of Performance
The period of performance is for one year and will begin on June 1, 2021 and end on May 31, 2022. Data collection is expected to begin in July 2021 and end in October 2021.
C. Government Furnished Property (GFP) list property and its value.
The USGS will provide the following:
• Transportation of equipment and personnel to the Barry Arm site from Anchorage, Alaska.
• Methanol fuel cell and methanol fuel cartridges compatible with power supply.
• Location for the ground-based interferometric radar instrumentation and any ground-based mounting needed for the radar system (concrete, bolts, etc.).
• Equipment enclosure to protect radar, control, and power equipment.
• Mounting poles for telemetry equipment.
• Satellite internet terminal equipment, connections, and data plan.
• FCC license for radar.
D. Special Considerations.
1. Key personnel qualifications (researchers, instructors, writers, project managers, programmers, etc.)
The radar installation will be performed by a qualified radar specialist. Please provide resumes of those individuals working on the project.
2. Data Rights, Safety, Environment.
All data will remain under the ownership of the USGS. Data processing methodologies will remain under the ownership of the contractor. Coordination and publication of findings is expected and requires the agreement of all parties. In addition, all parties shall be mentioned in any publicity (webpages, social media, Performance-Based Work Statement 2021 4 etc.) associated with this project.
All parties take on their own liability with respect to field work safety, including transport by helicopters and boat, and possible harm as a result of the field installation environment required by this project (i.e., landslide, rockfall, wildlife, weather hazards, etc.).
3. Security/Privacy issues (ingress to Federal buildings, personnel clearances, computer security).
All project personnel will be required to maintain the security of the data, including during electronic transmission. Data, analysis, and results will not be shared outside these parties unless all parties agree to this.
