Statement of Work For Digital Television Services

1.0 Background

The Naval Air Warfare Center Aircraft Division (NAWCAD) Information Technology/Cyber Security (IT/CS) Department has the responsibility of providing Television (TV) broadcasting services to the military and civilian workforce at Naval Air Station (NAS) Patuxent River, MD. This command TV broadcasting service known as ‘VISIONS’ consists of the transmission of both commercially obtained TV channels and Government owned and published channels over the Government (NAWCAD) owned closed loop private TV network.

Currently, the VISIONS network provides TV transmission service to over 200 independent end-points at NAS Patuxent River, MD. The VISIONS network provides key Commands with real-time information in both the commercial and Government sectors (e.g. weather maps, radar, flight planning/operations and Capitol Hill hearings/sessions).

Both Commercial and Government TV input feeds are combined via Government Furnished Equipment [GFE], then disseminated to the workforce via customer owned Televisions at multiple locations utilizing GFE hardware and infrastructure transport.

1.1 Objective

The primary objective of this Statement of Work is to provide NAWCAD with a contract vehicle which provides for the commercial acquisition of digital television broadcast channels and the enablement to redistribute these channels over the commands VISIONS network.

2. Technical Environment

The following information is a high level snapshot of the current NAVAIR architecture in use:

2.0. The demarcation point of both commercial television channels and GFE channels (e.g. Head-end site, VISIONS hand off) is the Naval Air Station (NAS) Patuxent River MD, 47762 Ranch Rd., Bldg. 1490 Room 96, Patuxent River MD. 20670.

2.1. Input - Utilizes feed from current third party vendor and Quadrature Amplitude Modulation {QAM] with vendor proprietary multi-channel Cable Cards to de-encrypt incoming digital television channel content for redistribute on via base infrastructure (i.e. VISIONS) network. Decrypted commercial channels are fed into a GFE Demodulator/Combiner and Frequency Converter for end-point dissemination.

2.2. Output – Media converters feed connections to Fiber Distribution Nodes [FDNs] for distribution to respective buildings within that Node. Currently, VISIONS network delivers content to more than 165 outlying buildings and is currently scaled to support in excess of 500 endpoints (e.g. televisions, SIMON/SMART boards).

2.3. In Building - Service is transport utilizing Radio Grade (RG) 59 and RG6 coaxial cable connected to customer owned television displays.

2.4. The VISIONS network does not transit or cross roadways and does not provide television transmission to military barracks, military housing or food establishments.

3. Offeror Requirements

3.0. Offeror shall provide an uninterrupted digital television broadcast channel line-up solution to the

Government demarcation point located at NAS Patuxent River MD, 47762 Ranch Rd., Bldg. 1490 Room 96, Patuxent River MD. 20670.

3.1. Offeror will install all head-end equipment necessary to produce a fully digital output (i.e., Quadrature

Amplitude Modulation (QAM)) like equipment [e.g., Vecima] to include accompanying multi-channel cable cards and any other equipment necessary to decrypt input streams.

3.2. In the event of service degradation/notification, Offeror shall restore service within a 24-hour notification window.

3.3. Offeror shall service all defective equipment and replace with equal or better technical capability as necessary. Defective equipment shall be replaced within 2 business days or sooner if possible, after notification from the Government Technical Point of Contact (TPOC).

3.4. Offeror shall provide all necessary equipment (e.g., head-end) hardware to support a fully integrated digital rebroadcast solution over the VISIONS network.

3.5. Offeror shall provide, at minimum, the following channels from the District of Columbia (DC), Maryland and Virginia (DMV) region:

FOX News The Weather Channel

3.6. Offeror may elect to provide additional digital television content above the Government minimum channel lineup requirements. However, the Government reserves the right to choose if any additional digital television channels are redistributed over the VISIONS network.

3.7. The Government will notify the Vendor when the number of receiving end-points reaches a threshold of 300 or above.

3.8. Offeror shall have and maintain the highest standard of business ethics. It is expected that the Offeror and resulting contracts will keep current with evolving technology over the life of the contract.

4. Glossary of Terms

Business Term Definition ATSC Tuner A high definition (HD) tuner required in every new television beginning in 2015 for screens 20” or larger. Receives Over The Air broadcast signals from local channels via antenna.

ANALOG Alternating current frequency used for signal transmission BASIC SERVICE TIER Lowest level of service available and required by Federal law to include, at a minimum, the retransmission of local television broadcast signals and local public access channels [regulated]

BROADBAND Provides consumers with a single switched facility offering integrated access to voice, video, video-on-demand, high-speed data [internet] and interactive information delivery

CABLE PROGRAMMING

SERVICE TIER

Unregulated service tier that typically includes channels such as CNN, ESPN, Lifetime, MTV and Nickelodeon. Subscribers wishing to obtain

CPST programming must subscribe to the basic service tier and in some circumstances, rent or purchase a converter

COAX Low frequency cable used as a transmission line to carry voice, data and video simultaneously.

CONUS The Contiguous United States consisting of the 48 adjoining U.S. states plus Washington, D.C. (federal district), on the continent of North America.

COTS Commercial off The Shelf DEMARCATION POINT Connection from customer premise to service provider network DIGITAL Signals are transmitted by electronic bits and compiled at distant end;

less sensitive to interference, allows for compression and simultaneous feeds [i.e., television, internet, Voice Over Internet Protocol [VOIP]

HIGH DEFINITION

TELEVISION

Also referred to as HDTV; improved television system that provides approximately twice the vertical and horizontal video resolution of existing standards and exceptional audio quality

MEDIA CONVERTERS Simple networking device that makes it possible to connect two dissimilar media types such as twisted pair with fiber optic

TPOC The Technical Point of Contact (TPOC) is the Government representative who has the most knowledge of day-to-day tasks and participation by Offeror personnel. Also responsible for furnishing information of a technical nature to the Offeror and for monitoring contract performance in order to assure compliance with contract terms and provisions.

VISIONS Provides real-time news and programming to decision makers V&V Verification & Validation is the process of checking that a software system meets specifications and that it fulfills its intended purpose.

Validation checks that the product design satisfies or fits the intended use (high-level checking), i.e., the software meets the user requirements.

This is done through dynamic testing and other forms of review.
