STATEMENT OF WORK
for
PURCHASE AND SHIPMENT OF THE PORT ANCHOR WINCH GEARBOX PC A1 OF TBV-AN-026 IDENTIFIED IN THE
REFERENCES SECTION OF THE SOW)
at
CONTRACTED VENDORS FACILITY AND SHIPPED VIA VENDOR PREFERRED SHIPPING COMPANY
1. SCOPE - This statement of work summarizes those characteristics that are essential to the minimum needs of the Government for the vendor to MACHINE/WELD/FABRICATE and ASSEMBLE to a condition of “wrench tight” (follow the general notes associated with the assigned TBV’s, but ship in a “wrench tight” condition) the Port Anchor Winch Gearbox pc A1 of drawing TBV-AN-026 IAW all references per section 2 of this statement of work
1.1 The contractor shall provide all management, tools, supplies, equipment, and labor necessary to MACHINE/WELD/FABRICATE and ASSEMBLE to a condition of “wrench tight” (follow the general notes associated with the assigned TBV’s, but ship in a “wrench tight” condition) the Port Anchor Winch Gearbox pc A1 of drawing TBV-AN- 026 IAW all references per section 2 of this statement of work
1.2. All drawings (TBV’s) have General Notes that are applicable.

2.2 Labeling and Marking. Once machining of all components is complete, assembly per reference 1. (TBV-AN-026), can take place in accordance with the procedures outlined within the general notes section 2.0.
2.2.1: Soft tags i.e. linen tags, paper tags, or easily removable stickers can be used to identify completed assembly and associated sparing (do not etch, vibratool, or affix hard tags to any items).
3. DOCUMENTS: Contractor shall provide any material certifications, certificate of compliance, and documentation as applicable in the general notes sections of each drawing (TBV).
3.1 Attachment / Technical Exhibit List
A Certificate of Compliance (COC) stating that a quantity of 1ea of the Port Anchor Winch Gearbox has been MACHINED/WELDED/FABRICATED and ASSEMBLED to a condition of “wrench tight” (follow the general notes associated with the assigned TBV’s, but ship in a “wrench tight” condition) in accordance with the Port Anchor Winch Gearbox pc A1 of drawing TBV-AN-026 and all references per section 2 of this statement of work. The COC will also contain, as a minimum, four additional items: A) The contractors name, address, phone number, and date; B) The issuing agencies purchase order number, C) item nomenclature of the purchased item, and D) Contractors Quality Assurance Representative signature.
4. GENERAL
4.1 Quality Management: The Contractor shall establish and maintain a complete quality management and provide an effective and efficient means of identifying and correcting problems throughout the entire contract.
The Contractor shall identify what procedures will be implemented to ensure that proper problem identification and appropriate corrective actions are taken. Ensure the proper execution of all services in terms of quantity, quality, and timeliness per the terms of this contract. Apply continuous efforts to prevent instances of non-performed or unsatisfactory work. Non-Compliance will be documented with a Contract Discrepancy Reports (CDRs). CDRs are a report sent by the Government to the Contractor, which the contractor is required to complete when performance is unsatisfactory. The CDR requires the Contractor to explain to the Contracting Officer, in writing within five calendar days, why performance is unsatisfactory, how performance shall be returned to satisfactory levels, and how recurrence of the problem shall be prevented in the future.
5. ADDITIONAL CONSIDERATIONS
5.1 All technical clarifications/deviations will be coordinated through the Government Representative. –GSO; To be provided upon contract award. Any items concerning contractual requirements or funding must be addressed to the contracting officer as well as the onsite point of contact.
6. MISCELLANEOUS
6.1 Building Site: Contracted vendors facility
6.1.1 Delivery Address:
The "Ship/Deliver to" address on the Bill of Lading (B/L) should include the JML number as shown below.

6.1.2 Conditions: The building does not have a loading dock; therefore, recommend the material delivery vehicle have an operational lift-gate. There is a freight elevator adjacent to the work site.
6.1.3 Radio Restrictions: Operation of privately owned citizens band or amateur radio equipment (receive and transmit) within the geographic limits of PSNS&IMF is prohibited.
6.1.4 Computers and Cellular Telephones: The use of company or privately owned personal computers and cellular telephones without photographic capability by contractor personnel at PSNS&IMF is restricted but not prohibited as outlined below.
A. Company Owned Computer Equipment is only authorized for companies under current contract with the U.S. Government. If the KO/COR deems use of company-owned computer equipment necessary to execute the contract, the KO/COR is required to complete and submit an “AIS Security Survey for Visitor Computer Equipment” PSNS&IMF Form 5239/49 10 business days prior to use.
B. Privately Owned Personal Computers and peripherals are prohibited at PSNS & IMF.
C. Cellular Telephones without photographic capability (as defined in Section 5.6.4 below) are authorized at Naval Base Kitsap and PSNS&IMF Government Activity. Talking on a cellular phone is not permitted at any time while driving anywhere within the Government Activity.
6.1.5 Photography/Recording: Contractor personnel are prohibited from having photographic equipment (including cell phones and watches capable of taking pictures), tape recorders, zip drives, personal electronic management devices, or other recording devices in their possession while inside the government Controlled Industrial Area (CIA). The detail list of Prohibited Items is available upon request from the COR.
7. GOVERNMENT REPRESENTATIVE
