STATEMENT OF WORK

BACKGROUND
Eareckson Air Station (EAS) is located on Shemya Island, a windswept island at the Western end of the Aleutian Island chain, approximately 1,500 air miles southwest of Anchorage, Alaska.
Fog, blowing rain and/or snow with temperatures ranging from twenty to forty degrees are common throughout most of the year.
The EAS Power Plant is the sole source of power on the island, with the exception of Emergency Power Units at several of the critical facilities. Power is generated by 4.4 MW Alternators turned by CAT 280 diesel engines. Four units, identically installed in 2013-2014 are available on a rotational basis with two on line at any time. Note: each unit operating alone is capable of carrying the entire load of the island for varying lengths of time and load requirements.
The first and second of the four units are now due for a top end overhaul, measured by 24,000 hours of operation or 4,000,000 gallons of fuel consumed. The second unit is necessary to be complete by March 2020, while the first unit is needed to be complete by September 2020.
SCOPE OF WORK
The Government wants to have a “Top End Overhaul” performed on the CAT C280 Unit 1 & 2:
these units were placed in operation in 2013, in the EAS Power Plant.
Contractor shall provide a written quotation listing the work to be performed, parts and tools required including transportation costs and man-hours required, to include billeting and personnel transportation costs.

5. Written report of inspection findings and any recommendations for best operations.
