About this file
This is a NIST Requirements Document for a high-resolution oscilloscope for the Photonics and Optomechanics Group in the Microsystems and Nanotechnology Division. The document specifies a four-channel, 2 GHz bandwidth oscilloscope with detailed technical requirements, including a sampling rate of 6.25 GS/s or higher, vertical resolution of at least 8-16 bits depending on sampling rate, 500 Mpts/channel memory length, and a color touchscreen display of at least 15" with 1920 x 1080 pixel resolution.
Delivery is specified as FOB destination within 90 days to the National Institute of Standards and Technology in Gaithersburg, MD. The contractor must provide a new system with a minimum one-year warranty, and no in-person training is required. Payment will be 100% upon receipt and acceptance of the fully delivered system, with payment terms of Net 30 days. The document emphasizes that all items must be new, with no used, remanufactured, experimental, prototype, or "gray market" components acceptable.

NIST Requirements Document High resolution oscilloscope
I. Background/Purpose:
The Photonics and Optomechanics Group in Microsystems and Nanotechnology Division develops nanophotonic devices for applications in quantum sensing and position, navigation, and timing. As part of our research on nonlinear integrated photonics devices, we require a a high resolution oscilloscope. This oscilloscope will be used in sensitive measurements of the noise performance of our nonlinear integrated photonics devices.
II. Minimum Requirements
The Contractor shall provide a Firm Fixed Price quotation for a high resolution oscilloscope.
This oscilloscope must meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Technical Specifications:
This equipment purchase request is for a new 4-channel, 2 GHz bandwidth oscilloscope with high vertical resolution, equal to or better than the Tektronix MSO54B-5-BW-2000 with 5- RL-500M option, and meeting the following minimum specifications:
1. General specification: system must be a four-channel oscilloscope suitable for measuring analog and digital signals
2. Selectable input impedance: input impedance of either 50 ohm or 1 Mega-ohm must be selectable
3. Bandwidth: analog bandwidth at 50 ohm input impedance must be 2 GHz or higher.
4. Sampling rate: sampling rate on all 4 channels must be 6.25 GS/s or higher
5. Vertical resolution: vertical resolution must be at least 8 bits in depth at 6.25 GS/s, 12 bits at 3.125 GS/s, 14 bits at 625 MS/s, and 16 bits at 125 MS/s
6. Memory length: memory length must be 500 Mpts/channel for all four channels
7. Triggering: trigger modes must include edge, pulse width, window, logic, and timeout.
Triggering must be possible using any of the 4 input channels or a separate external channel
8. Waveform capture range: waveform capture rate must be 500,000 waveforms/second or greater
9. Display: Display must be a color touchscreen with a size of at least 15” along the diagonal and a resolution of 1920 x 1080 pixels or better.
10. Operation: system must be controllable using a touch screen that enables setting of acquisition parameters, markers and measurement tools, and zoom-in on traces
11. Connectivity: System must come with at least 4 USB3.0 (or higher) ports for retrieving data or connecting to USB peripherals. In addition, the ystem must allow communication via ethernet
12. Warranty: minimum 1 year warranty
III. Deliverables:
Delivery shall be FOB destination and shall occur within 90 days. FOB Destination means:
The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology 100 Bureau Drive Gaithersburg, MD 20899-1640
IV. Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The place of acceptance shall be:
100 Bureau Drive Building 216 Gaithersburg, MD 20899
V. Training
No in-person training is required. The vendor will provide any relevant videos, operating manuals, and other materials needed to use the equipment.
VI. Warranty
The contractor shall warrant the system and provide support for a minimum of one year after receipt of the software and shall be in accordance with terms in FAR 52.212-4
VII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system
2. The Government anticipates inspection will occur within two weeks of system delivery
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
