About this file
This Statement of Work (SOW) details a service contract for a two-dimensional gas chromatograph high resolution time of flight mass spectrometry system at NASA Goddard Space Flight Center. The contract covers maintenance for a LECO GC×GC-MS Pegasus HRT+ 4D instrument used in the Astrobiology Analytical Laboratory (AAL), with a one-year performance period from June 2, 2025 to June 2, 2026. The Platinum Maintenance Plan includes an annual preventive maintenance visit, priority scheduling, unlimited technical support, and no-cost labor for service visits, supporting NASA missions such as OSIRIS-REx by enabling analysis of organic compounds in extraterrestrial materials and addressing NASA's strategic goals of understanding primordial inventories of volatile elements in the inner solar system.
The service will be performed at the Goddard Space Flight Center in Building 34, Room C174, with the vendor (LECO Corporation) providing a technician/engineer to perform maintenance, tuning, and system setup. The contract is a sole-source procurement under FAR 13.106-1(b)(1)(i), with NASA determining LECO as the sole provider of this specialized equipment service plan. The procurement falls under NAICS code 811210, and interested organizations can submit capabilities and qualifications by 4:00 p.m. Central Standard Time on 3/31/2025, with the government retaining discretion on whether to conduct a competitive procurement.

STATEMENT OF WORK
Service Contract for Two-Dimensional Gas Chromatograph High Resolution Time of Flight with GCxGC Mass Spectrometry System
NASA Goddard Space Flight Center June 2nd, 2025 - June 2nd, 2026
PR:
Objective:
The two-dimensional gas chromatograph high resolution mass spectrometer (LECO GC×GC-MS Pegasus HRT+ 4D) is a laboratory instrument used for the analysis of unknown trace organic species in complex mixtures beyond those possible with conventional GC-MS systems. The increased capabilities of the GC×GC-MS HRT+ 4D assists with the identification of the nature and sources of organic compounds that may have contributed to the origin of life, directly addressing goals of NASA’s Strategic Plan to “what established the primordial inventories of volatile elements and compounds in the inner solar system?”. In addition, this instrument suite provides support testing for contamination and sample analysis for the OSIRIS-REx mission in FY25. This instrument suite is a core component of the Astrobiology Analytical Laboratory (AAL) and therefore a maintenance service contract from the manufacturer is imperative.
Background:
The Astrobiology Analytical Laboratory (AAL) in code 691 uses state-of-the-art commercial analytical instruments to investigate the distribution, origin, and formation processes of organic compounds in a variety of samples. These samples include extraterrestrial materials (e.g., carbonaceous meteorites or samples returned from NASA missions such as Stardust, OSIRIS- REx, and Artemis), terrestrial natural samples, and laboratory analogs. The acquisition of a maintenance service contract for the GC×GC-MS HRT+ 4D in the AAL is necessary for the uninterrupted and prompt completion of the analyses serving current and future NASA missions such as OSIRIS-REx and MSR.
Scope:
The GC×GC-MS HRT+ 4D service contract shall be provided by a technician/engineer who will perform the necessary work to provide up-to-specification maintenance, optimal tuning, and set up the instrument system in the laboratory.
The Platinum Maintenance Plan provides an annual preventive maintenance visit (PM), which includes all labor, travel expenses, and standard PM consumables. Instruments covered under the Platinum Maintenance Plan will receive priority scheduling and technical support over instruments without coverage and instruments with Gold coverage. The vendor will provide unliminted SmartLine usage, which allows the vendor’s service engineers to diagnose and troubleshoot issues quickly in-person and remotely. Additionally, all labor will be applied at no cost to any service visit (repairs or relocations) conducted throughout the year.
Requirements:
Support plans shall be provided as described in the Scope section above.
Talent Cultivation Office (TCO) Page 2
Deliverables or Delivery Schedule Support plans shall be provided as described in the Scope section above, with dates of coverage from June 2, 2025 to June 2, 2026.
Place of Performance:
Service provided through the support plans shall be carried out at Goddard Space Flight Center in the Astrobiology Analytical Laboratory (Building 34, C174).
Period of Performance:
Support plans shall be provided as described in the Scope section above, with dates of coverage from June 2, 2025, to June 2, 2026.
