STATEMENT OF WORK
MPL Environmental Enclosures
PR: 4200742263
Background The NASA MPLNET project has been in operation for 20 years and collects information on the vertical distribution of atmospheric aerosols and clouds to support the NASA Earth Science research program. The project utilizes specific, commercially available atmospheric lidar instruments manufactured by Droplet Measurement Technologies (formerly Leica Geosystems, and Sigma Space Corporation before that). The lidar instruments are Micro Pulse Lidar (MPL) and mini Micro Pulse Lidar (a smaller, cheaper form factor). MPLNET deploys these lidar instruments worldwide, and they must be installed inside an environmental enclosure with an observation window for network operations. The enclosures we have been using from another vendor have degraded in quality over time, with numerous problems such as air gaps to outside and incorrect wiring. In addition, we have many ongoing problems with their AC/heating system.
Finally, there are several new features we require in the enclosures to achieve better data quality, based on over 20 years of MPL field deployment experience. Here we seek to procure a new enclosure for MPLNET deployments with our updated requirements (pages 2 - 3).
Scope
• Purchase of two MPL enclosures
• Purchase of one miniMPL enclosure
• Purchase of three external sun shutters for enclosures
• Shipping fees
Deliverables or Delivery Schedule Delivery of three MPL enclosures and external sun shutters. In addition, delivery of standard manuals and related cables and assembly hardware.
Government-Furnished Equipment and Government-Furnished Information
• None.
Period of Performance Delivery date: January 29, 2021
Enclosure Requirements
All-in-one design
Size:
• Must accommodate Droplet Measurement Technologies Micro Pulse Lidar and mini Micro Pulse Lidar instruments used by MPLNET o Clearance between top of lidar and inside top of enclosure must be at ~ 6 inches to accommodate MPLNET calibration devices
• External dimensions must fit typical aircraft cargo door dimensions (~60”x36”x36”)
Body:
• Rugged for shipping and inclement weather. Powder coated to reduce wear.
NEMA 4X or higher rating.
• Rugged, harsh environment latches for all doors/entry points. Lockable.
• External lift handles and leveling feet, internal shock mounts desired
• Internal rack mounts/rails for lidar laser controller and laptop
• Top mounted window mount
Observation Window:
• Optical grade window o Diameter 12 +- 0.005 inches o Thickness 0.6 +- 0.01 inches o Clear Aperture 11 inches minimum o Transmitted wave front error < 0.25 waves PV across clear aperture. S/D
80-50 o Non-optical surfaces fine ground o Anti reflection coating 530 nm, 2-sided R < 0.25% per surface, minimum angle of incidence 4 degrees
• Window Mount o Designed to accommodate the optical grade window, keeping window thermally isolated from the mount o G10 fiberglass material to reduce thermal coefficient differential between mount and window o Constructed to provide at least a 4 degree tilt angle of the window to avoid back reflection of transmitted laser pulses into the lidar transceiver
Heating/Cooling: Thermoelectric solid state (no refrigerant). NEMA 4X or higher rating.
Run on both 120 and 240 VAC. Power goal ~500 W, required < 1kW.
Environmental Requirements:
• Must hold internal temperature to within +/- 2 C of a setpoint value typically between 20 to 25 C.
• Minimum R13 insulation
• Ensure AC/heat vent does not blow directly on MPL transceiver.
Environmental Control and Monitoring:
• Software controlled o Monitor and log internal air temperature and humidity and external air temperature using software to run on Windows OS
• Active desiccant dehumidification system
Cable Pass Through and Ports:
• Connection ports for input/output power and data communications with minimum
IP67 rating
• Ports or pass throughs for ancillary equipment desired. Pass throughs must include covers rated minimum IP67.
