About this file
This document is a Statement of Work (SOW) for a Garmin AAM Custom Database to be provided to NASA for flight testing new instrument flight procedures. The contractor will provide five custom navigation databases with tailored records for test vertiports, departures, arrivals, and approaches to be used by Joby and government agencies for VMC flight testing. The contractor will provide technical support for aircraft integration and ARINC 424 coding issues. The contractor must have capability to know all G3000 limitations as installed on the Joby S4. NASA will provide the flight test procedures in ARINC 424 format, and the contractor will provide feedback on data issues and successful/unsuccessful procedure packing. The databases will be delivered on a specific schedule, with the first one due by May 2, 2025. The related federal contract opportunity is a sole source to AERONAVDATA INC for the Garmin Custom Database Package, with a response deadline of August 28, 2024.

GARMIN AAM CUSTOM DATABASE
STATEMENT OF WORK (SOW)
BACKGROUND
The NASA Air Mobility Pathfinders (AMP) project requires a custom navigation database for the Garmin Flight Management System (FMS) for flight testing new and novel instrument flight procedures (IFP) envisioned for future airspace infrastructure.
SCOPE
The contractor will provide a custom database for the G3000 avionics suite combining standard aeronautical data and NASA provided tailored data. The contractor will provide technical support for aircraft integration and any ARINC 424 coding issues. The contractor will make any updates or modifications required for processing tailored data so that it successfully packs into the custom database.
The database may also be used on a NASA B200 with G1000 when configured with software version 13.00 or later and RF legs enabled.
Minimum qualifications require the contractor to have the capability to know all capabilities and limitations of the G3000 as installed on the Joby S4.
OBJECTIVES
The objective is to maintain a custom database which contains the highest fidelity aeronautical data possible (e.g. including HA records) in the contiguous United States and tailored records consisting primarily of test vertiports, departures, arrivals, and approaches. The custom database will only by used by Joby and government agencies (DoD and NASA) for flight testing in Visual Meteorological Conditions (VMC).
The contractor may be required to provide additional engineering development support for database enhancements to the custom databases on an as needed basis to support new test procedure coding.
REQUIREMENTS
The contractor will provide five (5) G3000 custom navigation databases. Custom procedures will be retained from the first custom database and only billed as new procedures if they are updated.
The total number of customer procedures, including updates to procedures, will be 115. For example:
Custom Database Number
Number Existing Unmodified Procs
Number New Procs
Number Modified Procs
Total Procs in DB
Billed Procs
1 0 20 0 20 20
2 10 10 10 30 20
3 30 40 0 70 40
4 60 10 10 80 20
5 80 15 0 95 15
Total 100 115
NASA
The custom databases will have capabilities as follows:
The contractor will provide the necessary development and test equipment to support software development. This will include, but not be limited to, software development tools for processing a custom navigation database that can be loaded on the Joby S4 aircraft.
The contractor will provide feedback on test data provided for packing. This feedback will include, but is not limited to, data issues, errors that prevent successful processing, a list of procedures which successfully packed, and a list of procedures which did not pack.
Provide this feedback in a spreadsheet format.
Due to the novel nature of test procedures, the contractor may be required to make modifications to their packing process or tools; however NASA procedures will comply with current ARINC 424 to the maximum extent possible.
The custom navigation database will include:
A standard database which includes all airports, heliports, and vertiports including hard, soft and gravel surface runways, with and without IFPs as limited by the Jeppesen source library of data. The base/standard data may be worldwide or limited to US only.
All public, DoD, and special IFPs for the contiguous United States including all:
Area Navigation (RNAV) procedures including but not limited to: RNAV Global Positioning System (GPS), RNAV Required Navigation Performance (RNP), RNAV Required Navigation Performance Authorization Required (RNP AR), RNAV Circling, and Ground Based Augmentation System (GBAS) Landing System (GLS) procedures
Circling IFPs
Standard Instrument Departures (SIDs)
Standard Terminal Arrivals (STARs)
Enroute and terminal intersections both on and off airways
All special procedures that have been coded by Jeppesen and included in the Jeppesen WW database
All tailored data provided by NASA to include additional heliports/vertiports, departures, routes, arrivals, and approaches.
Technical Support
The contractor will provide technical support for any ARINC 424 coding issue (e.g., determining why an IFP will not pack or fly correctly).
The contractor will provide technical support for the aircraft integration testing performed by Joby and NASA. Technical support will include resolving any issues with loading the custom database on the Joby S4 equipped with G3000.
DELIVERABLES AND TIMELINE
