Statement of Work Project 5D3L

FY 20 High Mast Light Replacement' Federal Correctional .Complex (FCC)

Beaumont, Texas

SUMMARY

The Federal Correctional Complex, Beaumont, Texas, (Complex) located at 5430 Knauth Road, Beaumont, Texas, will solicit the services of a licensed, bonded Contractor to replace a High Mast Light Pole and Foundation, located inside the Federal Correctional Institution - Low.

All contractors and/or entities providing quotes are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may-affect the cost of contract performance, to the extent that the information is reasonably obtainable. In n_o event will failure to inspect the site constitute grounds for a claim after contract award.

All vehicular and pedestrian traffic is subject to search at the Federal Correctional Complex (FCC). Items that are prohibited and not allowed at FCC Beaumont are referred to as "contraband." . Contraband items are listed under United States Title 18; U.S. Title 18 will be made available to the Contractor and his/her·workers on a daily basis, upon check-in _and · check-out, at the Complex. ·' · ·

Tool control is a requirement. The Contractor will maintain a daily tool inventory of all tools . brought into the facility and will monitor tools at all times. Tools that are to be kept at the work site will be kept secured and locked.,.up when not in use in a portable, steel, padlocked, gang box approved by the agency. Any issues not covered herein are to be addressed at the preconstruction meeting.

The Contractor is ultimately responsible for the safety of his/her workers. All applicable

· OSHA and AN Si safety regulations will be maintained and adhered to for the duration of the project. Safety Data Sheets (SDS's) will be provided to the Federal Correctional Complex.for any product brought into or delivered to the Complex for the project.

Normal work days arid hours are Monday through Friday, 6:30 a.m. - 3 :30 p.m. daily. Upon request from the Contractor, the institution Contracting Officer will provide a list of federal · government holidays. . · BUREAU OF PRISONS

DESCRIPTION OF WORK

The Federal Correctional Complex, Beaumont, Texas, would like to solicit the services of a licensed, bonded contractor for the Replacement of a High Mast Light Pole and Foundation, located in the ' Low Security Institution: :

L Contractor shall remove existing high mast lights at the institution, to include electrical ·_ connections at the poles. ·

2. Contractor shall be responsible for removing the old lights/debris from the institution and disposing of them according to EPA, Federal, State and local regulations.

3. Contractor shall install new High Mast lights according to the Federal Bureau of Prisons (FBOP) Technical Design Guidelines. (26 56 00), dated 9-05-11. (See attached TDG) r

REGULATORY REQUIREMENTS

. All work will be completed in accordance with the rules and regulations as set forth by Local Authorities having Jurisdiction as well as the Texas Railroad Commission, Environmental Protection Agency, National Electric Code, International Fire Code, National Fire Protection Association and the Equipment Manufacturers requirements and specifications ..

SUBMITTALS

The Contractor will submit equipment list induding make, model, specifications, and Underwriters Laboratories Listing - UL, of all ,system components they plan to install, to the FBOP Contracting Officer for approval prior to installation. · ·

The Contractor will submit a completed, BP-S660.012 NCIC check form for each of his/her employees that will enter FCC Beaumont. The assigned Federal Bureau of Prisons Contract Monitor will provide this form to the Contractor. The Contractor will have his/her employees that are scheduled to enter FCC Beaumont, complete this form and have it delivered to the Contract Monitor two weeks prior to the commencement of the work.

QUALITY ASSURANCE·

The Contractor will use an adequate number of skilled workers who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and the methods needed for proper performance in the Statement of Work. All repairs will be done in accordance to current industry standards and to the manufacturer's recommended procedures.

The Contra~tor will liquidate all damages incurred to the Federal Correctional Complex which results from the Contractors negligence. The Contractor will provide a full 2 year warranty to cover labor and materials, on all materials.

EXECUTION

The Contractor will examine. the areas and conditions under which work of the preceding.

sections will be performed. The Contractor will correct conditions detrimental to the timely and proper completion of the workand will not proceed until unsatisfactory conditions are corrected. The life of this project will not exceed 90 days, day-for-day, from start to finish.

SECTION 26 56 00-EXTERIORLIGHTING

PART 1 - GENERAL

1.1 COORDINATION

A. Coordinate exterior lighting· controls with · MASTERSPEC and Technical Design Guidelines Section 26 50 00 - LIGHTING. -

1.2 REFERENCES

. A. Standards ..: The design and construction of the facility shall comply with the following: ·

1. NFPA 70 - National Electric Code

2. NFPA 101 - Life Safety co·de

3. IESNA- Lighting Handbook, Reference and Application

1.3 SUBMITTALS

A. Catalog· cuts of all .lighting fixtures and luminaries upon· which the design is based shall be included in the design analysis.

B.. Calculations:

1. Provide generic lighting level calculations to demonstrate that required exterior lighting levels are met.

a. Provide a site plan of the secured compound . (including the perimeter road) which indicates the intended lighting level. The ,, site plan shall indicate . lighting, levels on a grid system at approximat~ly every 8.2 m (27') intervals. Lighting levels should be indicated up to and·including the secured perimeter road.

b. · For USP institutions, submit a separate site plan indicating a minimum of 16 tux (1.5 foot candle) illumination for all secured ~_ompound roof top areas.

2. After the submittal and approval of the high Mast Lighting fixture type, . provide an exterior site plan which indicates exterior lighting levels to be generated from the approved light fixture type, pole placement, and ·beam angle. Site plans generated from· software from the approved manufacturer of the High Mast lights to.be used are acceptable.

3. Lighting level calculations shall indicate maintained (and not initial) lux levels in all areas. Methods of computation for interior and exterior

· 1.4 SYSTEM DESCRIPTION

A. All exterior lamps and ballasts used within shall be instant restart,· dual arc tube, or hot restrike type that reduce restrike time.

8. -Secure Compound Lighting - All exterior lighting inside 'the secure perimeter shall be t-ligh Mast· Lights · with .full cutoff type luminaries. . However, supplementary r.ooftop lighting and exterior ,wall mounted fixtures for specific areas such as· beneath canopies or walkways will be allowed to achieve the required light level. Wall mounted light fixtures are to be supplementary only, with the majority of light within the secure compound being provided by high mast lights. Provide High Mast Lighting (HML) meeting the following design requirements: · ·

1. Hig!J Mast Lighting shall be mounted 30.5 m (100') high and shall light multiple areas. · , 1

2~ Provide a minimum of two (2) fixture assemblies on each pole.

3. Luminaries on each pole shall consist of 50% 1000 'Natt metal halide and 50% 1000 watt High Pressure Sodium (HRS). The high mast lighting fixtures shall have quick restart ballasts. ,

4. · Provide high mast lighting as a complete integral assembly to include lowering devices with positive latching devices and poles. Entire high mast lighting assembly shall be from one manufacturer with the

· exception of the lamps and lowering devices. 1

5. The minimum exterior[ lighting level for the secured compound extending out to the outer edge of the perimeter road as well as the Administration Building's rooftop shall be 16 lux (1.5 foot candles). The secured compound lighting shall illuminate the building rooftops and facades. For USP· institutions, the exterior lighting system should

specifically include a 16 tux (1.5 foot candle) illumination for all rooftop areas within the secured compound.

6. Lighting level des,ign· shall specifically eliminate any shadows or low light level pockets.

7. All exterior lighting .for the secured compound shall -be controlled from the· main Administration Building Control Room. Controls for the exterior lighting are to be grouped into three controls: non high mast lights (roof top lighting, Wall mounted lighting, etc), high pressure sodium high mast light ballasts, metal halide high mast lights. Controls shall be manual only, no automatic controls shall be allowed.

8. - High mast light poles shall not be placed closer than 6 m (20') from· either perimeter fence (including a taut wire fence if applicable) and all building structures. .

9. . Provide a HID lighting control system to reduce energy input while maintaining the lighting levels required. The· control system shall be a .

microprocessor controlled stepped autotransformer, with auto bypass

, and power reduction capabilities from O - 45%. The system must have capability to ·stana alone and/or integrate· with building management systems,- light sensors, and with programming to provide efficient use of the system's voltage and phase control technology, model Varmatic Lightmaster or approved equal by the Contracting Officer.

10. Electrical power for the Secured Compound High Mast Lighting is to be_ fed from outside the Secure Compound, from either the Administration Building or the Central Utility Plant.

C. Wali Pack Lighting:

1. Wall pack lights shall be strategically placed on building walls around the compound where high mast lighting. does not.provide the required illumination.

2. Wall pack lighting shall be a full, cut-off type fixture in all applications;.

except when u_sed to light Federal Detentio~ Center building facades.

D. · Guard Tow~r Lighting:.

· 1. Wall pack lights shall be strategically placed around the perimeter of the guard tower base in order to ensure good night supervision around the tower base. In some instances, the high mast lighting of the institution may meet this requir~ment.

· 2. The Outside Guard Tower should be designed with a 500 Watt search light on the top (at the center of the roof) which can be electronically remote controlled by the Guard Tower Officer from within the Guard Tower. Provide two points of remote-control. One is a joystick type control permanently mounted on a gun rest corner counter facirig the compound. The other control is a joystick attached, to a wire.

3. Compound Tower is not required to have a search light.

E. Roadway and Parking Lot Lighting:

1. 'Lighting fixtures :exterior of the security fence -for parking areas or roadway lighting shall ··be 9 m (30') poles with architectural full cut off luminaries. j

2. Any parking lots or roads associated with the institotion shall have a minimum 16 lux (1.5 foot candle) lighting level. .

F. Camp Lighting:,(

1. Exterior camp lighting may be from either 30.5 m (100')-poles, 9 m (30') poles, or walkway lighting, or a mixture.

2. Lighting level forthe Camp areas shall be a minimum of 16 lux (1.5 foot candle). Provide _high mast lighting for the outdoor recreation areas.

Provide. high mast lighting for the interior areas formed by the Camp buildings as needed to _achieve the, lighting level. Wan mounted- light_ fixtures are to be supplementary only, with the majority of light within the camp compound being provided by high mast lights.

For FDC institutions (high rise institutions which are five stories and · over in an urban location), the. exterior lighting system shall provide a

· minimum of 16 lux (1.5 foot candle) illumination on the building_ facades .and rooftop. · The exterior lighting_system should specifically include a minimum of 16 lux (1.5 foot candle) illumination for all rooftop areas of FBOP controlled

buildings adjacent to the FDC.

All FBOP · controlled areas adjacent to the FDC, such as parking lots, access roads, walkways, etc. shall be illuminated to a minimum 16 lux (1.5 foot candle) level. At a minimum, all areas within 90 m (300') of the building shall be illuminated to a 16 lux (1.5 foot candle) level.

H. Support Building Lighting - Examples of support buildings are: Central Utility Plant, Garage/Landscape, Warehouse, etc. Building . sides shall be illuminated by wall pack light fixtures. All service areas are to be illuminated in as specified unper "Roadways and Parking Lot Ligh_ting".

I. Light Shields - Light Shields may Q_e required on high mast luminaries, roadway and parking lot lighting where light trespass is an issue. Note that light shields ar,e not normally recommended, and shall be used only in locations approved by FBOP. Fixture modifications that invalidate the Underwriters Laboratories (l}L) listed certification are not acceptable.

The report shall include the results of photometric tests which measure actual light intensity at night. These tests should v~rify that all points of the secured
