STATEMENT OF WORK
NNSY Code 138 WeldSight and AxSeam Scanner Procurement
1.0: Introduction
1.1 Background: Code 138 is the Welding Engineering Division and is part of Norfolk Naval Shipyard's
Quality Assurance Department (Code 130). The Welding Engineering division is responsible for the oversight of inspection and testing of metals and welding work in Norfolk Naval Shipyard shops, US naval ships in maintenance availabilities, and aboard US naval ships at Naval Station Norfolk and other sites as required. Any items in this statement of work will be shipped to the contract awardee and shipped from the contract award to the shipping address above as applicable.
1.2 Objective/Scope: The objective of this task is to procure two {2) new AxSeam Scanners with spare parts kits as well as three (3) weldsight analysis software license keys to support required ultrasonic testing in Norfolk Naval Shipyard. Ultrasonic testing is used to determine if piping and structural components were welded satisfactory or unsatisfactory as well as monitoring and maintaining in service vessels.
1.3 Equipment Salient Characteristics: The salient characteristics listed below reflect the characteristics essential to the minimum needs of the Government for Ultrasonic Inspection equipment:
AxSeam Scanner: (AxSEAM-4probes-SM)
• AxSEAM scanner with four (4) probe holders (2xPA + 2xTOFD)
• Four (4) magnetic wheels for inspection of longitudinal weld on pipes from 6 inches OD up to flat as well as circumferential weld on pipes as small as 10 inches OD with 4 probes and 4.5 in OD with 2 probes.
• The kit needs to include irrigation tubing, one waterproof wheel encoder and detachable Sm encoder cable with Lerno connector compatible with current generation of Omniscan and Focus instruments packaged in a zipper tube protective sleeve.
• The scanner needs to feature a communication module including LED's for couplant check and speed monitoring, remote start acquisition button as well as an integrated laser guide.
• The scanner needs to be packaged in a hard carrying case and comes with springs of different tension rate, a magnetic ruler for probe separation adjustment as well as a basic spare part kit.
AxSeam Scanner Spare Part Kit:
• Needs to have all basic parts needed for basic repair.
Weldsight: WeldSight Analysis software license key
• Software license key (compatible with data files from FocusPx and OmniScan X3 series).
• Includes data analysis functionalities only.
1.4 Period of Performance: The base period of performance for this task order is from the date of award plus 90 calendar days.
1.5 Installation and Performance Verification: The awardee is not required to provide installation services for the ultrasonic equipment. However, the Technical Point of Contact shall evaluate whether or not the equipment operates to minimum government requirements.
1.6 Familiarization, Operation, and Maintenance Training: The awardee is not required to provide training to C135 personnel.
