Statement of Work Physical Security:
Commercial Supersonic Technology, Acoustic Validation, Test Preparation and Execution (AVTPE)
Carpet Determination in Entirety Measurements (CarpetDIEM) Phase 3
1 Overview and Need/Objective/Requirements This statement of work (SOW) is designed to identify the requirements and responsibilities of security personnel procured to support the AVTPE flight effort.
Herein, physical protective services provided to support AVTPE will be referred to as the “Security Support Team.”
The Acoustic Validation, Test Preparation and Execution (AVTPE) effort is a flight research effort designed to validate and characterize the sonic boom of the NASA X-59 aircraft. The research effort involves using ground recording system (GRS) to measure the sonic booms. The research effort will also include support equipment and meteorological instrumentation. The test effort requires that a substantial number of assets (both in cost and quantity) are deployed in the remote Mojave desert for an extended period of time. The assets will be deployed over a range of over 30 miles long. There will also be personnel deployed to support the test assets.
Both the assets and personnel will require a physical security presence due to the nature of the remote deployment. The upcoming AVTPE test will be held at the AVTPE Test Site along HWY 395 during the period of fall 2023 (Figure 1).

2 Requirements NASA seeks a physical security strategy that includes:
i. Two (2) Security Officers of the Security Support Team will provide security support during the testing period, in the form of periodic (every 3-4 hours) vehicle patrols of the Test Site.
ii. The Security Support Team will coordinate with AVTPE management to perform patrols during acoustically quiet times.
iii. The security support at the remote field testing will be broken down into three (3) work shifts.
iv. A total of two (2) armed officers will be on duty each shift.
v. This work schedule will provide 24 hour a day security support at the test site.
vi. Chief, Protective Services, will have complete oversight of the security mission.
vii. The Office of Protective Services has the authority to make decisions in the field concerning the security and protection of the critical project equipment.
viii. The Security Support Team will provide security for AVTPE personnel during the required testing period.
ix. The Security Support Team will provide security for the equipment during the required testing period.
3 Characteristics and Specifics The contractor Security Support Team services should include, but not limited to:
i. Developing an AVTPE security Risk Matrix identifying the likelihood and consequences of events which may impact the mission;
ii. Providing security and restricting access to NASA equipment at the AVTPE Test Site;
iii. Deterring unauthorized access to the AVTPE critical project equipment;
iv. Reducing risk by ensuring all personnel follow established security procedures;
v. Protecting the persons and property that are part of the AVTPE critical project equipment;
vi. Preventing theft, damage and destruction of property and harm to personnel;
vii. Observing and reporting incidents.
Prior to the start of the AVTPE setup, Security Support Team should attend a pre-project, meeting to discuss safety, mission requirements and their roles and responsibilities. The meeting will be held at AFRC on the morning of departure. Attendance can be virtual. The meeting attendees will include the Security Support Team, AVTPE team, and NASA AFRC Office of Protective Services team.
4 Place of Performance The AVTPE Test Site runs parallel to HWY 365, approximately 0.5 - 3.5 miles off-set to the east.
It spans approximately 15 miles north to 15 miles south of Kramer Junction. John Doe facility in Canoga Park, CA. See Figure 1.
5 Period of Performance Testing shall be performed in fall 2023. Tentative dates for testing are late-September through mid-October. Schedule delays could cause the period of performance to slip.
