1.0 INTRODUCTION

1.1 GENERAL INFORMATION

The Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) mission is a strategic climate continuity mission that will extend the high-quality ocean ecological, ocean biogeochemical, cloud, and aerosol particle data records.

PACE is classified as a Category 2 mission, per the criteria in NASA Procedural Requirement (NPR) 7120.5E, NASA Space Flight Program and Project Management Requirements. The mission classification is C according to NPR 8705.4B, Risk Classification for NASA Payloads.

This document defines the work to be performed by the Contractor in the design, development, fabrication, and delivery of the PACE Solar Array Panels.

1.2 SCOPE

The contractor shall provide the necessary personnel, services, tools, equipment, and materials necessary to inspect, clean and repair the hardware in accordance with the requirements of this SOW and the documents referenced herein.

This SOW defines the contractor tasks, responsibilities, documentation, and schedule, either within this document or by reference.

Use or disclosure of data contained on this page is subject to the restriction(s) on the title page of this document.

2.0 DESCRIPTION OF TASKS

A summary of the expected actions for each task is included at the end of this section in Table 1.

2.1 TASK 1

The PACE solar array panels provide electrical power for the PACE observatory. To ensure proper operation, they will require visual inspection and cleaning to address any contamination issues that may have occurred during the wing level integration activities. The time frame for this effort is between December 2022 and January 2023.

2.1.1 Cleaning and Visual Inspection

The Contractor shall visually inspect and clean each solar panel (total of 3 panels, which were manufactured under contract 80GSFC20C0005) for any contamination using procedures that the Contractor has developed for this purpose. If the Contractor finds damage to solar cells, cover glasses, interconnects, or any other component that the Contractor assembled onto the solar panels, the Contractor shall document and provide a copy of any damage noted.

2.2 TASK 2

The PACE solar array panels provide electrical power for the PACE observatory. To ensure proper operation, they will require cleaning and visual inspection to find any damage that may have occurred during integration and testing with the observatory in Greenbelt, Maryland. Any damage found to be of significance will need to be repaired to bring the solar panels back to full operating condition. The time frame for this effort is in FY 2023 no earlier than (NET) April 2023.

2.2.1 Cleaning and Visual Inspection

The Contractor shall visually inspect and clean each solar panel (total of 3 panels, which were manufactured under contract 80GSFC20C0005) for damage using procedures that the Contractor has developed for this purpose. If the Contractor finds damage to solar cells, cover glasses, Use or disclosure of data contained on this page is subject to the restriction(s) on the title page of this document.

interconnects, or any other component that the Contractor assembled onto the solar panels, the Contractor shall document and provide a copy of any damage noted.

2.2.2 Repair

If the Contractor finds damage to solar cells, cover glasses, interconnects, or any other component that the Contractor assembled onto the solar panels, NASA will review the damage list and provide approval on a line-by-line basis. The Contractor shall repair or replace such damaged component(s) using the procedures that the Contractor has developed for this purpose as requested by NASA.

2.2.3 Spare Parts Storage

The Contractor shall retain and properly store all spare solar cells and parts (previously purchased under 80GSFC20C0005) for the PACE solar array until after the launch of the PACE observatory (nominally in 2024).

2.3 TASK 3

The PACE solar array panels will also need to go through visual inspection to find any damage that may have occurred during its shipment from NASA GSFC to the launch site payload provider facility (PPF) in Central Florida. The nominal plan is to only inspect the outer panel, but if there is an issue during shipping or damage identified on the outer panel, then the Contractor shall inspect all 3 panels. Any damage found to be of significance will need to be repaired to bring the solar panels back to full operating condition. The time frame for this effort is between November 2023 and January 2024.

2.3.1 Cleaning and Visual Inspection

The Contractor shall visually inspect and clean the outer solar panel of the wing (as baseline) for damage using procedures that the Contractor has developed for this purpose. If the Contractor finds damage to solar cells, cover glasses, interconnects, or any other component that the Contractor assembled onto the solar panels, the Contractor shall document and provide a copy of any damage noted.

Use or disclosure of data contained on this page is subject to the restriction(s) on the title page of this document.

400-FORM-0002 (4/16/2014)

2.3.2 Repair

If the Contractor finds damage to solar cells, cover glasses, interconnects, or any other component that the Contractor assembled onto the outer solar panel (as baseline), NASA will review the damage list and provide approval on a line-by-line basis. The Contractor may repair or replace such damaged component(s) on each solar panel using the procedures that the Contractor has developed for this purpose as requested by NASA.
