STATEMENT OF WORK

1. Objective/Requirements A fiber-fed spectrometer system with sufficient accuracy, stability, and radiometric and spectral resolution is required to provide radiometric and spectral calibration sufficient to support field- and laboratory-based measurements in Code 618.

2. Characteristics, Scope, and Specs

The scope of the equipment is that it will:

Act as a laboratory-based, radiometric and spectral cross calibration reference for testing of field spectrometers.

Provide an absolute radiometric calibration of both narrow band and broadband sources.

Act as a portable cross calibration reference for spectral filters.

Participate in round-robin activities to assess the consistency of calibration of other spectro-radiometric systems.

Provide a standard that is moderately portable to allow it to be transported between lab environments within the same building as its primary location as well as cross-country shipment for cross-calibration activities with NIST and various other radiometric calibration laboratories.

The characteristics of the system required are:

Radiometric and spectral stability sufficient to characterize the radiometric stability of a field instrument before and after deployment as well as during yearly calibrations of the field instruments.

Portability to allow its use in multiple laboratory environments within the same building as well as suitable for cross-country shipment.

Dynamic range suitable for use in the calibration of broadband sources such as halogen lamps, solar-illuminated diffusers; assessment of filter transmittances including out-of-band; and low-radiance intercomparisons with field spectrometers to assess linearity.

Requirements are:

Spectral range of the system shall cover no less than 350 to 2500 nm Spectral sampling between peak response wavelengths shall be no greater than 1.2 nm from 350-1000 nm, and no greater than 1 nm from 1001-2500 nm Spectral resolution of the system shall be better than 3 nm at 700 nm and 8 nm at

1400/2100 nm as defined by FWHM Out-of-band response relative to in-band response as defined by the width of the band at the 1% relative response point shall be less than 2.25x the width of the FWHM of the band.

Overall system weight shall be less than 60 pounds.

Overall system dimensions shall be able to fit into a rack mount system. 19in W x

18in D. Height should be limited to units of 10in, but there is no limit to number of units

Sensor's radiometric response shall stable to less than 1% for changes in laboratory operating temperatures of 10 K

Sensor's spectral calibration shall vary by less than 0.3 nm for changes in laboratory operating temperatures of 10 K.

System shall be able to be configured to provide SNR>4 when viewing a 3000 K blackbody attenuated to 0.1% of the source

3. Place of Performance Goddard Space Flight Center in Greenbelt, MD

4. Period of Performance Use shall start with incorporation of the system in the laboratory upon arrival and will be operated for a period of no-less-than five years.
