Grounds Maintenance.
Contractor will maintain all lawn located on the physical property of USDA, ARS, Dale Bumpers National Rice Research Center, 2890 Hwy 130 E, Stuttgart, Arkansas.
· Note: See lawn maintenance schedule.
l. Contractor must be actively registered in http://www.SAM.gov and registration must be kept active for the duration of this contract.
.., Contractor shall be available to commence work under this contract within seven
(7) calendar days after the date the Contractor receives notice to proceed and shall be able to respond to any discrepancies within 24 hours.
3. The Contractor shall perform routine grounds maintenance including, but not limited to: cutting, edging, trimming, weeding, applying fertilizer, weed control, insect control, and lime, when needed to the lawn area. Any areas that are difficult to mow or present a mowing hazard (i.e. gravel, rocks, steep ditches.) shall be maintained either by a lawn maintain device (i.e. weed eater) or a chemical application (i.e. non-selective herbicide).
4. The contractor shall provide the government COR (Contracting Officer Representative) with the means to communicate with a company representative (i.e. telephone number, pager, or other similar means) during normal working hours.
5. The Contractor shall utilize products and material made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR) or their designate (Person of Contact, POC).
6. The contractor shall perform all work between the hours of7:30 a.m. and 6:30 p.m. local time.
7. The contractor will not be assigned any space for storage and will remove any maintenance equipment, tools, and supplies at the end of each visit.
8. Electricity and water will be made available from the facility as needed. The Contractor is responsible to supply extension cords and water hoses, if needed.
9. Sanitation facilities are available in the Main building.
I 0. Contractor is responsible to COR or POC for receiving approval of completed work.
11. Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with all Federal, State, and Municipal laws, codes, and regulations applicable to the performance of the work.
12. The contractor must incorporate Integrated Pest Management (I PM) practices in all aspects of service. All pesticides used in the execution of this contract will be EPA registered and have a current approved label for use in Arkansas. All pesticide applications will be made in strict accordance with the product label. The contractor will maintain all required pesticide application records and supply to the POC upon request.
13. Contractor shall be responsible for all damages to persons or property that occurs as a result of the Contractor's fault or negligence.
14. The Government reserves the right to terminate the contract in writing with a 30-day notice to the Contractor.
15. The contractor is not responsible for any irrigation or watering of grounds.
16. Award of this requirement shall be made to the offeror whose proposal offers the greatest value to the government.
17. Standard Service Contract Clauses and Service Wage Rates apply.
Grounds Maintenance Tasks;
a) Cutting lawns; weed control and removal; fertilizing; removal of cuttings, debris, and trash; edging; trimming; cleaning of sidewalk and parking areas from lawn cutting debris.
b) Large pieces of litter will be picked up prior to mowing.
c) Mowing will be performed in such a way that the entire lawn area will be completed in one working day.
d) DBNRRC's lawn will be maintained no lower than 2 inches and no higher than 4 inches at any time.
e) Edging will be performed in conjunction with lawn mowing and will include all areas curbs, sidewalks. pavilions, recreational areas. and building edges.
f) Appropriate herbicides will be used for weed control in the lawn as needed.
g) After the completion of all maintenances, any accumulation of grass clippings or ground maintenance debris shall be placed in the dumpster or hauled off the site.
h) Control lawn pests as necessary to maintain lawn health and appearance.
i) When applying pesticides, herbicides or fertilizer, the contractor must restrict the application to small handheld applicators when working around buildings and must not allow drift to settle on adjoining crops, vehicles, or occupied areas.
j) Contractor is responsible for purchase of all pesticides, herbicides, or fertilizers.
Flower bed & hedge trimming.
a) Hedges Trim all hedges as needed or when specified by COR.
Apply insecticide, fungicide, and other pest deterrents as needed.
Remove old loose mulch and replace twice a year with same color and type: before summer and after summer.
Dispose of all trimmings and trash. - Not at facility.
Provide all tools, material, and labor to complete above task.
· Contractor is responsible for purchase of all mulch, pesticides, herbicides, or fertilizers
b) Trees
· Trim limbs from trees that are below 7 foot in height.
Apply insecticide. fungicide, and other pest deterrents as needed. Dispose of all trimmings and trash. - Not at facility.
Provide all tools, material, and labor to complete above task.
Contractor is responsible for purchase of all mulch, pesticides, herbicides or fertilizers.
c) Flower beds Weed all enclosed flower beds as needed or when specified by POC. Trim all plants and shrubs in the flower beds as needed.
· Remove old loose mulch and replace twice a year with same color and type - before summer and after summer.
· Apply insecticide, fungicide, and other liquid deterrents as needed.
· Dispose of all trimmings, mulch, and trash. - Not at facility.
· Provide all tools, material, and labor to complete above task.
· Contractor is responsible for purchase of all mulch, pesticides, herbicides or fertiIizers.
Contractor Certification:
A. Contractor must provide a copy of their state certification pertaining to lawn/plant pest control within thirty (30) calendar days after the date the Contractor receives notice to proceed. Contractor shall be I icensed or certitied competent by the State of Arkansas to apply herbicides or other lawn care products. A license may be obtained from the Arkansas State Plant Board to apply regulated herbicides.
13. Contractor must provide a copy of all Material Safety Data Sheets (MSDSs) for pesticides to be applied prior to use and receive approval from the COR to use such pesticides, herbicides, etc.
INSPECTION of TREATMENT DATES
· The COR or POC shall inspect the grounds after each job completion. The COR shall inform the Contractor and the contracting officer. if there are any discrepancies. The contractor is required to resolve any discrepancies in a timely manner. The contractor shall check in and out with the COR or alternate on days of cutting to confirm inspection and acceptance of work.
