Statement of Work Translation Services for Indian Affairs
Background There are 574 federally recognized Tribal Nations (commonly referred to as tribes, nations, bands, pueblos, communities, and native villages) in the United States. Approximately 229 of these tribes are located in Alaska; the other 345 federally recognized tribes are located in 35 other states.
On March 7, 2021, President Biden issued an Executive Order on Promoting Access to Voting. Recognizing that the right to vote is at the core of American democracy but has not historically been equitably accessible to the entire population, the Order amounts to an all-of-government effort to further the franchise. It instructs each government agency to increase access to information about the election process and offer registration opportunities where possible. In addition to this direction to government agencies generally, Section 10 of the Order specifically establishes an Interagency Steering Group on Native American Voting Rights (“Steering Group”), coordinated by the Domestic Policy Council. The Steering Group is chaired by the Assistant to the President for Domestic Policy and includes the Attorney General, the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Labor, the Secretary of Health and Human Services, and the Secretary of Veterans Affairs, or their designees.
Purpose The Assistant Secretary – Indian Affairs wants to ensure that official documents are available to the widest possible audience of the Tribal Nations. This requires the translation of executive orders and other official Government documentation into multiple indigenous languages.
Scope The scope of this current project will include translation services, both written and audio, of the following documents:
· Report of the Interagency Steering Group on Native American Voting Rights*
· EXECUTIVE ORDER 14019 – Promoting Access to Voting Rights Translation of these documents will be into the following languages (specific dialects identified for each, as applicable):
1. Native Hawaiian (Academic version)
2. Yu'pik (Central dialect)
3. Cherokee (Western dialect)
4. Ojibwe (Western dialect)
5. Lakota
6. Navajo The written translation shall be provided in Microsoft Word format, with separate files for each language.
A translation of each document into audio format is also required. This deliverable shall be presented electronically in a Broadcast Wave Format (BWF). Each language shall be provided in separate audio files.
Estimated Level of Effort The report and executive order contain approximately 20,000 words total.
