SCOPE OF WORK
Project No. 528A5-21-509 Replace Fire Doors Campus Wide Canandaigua, VA Medical Center, 400 Fort Hill Avenue Canandaigua, NY 14424
The general scope of this project is to replace existing fire/smoke doors throughout the campus, as described within the contract documents, at the Canandaigua VAMC.
1.0 EXISTING CONDITIONS
The Canandaigua VAMC is a campus facility with more than 30 buildings located on over 120 acres. Many of the buildings on campus are considered historic, and where necessary the renovations will comply with the requirements of the NYS SHPO.
2.0 SCOPE OF WORK
The contractor is responsible for removing and replacing all fire doors and hardware in buildings 4, 5, 6, 7, 8, 36, and 37. The hardware is just for the coring system. The drawings included in this contract are to be utilized as a general reference for the doors called out for replacement. The contractor is responsible for field verification of all fire doors. The door hardware must support the 7 pin Best Core keying system, and fire rated stainless steel.
2.1 GENERAL
A. The contractor shall be responsible for all labor, supervision, and materials required to perform the work as indicated in the scope of work, specifications, and drawings. Where incidental work is required to accomplish work shown in the drawings, this work is implied and shall be included as part of the base bid.
B. It is anticipated that all the work will be performed during normal business hours, off tour work may be required at the discretion of the COR.
C. The contractor is responsible for all field measurements; the Government will not be held responsible for bidding errors made or the failure to adequately inspect the job site for existing conditions, dimensions and grades or existing utilities. The contractor is responsible for verifying all utilities through any resource necessary. All bidders are strongly encouraged to inspect the job site prior to submitting bids.
D. Any existing feature disturbed (removed, damaged, etc.) by the contractor during the performance of this contract shall be restored to similar or better condition by the contractor at the contractors’ expense. This includes walls, doorways, doors, trim work, and other miscellaneous items located in the building, sidewalks, grassed areas, and parking lots.
E. During the entire duration of work performed, the contractor shall always, maintain at least one lane for emergency traffic. This includes any placement of project equipment and anywhere work is being performed.
F. The VAMC Project COR shall govern all work done during project duration. Disputes shall be promptly referred to the Contracting Officer, (CO). The contractor will immediately correct any work which the Project COR deems unacceptable or work that is not in accordance with plans and/or specifications.
G. The contractor will not be allowed to stage material outside of the designated renovation area. All material will be stored in an approved location by the COR. All storage areas and refuse (roll offs) shall be fenced in with a minimum of 6’ high, chain link fence. The storage area shall be kept neat in appearance and shall be fully restored to existing conditions when complete.
H. The contractor shall receive all deliveries of materials, equipment, tools, or other goods off station, and bring them to the job site. The Canandaigua VA shall not accept deliveries for project purposes.
I. The contractor will always comply with the attached ICRA standards.
J. The contractor shall always provide a secure construction site. In any area that is closed due to construction, including any time the corridor is partially closed, a passage door with a handle that locks and is cored to a Best system X-6 must be installed and secured. These areas shall also include contractor storage areas with man door access. Construction supply trailers will always be padlocked and secured. Padlocks and hasps will not be allowed as a means of security. Also, the access door shall always be locked, even during construction.
K. The contractor is responsible for providing the VA with a schedule that illustrates durations of work at each building. If the contractor requires to deviate from this schedule, they are to notify the COR for approval. Prior to work commencing in an area, the contractor shall notify the COR of his intention to work in the area and shall schedule a walkthrough with the COR to determine and document existing conditions. If requested by the COR, the contractor shall take pre-renovation survey photographs and provide to the VA COR in PDF format.
L. The contractor will always allow for facility occupant egress from the facility. If a doorway must be shut down during work, the contractor will coordinate with the COR prior to closure.
M. Any non-lead time materials will only be paid for when installed.
N. Any items identified as punch list items will be fixed prior to project closeout.
O. Work cleanliness must be adhered to throughout the project.
P. The contractor shall warranty all work including labor and materials for 1 year from the date of acceptance.
2.2 Demolition
A. Contractor is responsible for all costs associated with the demolition of this project, including removal of excess metals, and other miscellaneous items that may be encountered. All metal materials are to be returned to the VA after demolition.
3.0 Period of Performance
A. The period of performance for this contract shall be 180 days from NTP.
B. The contractor shall always be in coordination with other projects on going in the area and this coordination shall not affect the contract duration of this project.
