STATEMENT OF WORK
1.0 BACKGROUND
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) Atlantic Undersea Test and Evaluation Center (AUTEC) provides a full spectrum of Test and Evaluation (T&E) resources for its customers. In order to meet its mission, AUTEC Program Office pursues technology improvements to streamline Financial Management Regulation (FMR) guidance for Major Range and Test Facility Base (MRTFB). MRTFB activities are required to operate with different cost and accounting methods from Navy Working Capital Fund which is used at NUWCDIVNPT. AUTEC is embarked on process improvements in Systems Engineering, Configuration Management, and Program/Risk Management to integrate the Program’s thrusts in each of these important areas. AUTEC is improving its compliance with N-ERP policies, procedures and primary objectives of financial and logistics transparency.
1.1 APPLICABLE PLACES OF PERFORMANCE
The majority of the work will be performed at the contractor’s facility. Travel may be required to NUWCDIVNPT facilities at the following locations:
· Three trips to Newport, RI for one employee for two days
· Three trips to West Palm Beach, FL for one employee for two days

2.0 SCOPE
The contractor shall develop and deliver process improvement capability for the AUTEC program. To perform this work a variety of technical and engineering services are required. These include concept studies and analysis, requirement definition, and attendance at process improvement events to discuss and address Department of Defense (DoD) financial regulations. The tasking, outlined in Statement of Work Section 4.0, make up an engineering process that is to be performed during the execution of this contract.

4.0 TECHNICAL REQUIREMENTS:
In accordance with the Applicable Documents in Section 3.0 and using GFI/GFS in Section 6.0, , the contractor shall perform the below tasking for the systems identified in Section 1.2.
4.1 AUTEC PROGRAM ENTERPRISE
Upon receipt of GFI 6.1 the contractor shall deliver an updated five-year technical roadmap that is aligned with the AUTEC mission and business requirements. The contractor shall gather and analyze information regarding: the AUTEC mission; relevant DoD and US Navy policies; AUTEC business requirements; and associated business processes. The contractor shall deliver a Five-Year Technical Roadmap Report (CDRL A001 and A00C).
The contractor shall analyze the AUTEC investment management plan, systems engineering and configuration management processes and deliver a draft AUTEC System Engineering and Risk Management procedure. (CDRL A002). CDRL A002 shall be written consistent with the AUTEC Investment Management plan (GFI 6.6) and the AUTEC Configuration Management Plan (AD 3.7)
Upon receipt of GFI, the contractor shall deliver a Technical Analysis Report detailing recommendations with regard to the operation of key integrated AUTEC processes of: program and risk management; investment management; system engineering; and configuration management. (CDRL A00D)
Upon receipt of GFI, the contractor shall deliver a Technical Analysis report with recommended improvements, for Government review, of AUTEC’s program and risk management processes. (CDRL A00E)
4.2 AUTEC CONFIGURATION MANAGEMENT
4.2.1 The AUTEC Configuration Management Plan (ACMP) encompasses all AUTEC systems and equipment within AUTEC Enterprise, Test operations, and Base Operations and defines varying levels of Configuration Control requirements. The contractor shall attend AUTEC Configuration Management team meetings/telcons on a quarterly basis to collect information necessary to analyze the current configuration management processes and data validation. The Contractor shall document process improvement recommendations based upon review of the AUTEC Configuration Management Boards and associated documentation. (CDRL A004)
The contractor shall deliver a technical report mapping the latest GFP/Incidental Government Property Lists of the AUTEC M&O contract (GFI 6.5) to AUTEC Systems details in AUTEC’s Master CI List (GFI 6.4). (CDRL A003).
The Contractor shall review, AUTEC Change Proposals (ACP) and AUTEC Data Packages (ADP), when received by the Configuration Control Board (CCB), to ensure completeness and format of ACPs and ADPs adheres to the requirements of the ACMP. Upon receipt of GFI 6.7 the Contractor shall revise the AUTEC Configuration Management ACP tracker format in accordance with AUTEC Leadership Review Board (ALRB) direction. (CDRL A005).
The contractor shall deliver a Technical Analysis report detailing the completeness of the design packages for AUTEC Systems listed in the AUTEC Configuration Item List and stored in the AUTEC Configuration Management SharePoint database. The report shall specifically identify gaps in configuration assets and make recommendations on how to remediate such gaps. (CDRL A00F)
The contractor shall deliver a Technical Analysis report that proposes the scope, business rules and detailed plan for the inclusion of key AUTEC critical facilities that should be included in the AUTEC Configuration Item List and formally managed using the approved AUTEC Systems Engineering and Configuration Management processes (CDRL A00G)
4.2.2 Configuration Management Sharepoint Database and Workflow
The contractor shall design, deliver, and maintain a Government hosted Configuration Management Sharepoint database and workflow on iNavy/AUTECWEB, to include system documentation, operating procedures and training materials. The Contractor shall develop a proposed System Design Plan that meets the Configuration Management requirements of AUTEC Configuration Management Plan (CDRL A006). After receiving approval for the plan, then the Contractor shall develop the system. The contractor shall design methods and approaches to the loading of CM assets and attributes to the Government hosted Configuration Management Sharepoint database. The contractor shall verify the operation of and document the system in Configuration Management Implementation and Verification Report (CDRL A007). The Contractor shall provide Training Materials for the delivered database (CDRL A008) and conduct two training events.
4.3 AUTEC PROPERTY MANAGEMENT
The contractor shall attend AUTEC Property Management conference phone calls on a quarterly basis in order to collect information necessary to analyze the current property management processes. The contractor shall analyze AUTEC Property Management processes to determine the necessary updates to meet the Government’s stated minimum requirements in accordance with AD 3.5. (CDRL A009)
The contractor shall review the AUTEC plan for Navy ERP PP&E, including legacy data conversion and process documentation. The contractor shall deliver a post implementation assessment detailing process execution, issues, risks or deviation from FIAR objectives, and identify process improvement recommendations. The contractor shall deliver findings IAW CDRL A00A.
4.4 Financial Alignment and FIAR Compliance
The contractor shall review and analyze AUTEC current business processes with regard to FIAR compliance. As part of the report delivered as CDRL A00A, the contractor shall identify recommendations for process improvements to achieve enhanced FIAR compliance. The contractor shall include in the report recommendations on process execution, issues, risks or deviation from FIAR objectives. The contractor shall identify process improvement recommendations to achieve FIAR objectives.
5.0 PROGRESS MEETINGS AND REPORT
The contractor will schedule and document a monthly progress meeting with AUTEC Code 703 leadership that reviews work status under SOW tasking 4.1, 4.2 and 4.3.; status of each program; and existing or potential problem areas for all assigned tasks. (A00B). The contractor shall conduct a final Program Review with the government no later than 10 business days before the end of the period of performance.
5.1 Contract Data Requirements List. The Contractor shall submit deliverables in AMS CDRL Tool per Exhibit A.
