GD-MS SYSTEMS SUPPORT

1.0 ABSTRACT

1.1 This item describes the request for OEM technical services through General Dynamics-Mission Systems (GD-MS) with the JHSV Interior Voice Communication System (JIVCS) and the JHSV Ship Computing Environment (JCSE)

1.2 This item describes the request for OEM technical services through General Dynamics-Mission Systems (GD-MS) with the JHSV Remote Surveillance System (JRSS) and the JHSV Entertainment and Training System (JETS).

1.3 This item describes the request for OEM technical services through General Dynamics-Mission Systems (GD-MS) with the JHSV Wireless Intergraded Communication System (JWIVCS)

1.4 This item describes the request for OEM technical services through General Dynamics-Mission Systems (GD-MS) with the STAR SAFIRE III FLIR camera system.

3.0 ITEM LOCATION/DESCRIPTION:

3.1 Locations:

4.0 GOVERNMENT/CONTRACTOR FURNISHED MATERIAL/EQUIPMENT: None

5.0 NOTES:

5.1 Performance Period: 14 July – 13 August 2021

5.2 Location of Work: Far East, Singapore

5.3 Contractors shall allow 24-48 hours for processing of all requests.

5.4 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.

5.5 In the course of executing its workshare under this contract, GDMS may inadvertently export “covered technical information” and technical data to MSC-approved/cleared foreign nationals providing ship support or overhaul services in the same areas as GDMS. Such inadvertent exports will not disclose the details of design, development, production, or manufacture of any defense article, and are authorized pursuant to 22 CFR 125.4(b)(3).

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.

7.0 STATEMENT OF WORK REQUIRED:

7.1 The Contractor shall furnish labor required to inspect, and test subcomponents of the JHSV Ship Computing Environment system (JCSE), JHSV Interior Voice Communication System (JIVCS), JHSV Remote Surveillance System (JRSS), JHSV Entertainment Training System (JETS, and JHSV Wireless Interior Voice Communication System. These subcomponents are outline as follows:

7.2 The JRSS System

7.2.1 The Contractor shall perform the following:

7.2.2 Perform a comprehensive test and inspection of the JRSS system to include but not limited to:

7.2.2.1 JRSS cameras, video encoders, and video display processors.

7.2.3 Note any discrepancies and provide condition-found report to the MSC Principle Port Engineer.

7.3 The JWIVCS System

7.3.1 The Contractor shall perform the following:

7.3.2 Perform a comprehensive test and inspection of the JWIVCS system to include but not limited to the following:

7.3.2.1 JWIVCS wireless access points and LAN controller

7.3.3 Note any discrepancies and provide condition-found report to the MSC Principle Port Engineer.

7.4 The JCSE System

7.4.1 Perform a comprehensive test and inspection of the JCSE system to include but not limited to the following:

7.4.1.1 JCSE Network Management Server (NMS)

7.4.1.2 Correct version and update for NMS Solar Winds software.

7.4.2 Note any discrepancies and provide condition-found report to the MSC Principle Port Engineer.

7.5 The JIVCS System

7.5.1 Perform a comprehensive test and inspection of the JIVCS system to include but not limited to the following:

7.5.1.1 JVICS PA/GA Controllers

7.5.1.2 JVICS PBX Controller

7.5.1.3 JVICS Nodes

7.5.1.4 JVICS Distribution Network Switches

7.5.1.5 JVICS IP-Based Intelligent Endpoints

7.5.1.6 JVICS Sound powered Telephones

7.5.2 Note any discrepancies and provide condition-found report to the MSC Principle Port Engineer.

7.6 The JETS System

7.6.1 Perform a comprehensive test and inspection of the JETS system to include but not limited to the following:

7.6.1.1 12x8 Matrix Switch

7.6.1.2 Media Server/Player

7.6.1.3 Audio Encoder

7.6.1.4 3 LCD TFT Monitor Bank

7.6.1.5 Projector Assembly

7.6.1.6 Sea Tel Antenna Assembly

7.6.2 Note any discrepancies and provide condition-found report to the MSC Principle Port Engineer.

7.7 Upon completion of service repairs, the Contractor shall provide on-site crew training (designated by Ship’s Master) on the JETS, JCSE, JIVCS, JRSS and JWICS systems.

7.8 STAR SAFIRE FLIR CAMERA

7.8.1 The Contractor shall furnish labor required to inspect, and test subcomponents of the STAR SAFIRE III Camera system.

7.8.2 Perform a comprehensive test and inspection of the STAR SAFIRE III Camera system to include but not limited to the following:

7.8.2.1 Current and correct Ocularis Software update.

7.8.2.2 In depth overview of Monthly Nitrogen purge and fill record

7.8.2.3 In depth overview of IR Sensor Cool Down record.

7.8.2.4 Current level/amount of amount of Nitrogen in system upon OEM technician’s arrival.

7.9 EPIC System: Furnish labor and materials to carry out repairs to the EPIC system.

7.9.1 Utilize Ref 2.1.6 Service Report to determine material required to repair/replace all listed equipment.

7.10 Repair speakers at the following locations:

7.10.1 Mooring Deck STDB - IP: 10.0.63 [MEL#: 501.9]

7.10.2 Pump RM 6 – IP: 10.0.1.106 [MEL#: 493.208]

7.10.3 Dry Storage – [MEL#: 493.166]

7.10.4 Engine room 2 – [MEL#: 493.151]

7.10.5 Mission Bay – [MEL#: 493.140]

7.10.6 Mission Bay – [MEL#: 493.131]

7.10.7 STBD Quarter Mission Bay

7.10.8 Outside magazine

7.11 Replace the Node 1 network switch with CFM.

7.12 Replace the EPIC unit in Captain’s Stateroom with CFM.

7.12.1 Operationally test the unit in presence of Captain or CHENG.

7.13 Troubleshoot and correct all alarm faults for EPIC.

7.13.1 If unable to correct an alarm, list the alarm and associated equipment, description of alarm, possible causes, and recommended corrective action in para 7.7 condition report.

7.14 Verify system operation and passwords accessibility is functioning for all components. Program all repaired equipment and prove functionality in presence of SF representative.

7.15 Provide a condition report detailing condition found, work accomplished, and recommendation for repaired including parts required.

7.16 Upon successful systems inspection and testing of ALL systems stated above in this SOW, the Contractor shall provide a Condition Found Report (CFR) listing any discrepancies found. Submit a final comprehensive report to the MSC REP detailing any system deficiencies, tests, alignments, adjustments, and setting/configuration changes, along with any recommendations for corrective actions/restoral.
