Department of Health and Human Services Indian Health Service Claremore Indian Hospital
Specifications Emergent Dental Compressors and Vacuums Updated February 20, 2025
1. PURPOSE OF THE PROJECT
The Claremore Indian Hospital (CIH), Indian Health Services (IHS) has a need for dental compressors and vacuums. The existing equipment is failing and needs emergent replacement.
2. DETAILED DESCRIPTION OF THE TECHNICAL REQUIREMENTS
2.1 Existing equipment to be replaced is as follows:
2.1.1. Ramvac Osprey air compressor with Model OSP24S, S/N: CR1509122 and S/N: CR1509152 with OF 1201 & OF1202 dual heads and C2 Controls.
· 230V, 1-phase, 16 amps, 60 Hz,
· Max pressure: 10 bar/145 psi
· Ambient temperature: 0-40 C
2.1.2. Ramvac dry vacuum Bison 5 Model 818E.1050.1, s/n: BN0906141 and s/n: BN1508118 with S2 Controls
· 230V, 1-phase, 60 Hz, 10 amps, 1650 rpm
· S2 Controller Model 002544 115/230VAC, Motor Input Power 230V, 1-PH, 60 Hz, 16A

2.1.3. All units are controlled by an existing Ramvac OWL controller utilizing a RAMVAC OWL HUB to communicate with all air compressor C2 controls and dry vacuum units with S2 controls. The air compressors and dry vacuum systems located in the hospital’s mechanical room support fourteen (14) dental operatories roughly 235 linear feet away on the opposite side of the hospital.

2.2 New equipment replacement specifications:
2.2.1. All replacement equipment to re-use existing Ramvac OWL controller & OWL HUB, and do NOT need the Aeras Intel controller system.
2.2.2. Two (2) compressors like or equal to a Ramvac 8-User capacity Rotary Vane Pump Compressor (C8-2SS) with the following features:
· Standard (85-115 psi) and high-pressure (105-125 psi) toggle
· 8-user capacity
· 4 HP Total
· Sound Shield
· Weighs less than 250 lbs
· Dimensions no larger than 35”x25”31”
· 20-gallon tank
· 230V, 1-phase, 60 Hz, 16 amps or less on a 20 amp-rated circuit
· C2 Controls with ability to be controlled by a Ramvac OWL controller
· Dry clean air dual-desiccant setup with a pressure dew point of -40 C
· Air filtration 0.01 microns
· 100% duty cycle
2.2.3. Two (2) DRY vacuums like or equal to a Ramvac 7-User capacity Dry Vacuum (RV7-2) with the following features:
· 7-user capacity
· 3 HP Total
· 230V, 1 phase 60hz, 16 amps or less on a 20 amp-rated circuit
· Weighs less than 350 lbs
· Pump only dimensions no larger than 26”x19”x31”
· 8” drain valve centerline to floor
· S2 Controls with ability to be controlled via network with Ramvac OWL controller
2.2.4 Contractor shall contact the Contracting Specialist for any questions or issues noted with this solicitation and SOW information.
3. PERIOD OF PERFORMANCE
30 days from date of award
4. LEVEL OF EFFORT
4.1. The contractor shall provide new equipment to replace the existing equipment systems.
4.1.1. This should include all accessories to operate the equipment and features as listed to include, but not limited to:
4.1.1.1. Cables
4.1.1.2. Adapters
4.1.1.3. Batteries
4.2. The contractor shall delivery to Claremore Indian Hospital at 101 S Moore, Claremore, OK 74017 with all installation instructions, warranty documents, and specifications.
4.3. Training: Contractor shall provide an online resource for training and initial use.
5. SPECIAL REQUIREMENTS
5.1. In accordance with HHSAR 304.1300(b) non-routine contractor employees shall comply with OPDIV DHHS/SE Region – Human Resources, Security Clearance Guidance – Visitors (3/29/12) policy for contract performance period. Contractor employees will be required to obtain a visitor’s pass upon arrival for services from Facilities Management. - (Security Clearance for on-site human services)
5.2. The US PHS Claremore Indian Hospital is a tobacco/smoke free environment (buildings and grounds). No tobacco/smoking use will be tolerated during service.
5.3. Security Requirements: Contractor personnel will be required to contact the government designated point of contact upon arrival when reporting for service calls or delivery supplies. The contractor shall be responsible for the security of all organizational information. Current rules and regulations applicable to the premises, where the work shall be performed shall apply to the contractor and its employees while working on the premises. These regulations include but are not limited to, escort by Claremore Indian Hospital official, presenting valid identification, smoking restriction and any safety procedures.
5.4. The contractor shall not disclose or cause to disseminate any information concerning operations of Claremore Indian Hospital. Such action(s) could result in violation of the contract and possible legal actions.
5.4.1. All inquiries, comments, or complaints arising from any matter observed, experienced or learned of as a result of or in connection with the performance of the contract, the resolution of which may require the dissemination of official information, shall be directed to the government’s designated representative.
5.5. Termination Amortization Schedule: A termination amortization schedule shall be included as an attachment of the awarded contract. If the Government does not exercise any of the options listed in the price / cost schedule, the Government’s not exercising the options will have the same effect as if the Government terminated for convenience. All remedies afforded to contractor in regards to a termination for convenience shall be available to the contractor.
6. DELIVERABLES AND REPORTING REQUIREMENTS
6.1. Delivery: The contractor will coordinate the delivery, installation and training date with the designated government employee. The government will provide the contractor with dock access and building access for this sole purpose. The designated government employee will work with the pertinent government agency(ies) to secure the needed dock access. No deliveries can be made after 4:15pm. Driver needs a valid ID.
6.2. Contractor Point of Contact: The contractor shall furnish one designated point of contact (POC) to the government’s designated representative for coordination of supplies, delivery, and/or maintenance. The POC will be empowered to make daily decisions to ensure that the contract implementation and day-to-day maintenance meets the terms and conditions of this contract.
6.3. Contractor’s Phone Numbers: The contractor shall provide a toll-free telephone number for service calls, which must be answered during at least eight working hours, between 8:00 am and 4:30 pm, Monday through Friday.
7. GOVERNMENT FURNISHED PROPERTY, FACILITIES AND SERVICES
7.1. The Government shall make no supply of property, facilities, and services.
8. CONTRACTOR FURNISHED PROPERTY, FACILITIES AND SERVICES
8.1. Required personnel, materials, supplies and equipment: The contractor shall furnish all personnel, materials, supplies and equipment required to perform work under the contract, to include but not limited to: equipment and shipping.
9. CHANGES TO THE SPECIFICATIONS
9.1 Any changes to these specifications shall be authorized and approved only through written correspondence from the Contracting Officer. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.
9.2 Contractor shall contact the Contracting Specialist for any questions or issues noted with this solicitation and SOW information.
