Statement of Work

Demolish B35, B4 and Two Unlisted Assets

USDA-ARS

Mayaguez, PR

Statement of Work: This project is to demolish and remove Demolish B35, B4 and 2 unlisted assets located at USDA-ARS-Tropical Agriculture Research Station, 2200 Pedro Albizu Campos Ave. Suite 201, Mayaguez, Puerto Rico 00680

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

Registration can be obtained through: https://www.beta.sam.gov Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

A site visit has been scheduled for August 17, 2023, at 10:00 AM EST. Please submit the names of those requesting to attend along with the name of the companies they represent to lynn.hults@usda.gov by August 16, 2023, by 3:00 PM CST.

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.

All employees of the general contractor or subcontractors shall have the 10- hour OSHA certified Construction Safety course and/or other relevant competency training. Supervisors shall have completed the 30-hour OSHA training.

Base Bid: Provide all equipment, labor, and materials necessary (including dumpster/container if applicable) to:

· Demolish USDA B4, B35 and 2 unlisted assets taking care not to damage any adjacent structures at B4

· Provide 24-hour constant armed security at location of B4 from time equipment arrives at site, through demolition activity and until all debris is removed and site leveled. B4 is to be demolished and removed in one complete non-stop operation with no break in work to ensure rapid demolition and debris removal in order to minimize any disruption with the locality who may have members who may show up to demonstrate against the demolition. Note that the mezzanine building off to the side of B4 is not to be demolished and must be protected from any damage during the demolition of B4.

· Demolish and remove any foundations.

· Restore grass after leveling location in the vicinity of Building 4 with the same type sod and vegetation as surrounds the existing mezzanine (to be left intact) and Building 4.

· Collapse any septic systems identified by Lab personnel and level all grounds to ground level of demolished buildings and dispose of all debris.

· Perform an environmental assessment on B4, B35 and 2 unlisted assets for lead and asbestos

· Provide all quotes as turn-key completed work.

· Work shall be accomplished in accordance with all local, state and federal codes and regulations.

All cost proposals shall be detailed out so ARS can determine if all aspects of the project are understood and appropriately accounted for in the bid. A separate document detailing how project will be completed shall be submitted along with any bid. It is preferred that the cost detail of the bid be submitted in Excel and the proposal be submitted in Word.

Contractor Responsibility:

1. Contractor will verify all dimensions and site conditions prior to beginning work.

2. Contractor will perform the work as listed in the above outlined Base Bid.

3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Site Supervisor on the job while working on this project.

7. Contractor will provide their own restroom facility and dumpster.

8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.

9. The Contractor shall confine all operations on Government premises to areas authorized or approved by the Contracting Specialist/Officer or Representative (CO/COR).

10. Employees of general contractor and subcontractors shall comply with ARS security management program, obtain permission from the CO/COR, be identified by project and employer by wearing contractor issued identification badges (if required) at all times on ARS property, and restricted from unauthorized access.

11. The Contractor shall hold and save the Government, its officers, and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

Material / Submittals:

The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the Contract Specialist/Officer (CO) and Contracting Officer Representative (COR) as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Demolition Procedure:

1. Contractor shall verify all dimensions and site conditions prior to beginning work.

2. Contractor shall schedule the work between working hours as listed below.

3. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor.

4. The contractor shall always be responsible for protecting their work and ensuring the safety of their crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

5. All items demolished shall become property of the Contractor and be removed by Contractor from ARS property.

6. Contractor shall follow all ARS EMS disposal criteria. Recyclable materials shall be recycled, and the savings shall be included in the contractor’s quote, therefore passed on to the government.

7. Contractor shall be responsible for providing disposal records where applicable.

Damage to Property:

· Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government. Note that the mezzanine building off to the side of B4 is not to be demolished and must be protected from any damage during the demolition of B4.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 30 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist/Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

ARS reserves the right to shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown. The Contractor may return to the site only with the written approval of the CO/COR

Work Hours:

Contractor’s working hours shall be coordinated with Elkin Vargas at Mayaguez in order to expedite the demolition of B4 and secondly the additional demolitions of B35 and 2 unlisted assets. Should it be necessary to work hours other than the regular working hours (0600 to 1600), the contractor shall arrange for access to the area with the CO/COR/AO three days prior to the need.
