STATEMENT OF WORK
GENERAL REQUIREMENTS
PART 1 – LOCATION AND DESCRIPTION OF WORK
1 Background
This project shall include nighttime janitorial services performed at four different facilities within
Mt Rushmore National Memorial. All cleaning supplies, cleaning chemicals, tools, and equipment will be supplied by Mt Rushmore National Memorial. No other work, other than janitorial services are required, this is a janitorial labor service agreement only. The work of this contract shall be performed to meet all federal, state, and local rules and regulations. The work will consist of cleaning restrooms, and re-supply of consumable paper products, mopping tile floors, vacuuming carpet floors, wiping touchable surfaces, within an interpretative museum or a group of interpretative displays and collecting trash from restrooms and interior public spaces. It is Mt Rushmore Facility Management experience that the contractor’s crew sizes, of three (3) custodians, can complete the scheduled work for this requirement. The custodial crew members shall include an onsite Custodial Lead who is required and essential to the managerial aspect of this requirement. Staffing must be adequate to provide for continuity of custodial services for the duration of the period of performance(s). One Custodial Lead must be present during each performance period.
2 Working Conditions
Work is performed in four separate buildings that are separated from distances between 1/4 and
1/2 miles with significate elevation change. Staff required to complete the work is one lead custodian and two general labor custodians. All travel is completed by walking between locations and include the use of historic uneven steps that must be navigated. Work requires light to medium physical effort and lifting up to 50 pounds. Motorized or wheeled access between locations is not provided by NPS but is acceptable if Contractor provides availability and is approved by Contracting Officer Representative (COR). Most work is preformed indoors, but some work is performed outside and is subject to incumbent weather conditions. Travel between building locations is performed in dark conditions on paved surfaces with typical night lighting.
3 Work Covered by the Contract Documents

Work consists of NIGHTLY janitorial cleaning at four facilities as follows:
• SCULPTOR’S STUDIO
1. Clean the men’s and women’s side restrooms on the lower floor following prescription:
a. Sweeping of the entire tiled floors in both men’s and women’s side restrooms and foyer/hallways, collecting debris and soil, disposing of debris and soil into trash barrel.

b. Emptying three feminine hygiene receptacles located in the stalls of the women’s restroom on both sides and emptying contents into trash barrel, replacing the sax paper liners in all receptacles.
c. Opening each toilet paper dispenser in both restrooms (five total) and removing empty rolls and replacing paper as needed with supplied toilet paper ensuring that rolls to be replaced are completely exhausted to limit waste of paper products. No paper products shall be left outside or on any of the receptacles.
d. Opening each soap dispenser and refilling each soap dispenser as needed (four total) with supplied E2 handwashing product only, ensuring that dispensers are not overfilled to limit waste of product.
e. Using a brush and supplied crème clean scouring cleanser, scrub the inside of each toilet (five total) and each urinal (one total) in the building.
f. Spraying supplied solution of 73 acid disinfectant cleaner onto each flushometer, toilet, and toilet seat (five total), urinal and flushometer (one total), sink and faucets
(four total) and water fountain (one total) in the building and promptly wiping off the applied solution and any soil on these fixtures and buffing to a shine.
g. Using supplied 255 glass cleaner solution, spray each mirror (four total) in the building and promptly wipe off solution and any soil, leaving no streaks, runs, water spots, or soil.
h. Using a mop and mop bucket, and supplied wash n’ walk floor cleaner solution, thoroughly mop the floors in both the men’s and women’s side restrooms, and foyer/hallway, rinsing frequently and removing any soil, dirt, debris, etc. from the floor surfaces. Empty and rinse out the dirty mop water into the basin in the closet and rinse out the basin and mop bucket leaving no visible soil.
i. Apply supplied bio-enzymatic odor eliminator lightly to areas immediately around toilets and urinals only after the floor is completely mopped and dried.
j. Remove liners from two trash receptacles located inside the restrooms (one each on men’s and women’s side), replace line with supplied liner, and place trash in barrel in appropriate location.
k. Return all tools and equipment to their designated locations upon completion of work activity.
l. Refill chemical dispensers and sprayers with the appropriate chemical as indicated on sprayer and return to designated locations. These dispensers and sprayers will be filled at the Sculptor’s Studio.
m. Turn off all faucets, hoses, etc. before leaving the restrooms.
2. Clean the top floor, staircase, and elevator of the Sculptor’s Studio following prescription:
a. Using a dustmop and supplied dustmop treatment, lightly spray the dustmop with the treatment and sweep the top floor of the Studio ensuring that all soil, dead insects, etc. are swept up and removed from the floor surface. Sweep out the elevator foyer and top staircase landing with the dustmop or other appropriate tool removing all soil, insects, etc.
b. Using supplies 255 glass cleaner and clean rags, dust off windowsills, and clean interior surfaces of windows removing all soil, smudges, fingerprints, etc. from the window surface and any dust or soil from the windowsills.

c. Using a vacuum cleaner, vacuum all the area rugs including in front of the main entrance doors, and under the benches – this may require removing the benches from the area rugs to thoroughly clean them.
d. Using a broom, sweep the staircase and remove any soil, debris, etc.
• TRAILSIDE RESTROOM
1. Clean both the women’s and men’s bathrooms on each end of the building (two restrooms total) using the following prescription:
a. Sweeping of the entire tiled floors in both the women’s and men’s side restrooms and foyers, collecting debris and soil, disposing of debris and soil into trash barrel.
b. Emptying three feminine hygiene receptacles located in the stalls of the women’s restroom on both sides and emptying contents into trash barrel, replacing the was paper liners in all receptacles.
c. Opening each toilet paper dispenser in both restrooms (five total) and removing empty rolls and replacing paper as needed with supplied toilet paper ensuring that rolls to be replaced are completely exhausted to limit waste of paper products. No paper products shall be left outside or on any of the receptacles.
d. Opening each soap dispenser and refilling each soap dispenser as needed (four total) with supplied E2 handwashing product only, ensuring that dispensers are not overfilled to limit waste of product.
e. Using a brush and supplied crème clean scouring cleanser, scrub the inside of each toilet (five total) and each urinal (one total) in the building.
f. Spraying supplied solution of 73 acid disinfectant cleaner onto each flushometer, toilet, and toilet seat (five total), urinal and flushometer (five total), sink and faucets (eight total), and water fountain (two total) in the building and promptly wiping off the applied solution and any soil on these fixtures and buffing to a shine.
g. Using supplied 255 glass cleaner solution, spray each mirror (four total) in the building and promptly wipe off solution and any soil, leaving no streaks, runs, water spots, or soil.
h. Using supplied hoses and hose bibs, thoroughly spray the floors in both the women’s and men’s side restrooms, and remove any soil, dirt, debris, etc. from the floor surfaces. Direct rinse water toward the floor drain in women’s side and urinal drain in men’s side.
i. Apply supplied bio-enzymatic odor eliminator lightly to areas immediately around toilets and urinals only after the floor is completely mopped and dried.
j. Return all tools and equipment to their designated locations upon completion of work activity.
k. Refill chemical dispensers and sprayers with the appropriate chemical as indicated on sprayer and return to designated locations. These dispensers and sprayers will be filled at the Sculptor’s Studio.
l. Turn off all faucets, hoses, etc. before leaving the restrooms.

• LINCOLN BORGLUM VISITOR CENTER
1. Clean both the women’s and men’s bathrooms on each end of the building (four total) following this prescription:
a. Sweeping of the entire tiled floors in both the women’s and men’s side restrooms and foyers, collecting debris and soil, disposing of debris and soil into trash barrel.
b. Opening and checking ten per side (20 total) feminine hygiene receptacles located in the stalls of the women’s restroom on both sides (Lincoln and Washington), emptying contents into trash barrel, and replacing a new supplied wax paper liner into each receptacle.
c. Opening each toilet paper dispenser in both restrooms (30 dispensers total) and removing empty rolls and replacing paper as needed with supplied toilet paper ensuring that rolls to be replaced are completely exhausted to limit waste of paper products. No paper products shall be left outside or on any of the receptacles.
d. Visually checking each soap dispenser and refilling each soap dispenser as needed
(four per room, eight per side, 16 total in building) with supplied E2 handwash product only, ensuring that dispensers are not overfilled to limit waste of product.
e. Using supplied floor dryer fans, ensure that the floor is free of excess moisture and is dried. Rewrap power cords neatly and return fans to proper location. Replace any power outlet cover.
f. Using a brush and supplied crème clean scouring cleanser, scrub the inside of each toilet (15 total) and each urinal (five total) in both rooms on both sides of building. g.
Spraying supplies solution of 73 acid disinfectant cleaner onto each flushometer, toilet, and toilet seat (15 total), urinal and flushometer (five total), sink and faucets
(eight total), and water fountain (two total) in the building and promptly wiping off the applied solution and any soil on these fixtures and buffing to a shine.
h. Using supplied 255 glass cleaner solution, spray each mirror (five total) in the building and promptly wipe off solution and any soil, leaving no streaks, runs, or soil.
i. Using a mop and mop bucket, and supplied wash n’ walk floor cleaner solution, thoroughly mop the floors in both the women’s and men’s side restrooms, rinsing frequently and removing any soil, dirt, debris, etc. from the floor surfaces. Empty and rinse out the dirty mop water into the basin in the closet and rinse out the basin leaving no visible soil.
j. Using supplied floor dryer fans, ensure that the floor is free of excess moisture and is dried. Re-wrap power cords neatly and hang up in proper location.
k. Apply supplied bio-enzymatic odor eliminator lightly to areas immediately around toilets and urinals only after the floor is completely mopped and dried.
l. Return all tools and equipment to their designated locations upon completion of work activity.
m. Refill chemical dispensers and sprayers with the appropriate chemical as indicated on sprayer and return to designated locations.
n. Remove trash liners from two trash barrels (one in each restroom) and replace liners with new supplied liners. Collect trash and refuse and deposit in specified location following specified instructions.
o. Turn off all faucets, hoses, etc. before leaving the custodial closets.

2. Using vacuum cleaners, brooms, or other appropriate tools thoroughly remove all soil, debris, etc. from the carpeted areas on the main hall, exhibit hall, and area rungs located in front of the elevators (two total) and the entry doors (four total, two on each side).
This includes vacuuming underneath displays and other areas in the main exhibit halls.
3. Using supplied stainless-steel cleaner, thoroughly clean the interior surfaces of both elevators and polish removing all fingerprints, soil, etc. This includes the interior and exterior surfaces of the elevator doors.
4. Using supplied 255 glass cleaner solution, spray the interior and exterior glass surfaces of two sets of entry doors (one on each end of building) and promptly wipe off solution and any soil leaving no streaks, runs, or soil on the glass surfaces.
5. Using vacuum, broom, or other appropriate tools, remove any debris or soil from the elevator floors and using a mop with supplied wash n’ walk floor cleaner solution, mop the elevator floors.
6. Using dustmop, broom, vacuum cleaner, or other appropriate tools, remove any soil, debris, etc. from the concrete floors in both theatres (two total) and the carpeting in both theatres. This will require walking through each row, picking up any debris or trash, and disposing of in appropriate trash barrel, sweeping or vacuuming any residual soil, dust, etc. from the floor surfaces.
• MAIN RESTROOM BUILDING
1. Clean both the women’s and men’s bathrooms using the following prescription:
a. Sweeping of the entire tiled floors in both the women’s and men’s side restrooms and foyers, collecting debris and soil, disposing of debris and soil into trash barrel.
b. Removing six feminine hygiene receptacles from their mounts located in the stalls of the women’s restroom and emptying contents into trash barrel, spraying the inside of the receptacles with provided bio-enzymatic odor eliminator, and replacing the wax paper liners in all receptacles.
c. Opening each toilet paper dispenser in both restrooms (16 total) and removing empty rolls and replacing paper as needed with supplied toilet paper ensuring that rolls to be replaced are completely exhausted to limit waste of paper products. No paper products shall be left outside or on any of the receptacles.
d. Opening each soap dispenser and refilling each soap dispenser as needed (six total) with supplied E2 handwashing product only, ensuring that dispensers are not overfilled to limit waste of product.
e. Using a brush and supplied crème clean scouring cleanser, scrub the inside of each toilet (16 total) and each urinal (six total) in the building.
f. Spraying supplied solution of 73 acid disinfectant cleaner onto each flushometer, toilet, and toilet seat (16 total), urinal and flushometer (six total), sink and faucets
(12 total), and water fountain (two total) in the building and promptly wiping off the applied solution and any soil on these fixtures and buffing to a shine.
g. Using supplied 255 glass cleaner solution, spray each mirror (12 total) in the building and promptly wipe off solution and any soil, leaving no streaks, runs, water spots, or soil.

h. Using supplied 255 glass cleaner solution, spray the interior and exterior glass surfaces of two sets of entry doors (one on each restroom entrance) and promptly wipe off solution and any soil leaving no streaks, runs, or soil.
i. Using a mop and mop bucket, and supplied wash n’ walk floor cleaner solution, thoroughly mop the floors in both the women’s and men’s side restrooms, rinsing frequently and removing any soil, dirt, debris, etc. from the floor surfaces. Empty and rinse out the dirty mop water into the basin in the closet and rinse out the basin leaving no visible soil.
j. Using floor dryer fans, ensure that the floor is free of excess moisture and is dried.
k. Apply supplied bio-enzymatic odor eliminator lightly to areas immediately around toilets and urinals only after the floor is completely mopped and dried.
l. Return all tools and equipment to their designated locations upon completion of work activity.
m. Remove trash liners from two trash barrels (one in each restroom) and replace liners with new supplied liners. Collect trash and refuse and deposit in specified location following specified instructions.
n. Refill chemical dispensers and sprayers with the appropriate chemical as indicated on sprayer and return to designated locations.
o. Turn off all faucets, hoses, etc. before leaving the building.
B. All work will be performed under a base plus two (2) option period.
Period of performance is as follows:
Base Period: 124 calendar days, starting May 29, 2023, through September 30, 2023.
Option Period One: 134 calendar days, starting May 20, 2024, through September 30, 2024.
Option Period Two: 135 calendar days, starting May 19, 2025, through September 30, 2025.
Work shall be completed seven days per week, including holidays, and weekends between the hours of 8:00 p.m. and 1:00 a.m.
C. Staffing Requirements: The contractor shall provide custodial staff and supervision to cover the evening cleaning schedule and ensure full crew coverage 7-days per week including weekends and holidays for the entire contract performance period. The contractor shall provide an onsite Custodial Leader(s) who will be responsible for the performance of work.
The Custodial Lead(s) shall possess a minimum of six months experience in custodial services. The Custodial Lead(s) shall have full authority to act for the Contractor on all contract matters relating to daily operation of the contract. Prior to the beginning of each week, a schedule of staffing shall be provided by the Contractor to the COR. The Custodial
Lead shall be available via telephone while working on site at Mt Rushmore. All workers shall wear work clothing with identifiable company name/ logo while on site.
D. Work Management: The expectation is that the contract will be awarded sufficiently ahead of the period of performance start date, such that all mobilization will occur prior to the start date. The Contractor shall provide in writing to the COR, a list of all Contractor employees no later than five days prior to first custodial work. The list shall identify the Lead
Custodian and contact phone number, and each employee’s name who will be on site during the first week of work. The Contractor shall revise and resubmit it to the COR within two calendar days of any changes of personnel.

E. Deliverables: Notwithstanding the Contractor’s responsibility for total management during the performance of this contract, the administration of the contract requires maximum coordination and cooperation between COR and the Contractor. See Part 8 entitled
“Deliverables” for more information. The Contractor shall update and maintain other documents, which include the following:
a. Attendance Reporting:
The Contractor shall provide to the COR weekly schedule of workers who will be the onsite custodians. The custodial crew will be monitor nightly by Mt Rushmore Facility
Management personnel. Mt Rushmore Facility Management personnel shall assess the quality of work following completion of each shift. The Lead Custodian may be contacted during the nightly shifts to request the custodial crew re-work an area or address a task item (listed for each building above) that was missed or completed unsatisfactorily. Once the Custodial crew leaves the site, no call backs will be required, Facility Management will note the deficiency and the contractor will be required to address it at the next shift.
F. Cleaning Areas:
• Sculptor’s Studio is 2,500 square feet on main floor, 1,100 square feet on lower level, with two restrooms, a hallway, stairs, and one elevator.
• Trailside Restroom is 360 square feet with two restrooms.
• Lincoln Borglum Visitor Center is 14, 681 square feet with four bathrooms, two theaters, museum, interpretive area, and two elevators.
• Main Restroom is 1,500 square feet with two restrooms.
PART 2 – EXISTING UTILITIES N/A
PART 3 – CONTRACTOR’S USE OF PREMISES
1 Conduct of Operations: The contractor shall, always, conduct janitorial service operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the
National Park Service, and applicable park rules and regulations prescribed by the Park
Superintendent.
A. No signs or advertisements (except those specified herein and as required for safety) shall be displayed on the site or within the park unless approved by the Contracting Officer.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
C. Public Use of Site: Contractor shall, at all times, conduct operations to ensure the least inconvenience to the public.
2 On-site Work Hours: Work shall be performed during the nighttime hours of 8:00 p.m. to 1:00 a.m., Monday through Sunday, including holidays.
A. The Government’s regular (normal) hours of operation are from 05:00 a.m. to 11:00 p.m.
Monday through Sunday. Except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility
Page | 10 closing. Work on Saturdays, Sundays, Federal holidays, at night are included in this requirement. Hours of each Custodial shift start at 8pm and shall not exceed 1am.
The following Federal holidays are observed by the National Park Service during the period of performance (s):
Memorial Day
Juneteenth National Independence Day
Independence Day
Labor Day
B. Note: Any of the above holidays falling on a Saturday will be observed on the preceding
Friday; holidays falling on Sunday will be observed on the following Monday. The specific day that each holiday is recognized for each year can be found at the following site: Federal
Holidays (opm.gov). The contractor will provide full custodial shifts on each observed holiday period.
3 Contractor Use of Site and Care of Park Resources:
A. General: Contractor shall have limited use of the site. Limit use of premises to area of service provided as shown on site plan, see Janitorial Services Orientation Map. All facilities are accessible by motor vehicle or within 200 feet of vehicle parking. Do not disturb portions of project site beyond areas in which the Work is indicated.
B. Limits: NO unauthorized use of cleaning chemicals is allowed. Only use NPS supplied cleaning materials, tools, equipment, and cleaning solutions.
C. Driveways and Entrances: Contractor will be provided access to selected gates, and parking areas which are in proximity to the facilities covered under this service agreement.
D. Limit site disturbance.
No loud music is allowed.
No interference with the nightly program is allowed.
E. Utilities:
a. General: No cost to contractor.
b. Water Service: No cost to contractor. Water from existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for operations without any additional permit costs.
Use resources wisely and minimize waste of water.
c. Electric Power Service: No cost to contractor. Electric power from existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for operations without any additional permit costs. Use power in a resourceful manner and avoid excess power waste.
d. Toilets: Contractor may use restrooms in the facilities which are part of the contract.

Access to other NPS or Concessionaire facilities is not authorized under this agreement.
F. Security and Protection Facilities:
a. Environmental Protection: NO unauthorized use of cleaning chemicals is allowed.
Only use NPS supplied cleaning materials, tools, equipment, and cleaning solutions.
b. Cleaning of Equipment: NPS shall provide all tools and equipment. Contractor shall attempt repair or cleaning only with prior authorization. All damage or breakage of equipment shall be reported immediately to the on site Mt Rushmore Facility
Management personnel. Costs of negligent use may be charged to the contractor.
4 Storage – Staging Areas: Contractor shall use all NPS equipment, tools, and chemicals for janitorial services. Storage areas (cleaning closets with supplies) are present at each location.
Contractor shall have access to the storage areas and will be responsible for the organization and inventory as they are set up. A detail accounting of the contents of each cleaning closet, supply, or storage area shall be checked for accuracy by the Contracting Officer Representative or appointee.
5 Preservation of Natural Features: Strict guidelines for janitorial care of Historic Structures at
Mount Rushmore shall be followed. Contractor will be provided exact instructions, trainings, equipment, tools, and supplies to meet the protection of Historic Structures and Features.
6 Hauling Restrictions: N/A
7 Housekeeping – Cleaning of Equipment: Keep project neat, orderly, and in a safe condition always.
A. Gather trash from interior areas. Dispose of waste materials at designated location provided by NPS Facility Management personnel.
B. Address Recycling. Government goal is to salvage and recycle as much nonhazardous waste as possible. Use sustainable methods to greatest extent possible during this project, recycling material as is probable with local means. Gathered recyclables are deposited at the designated location provided by NPS Facility Management personnel
8 Photo Documentation: N/A
9 Fire and Life Safety:
A. Comply with the requirements of NFPA.
B. Store and handle hazardous materials in accordance with manufacturers and OSHA
29CFR1926 Subpart D requirements 1926 | Occupational Safety and Health Administration
(osha.gov). Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical.
a. Immediately report all spills of hazardous materials to the Contracting Officer, Contracting Officer Representative, and park.
b. Maintain a spill emergency response kit.

c. Train employees how to respond to a spill and use an emergency response kit.
10 Noise and Acoustics Management
Noise Control: Perform operations to minimize noise. Perform noise-producing work in less sensitive hours of the day or week as directed by the Contracting Officer or Contracting Officer
Representative.
A. Repetitive and/or intermittent, high-level noise is permitted only during daytime.
a. Do not exceed the following dB(A) limitations at 50 feet:

PART 4 – EXAMINATION OF THE SITE
1 An opportunity for contractors to conduct a site visit prior to bidding will be made available to prospective bidders through the Contracting Officer (CO). A specific date and time will be set for all prospective bidders to see and hear the same information at the same time. Please see the solicitation for this date and time. All interested contractors are urged to visit the job site and examine existing conditions before submitting quotes. Contractors will be expected to complete the work as specified and quoted.

3 Warranties: Workmanship warranty will be based on the daily performance inspections by the
Contracting Officer Representative. The acceptable performance will be measured by the COR assigned to the identified location. This performance will be mutually agreed upon prior to the first day of service.
