1.0 INTRODUCTION

The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to construct a parking area at Soundside Ramp 60 in Buxton, NC.

2.0 CONSTRUCTION SITE LOCATION

The address for the project site is approximately 1,000 feet north of Buxton, NC and immediately south of the Off Road Vehicle Ramp 60.

3.0 BACKGROUND AND EXISTING CONDITIONS

Soundside Ramp 60 is an off road vehicle access lane on the west side of NC Highway 12 to the

Pamlico Sound. NC Highway 12 is a two lane paved road with a 55 mile per hour speed limit in the vicinity of Soundside Ramp 60. The project site is located immediately south of Soundside

Ramp 60, and approximately 1,000 ft north of Buxton, NC. The project site is west of NC

Highway 12. A power pole owned by Cape Hatteras Electric Cooperative (CHEC) is located approximately 15 ft south of the entrance of Soundside ramp 60. Another power pole is located approximately 215 ft further south. The highway is approximately 7 ft above sea level in the vicinity of the project site. The ground slopes gradually from the edge of the paved area toward the sound. Wetlands exist on the west side of Highway 12 and range from approximately 28 ft away up to 85 ft from the edge of pavement along Highway 12. The project site is approximately 18 inches lower in elevation and overlaps with the wetland area. The blue line on the figure below delineates the wetlands.

4.0 SCOPE OF WORK

Construct the parking area per the tasks below and the associated sketches.

1. Task 1: Sawcut existing asphalt pavement at the edge of NC Highway 12 to create a clean square edge, approximately 72 LF.

a. Cut no more than 4 inches into the existing edge of pavement of NC Highway 12.

Ensure a square edge is formed on the asphalt pavement. Dispose of asphalt at an approved landfill.

2. Task 2: Site Prep:

a. Remove existing vegetation in project area limits as shown on the attached sketch.

Do not remove more than shown. Install silt fence at the edge of disturbed area to mark the limits of construction. Do not remove more soil to a depth than is necessary to remove grasses, bushes, and root matter that is within the project limits. Keep disturbance on the perimeter of the project area to a minimum.

b. Dispose of the excess soil in a Landfill. Retain and re-use as much soil as possible for backfill and revegetation around the perimeter of the new parking area. Remove roots and branches from material retained for reuse.

c. THE LIMITS OF CONSTRUCTION ARE LIMITED TO 5 FT OUTSIDE

OF THE LINE OF INSTALLED BOLLARDS.

3. Task 3: Construct a 30 ft wide new asphalt entrance for the new parking area intersecting

NC Highway 12 as shown in the below layout, approximately 1400 sf.

a. Form a flush-flush finish with the pavement of Highway 12.

b. Utilize a 20 ft radius for the intersection of the new paved entrance and Highway

12.

c. The entrance drive shall be 3 inches of asphalt Surface course per NCDOT spec

Superpave S9.5B on top of 6 inches of compacted ABC stone. Install the ABC stone a minimum of 6 inches wider on each side of the asphalt pavement.

d. The entryway must not be sloped to drain water onto Highway 12 and may not result in a puddle at the intersection to Highway 12. Slope the pavement at 1:48

e. Remove the edge of pavement markings at the intersection of HWY 12 at the new entrance.

f. Provide a stop sign meeting MUTCD guidance mounted on a 4”x4” post – install so that the bottom of the sign is a minimum of 60 inches above ground level. The wooden post shall be straight without warps or twists, shall be treated for ground contact, shall be mounted at least 30 inches depth below ground, and shall not stick up greater than 4 inches above the tope of the stop sign. Cuts in the post shall be treated with Copper Naphthenate.

g. The transition of the asphalt entrance to the clay/shell parking area must match the following detail:

Figure 3: Paved surface to unpaved surface transition

4. Task 4: Build a 16 Car Parking Lot on the beach side of the road off of Highway 12 near

Soundside Ramp 60. The limits of construction must be within the area marked with flags onsite. No work shall be performed within 5 ft of the exiting power poles owned by

Cape Hatteras Electric Cooperative. The disturbance shall be kept to the minimum to complete the project. See proposed layout below.

a. The parking lot must have clay and clam shell mixture according to the attached material specification. The surface of the parking lot will be shells.

b. The parking area must be at least 162 ft x 48 ft wide (approx. 8,000 sf), not including the entrance lane. No curb is required around the perimeter of the parking lot. The new parking area must be at least 20 ft from Highway 12 traffic lanes.

i. Parking area per drawing below in clay and shell: Approx 8,000 sf

ii. Entrance area constructed of clay and shell: Approx 682 sf

iii. Paved entrance area constructed of asphalt: Approx 1,400 sf

c. The clay and shell mix must be 14 inches thick minimum. The clay mixture must be placed and compacted to 90% standard proctor tests. The clay base layer must be a minimum of 8-12 inches thick to provide adequate drainage for the final.

The shell layer must be a minimum of 6 inches thick. The final shell surface must be a minimum of 6 inches and maximum of 12 inches above grade and provide a minimum of 1:50 slope toward the sound. Side slopes from the shoulder area to tie into existing grade shall be 3H:1V.

d. Overall slope of the final parking surface shall drain toward the south.

5. Task 5: Backfill, grade, and seed surrounding disturbed area.

a. Provide backfill to grade a minimum 24 inch shoulder around the sides of the new parking area.

b. Ruts shall be filled in and raked smooth before final acceptance of the project.

c. Provide top 4 inches of back fill material as topsoil in disturbed soil areas.

6. Task 6: Provide bollards around the parking lot.

a. Around the perimeter of this parking lot, install bollards to mark the perimeter of the parking area. The bollards must be new 6 in x 6 in square bollards spaced 6 ft apart, with minimum 2.5 ft embedment and 3.5 ft above grade. The bollards must be pressure treated for ground contact according to the American Wood

Preservation Association (AWPA) U1 standard. The bollards shall be installed in the edge of the shell material around the perimeter of the parking lot up to the paved entrance.

b. Coat the tops of the bollards with Copper Naphthenate (8% minimum concentration) wood treatment. Top coating must completely cover the top of the bollards.

c. Install 1.5 inch diameter poly-manila nylon rope through the bollards. Drill holes through the bollards approximately 5 inches from the top of the bollards. Rope must be a continuous run through the bollards. Tape and burn both ends of the rope to keep the ends from fraying.

7. Task 7: Provide seeding to the disturbed area, including demolished ruts or other disturbance created by construction. Continue to water the grass until 75% of the area has seeded and growing. Seed Mix shall meet Table 1 below or approved equal.

a. Seed shall be suitable for the following:

i. Mostly sun location

ii. Residential lawn

iii. Mowing operations with hand operated push or riding mowers

iv. Sandy soils

v. Septic Field coverage (roots that do not grow deeper than 24 inches)

vi. No weeds (dandelion, bahai, pennywort)

vii. No exotic species.

b. Broadcast or Hydroseed. Add a cover crop of grain rye at 30 lbs/acre. Rake broadcasted seed mix into the soil and saturate with water 2 – 3 times per day for

7 days, or until 75% of the area has seeds germinated and growing at least 1 inch high. Hydroseeded area may be observed for 7 days or until 75% of the area has growing seeds. If after 7 days, the area is less than 75% covered with new growth, overseed again and water 2-3 times per day until 75% of the ground is covered with growth.
