BEDFORD VA MEDICAL CENTER

Welch Allyn Connex Vital Signs

STATEMENT OF WORK

Period of Performance 12/1/2021 - 11/30/2022

OBJECTIVE

To obtain a contract for service, maintenance, and application support for the fleet of Welch Allyn Connex Vital Signs equipment and server at the Bedford VA Healthcare System. Connex is the Welch Allyn software solution that automates the vitals documentation process by sending the data directly to the EMR.

SCOPE

The system to be covered and supported is at the following location:

Bedford VAMC 200 Springs Rd Bedford, MA 01730

SYSTEMS TO BE COVERED

The following is to be provided by the Contractor in order to cover and support the entire Welch Allyn Connes system including the Vital signs monitors and Server.

Connex Premium Service Support Agreement
Agreement should include: Software updates/upgrades; corepoint license and support if applicable; onsite services; 7x24x365 telephone and remote diagnosis technical support; direct access to the Partners in Care Support Center

SERVICES

The contractor shall provide 7x24x365 phone support and remote diagnosis technical support to clinical engineering staff, on-site service will be provided when deemed necessary. Any and all software upgrades, vulnerability patches and security updates shall be covered a performed by field service engineer, including any required Microsoft patches.

Before arriving on station clinical engineering staff shall be notified. All documentation of service shall be reported to clinical engineering staff within 48 working hours of service.

SUPPORT/MAINTENANCE

Connex Premium Service support provides the Bedford VA with the ability to call the contractor’s support desk or email to report problems, receive technical support, and answer any questions about the optometry equipment.

The Contractor will provide the Clinical Engineering Service at the Bedford VA Medical Center with a report of all work completed on the equipment listed above within a reasonable timeframe.

The Contractor will supply any mobile media used to support the equipment listed above to the Clinical Enigneering Service at the Bedford VA Medical Center prior to connecting it to the equipment for servicing in order to be scanned for malware, spyware, or viruses.

SOFTWARE UPDATES

The Contractor will provide software updates related to safety and quality, as well as new versions and fixes/enhancements as needed.

HARD DRIVE RESTRICTIONS

The Contractor will not remove the hard drive, used to store patient information, from the location listed above. The hard drive will remain the property of the VA. This includes both the initial hard drive and any subseunetly installed hard drives.

KEY ASSUMPTIONS

The contractor shall take all necessary precautions to prevent damage to any government property. The contractor shall report any damages immediately and shall be assessed current replacement costs for property damaged by the contractor, unless corrective action is taken. Any damaged material (i.e., trees, shrubs, lawn/turf, cubs, gutters, sidewalks, etc.) will be replaced in a timely manner or corrected by the contractor with like materials, at no extra cost to the government, upon approval of the Contracting Officer.

The contractor's employees shall wear visible identification at all times while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police-Security Service. The VA will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at the VA. Cellular phones and two way radios are not to be used within six feet of any medical equipment. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States (Federal) District Court, not a local district state, or municipal court.
