1. SCOPE STATEMENT
The contractor shall design and build an approximately 987 square foot concrete pad that will be used to store a seed dryer. It will be connected to the existing pad that is located next to building 36 at the Agricultural Research Service (ARS) facility. The facility is located at 3512 Midpines Road Raleigh, NC. The concrete pad shall be at least six inches thick with rebar reinforcement and must be able to handle the weight that the pad will encounter during cyclical and static loading. Grading of the site is also required and the pad shall be built to allow proper drainage.
1.1. Site Visit
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted.
The site visit shall be for the purpose of observing conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor is responsible for inspecting the site and ensuring compatibility of all materials and equipment.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a quote. Registration can be completed at www.sam.gov/portal/public/SAM.
2. CODES AND STANDARDS
Relevent Codes and Standards apply and are not limited to the following:

3. PROJECT REQUIREMENTS AND DESCRIPTION
The additional concrete pad is about 987 square feet. The actual dimensions are provided in a diagram shown in figure 1 on page 8.
• The contractor shall perform the grading of the soil around the building to facilitate drainage away from building.
• Remove soil for necessary concrete depth. This needs to be about 36 yards from the building.
• Move and level soil to site about 50 yards from building 36.

• Seed dryer weighs 5,700 lb. Each of two seed-dryer plenums will have a maximum of 6,000 lb of seed.
• Forklift (6,800 lb) + full seed container (≤ 2,000 lb) = total 8,800 lb
• 987 square feet (336+651)
3.1. Demolition and Preparation
• The existing concrete pad shall be modified in order to facilitate the proper installation of the new concrete pad.
• Contractor is responsible for disposal of removed material.
3.2. Disposal
If hazardous materials are present, they shall be properly disposed; according to all applicable local, state, and federal codes and regulations regarding hazardous waste disposal.
Removed equipment, materials, trash, and debris shall become the property of the Contractor. Location of disposal site and length of haul shall be the Contractor's responsibility. Dispose of removed materials in a safe manner and at frequent intervals in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
3.3. Logistics
• Space is available for dumpster and uncovered onsite storage.
• Power for tools is available on site.
• Bathroom facilities are available on site.
• Contractor is responsible for receiving materials.
• Site access is available Monday – Friday from 8:00AM until 5:00PM except in the case of a federal holiday, which will result in no access that day.
4. CONTRACTOR RESPONSIBILITIES
The contractor shall provide a high quality concrete pad that can handle the maximum weight that the pad could be exposed to during operation. All labor, supervision, tools, materials, transportation, equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work shall be provided by the contractor.
The project work shall be performed per the following guidelines:
• Contractor will verify all dimensions and site conditions prior to beginning work.
• The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees.
• Contractor is required to manage the project and consult with the Government prior to beginning all work phases.

• Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its workers. The building will be occupied during construction work.
• Contractor must have a superintendent on the jobsite when crews are performing the construction work.
The contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the contractor shall remove all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
Site Access during Covid-19 recovery will require additional steps. At this time, contractors are to have their temperatures taken, and will be asked a series of questions regarding general health and exposure to others with symptoms of illness (coughing, fever, short of breath, etc.). Contractors will also be asked if they have a mask. These access requirements are subject to change at any time without warning.
5. DOCUMENTATION REQUIREMENTS
5.1. Submittals
Reviews, comments and responses to RFIs shall be accomplished within 5 days for the contractor and the government will have upto 5 days to review and respond to contractors request.
5.2. Pre-Construction Submittals
Contractors’ packages shall include a project plan specifying materials to be used in the project.
Prior to Construction Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval.
1. Work Schedule including daily start/stop time.
2. List of contract site personnel
6. SAFETY REQUIREMENTS
The contractor is responsible for complying with all local, state and federal safety codes and regulations.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, 6 | P a g e guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.
7. PERIOD OF PERFORMANCE
The completion of this project shall not exceed 30 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
7.1. Work Hours
Contractor work hours shall be Monday through Friday, 8:00 A.M. to 5:00 P.M. except on Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval three days prior to schedule change.
7.2. Monitoring
Location monitor (LM)/Contracting officer’s representative (COR) will make daily inspections of work progress and quality in accordance with contract specifications. Contractor will speak with the LM/COR daily to provide update of work performed, status of schedule, and other items requiring attention.
8. WARRANTY
The contractor shall provide and submit a single written warranty, stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA. The contractor shall correct any covered deficiencies which occur during the guarantee period within one week after notification.
