Chiller #2 Refrigerant Leak Repair

A. GENERAL REQUIREMENTS

Repair building’s second chiller (chiller #2) and return to service. Chiller #2 is a 544-ton Carrier chiller that started leaking refrigerant (see photos) and was taken out of service. A scheduled site visit is strongly recommended! Contact the LPOC.

B. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES

The contractor shall provide materials, tools, labor, and equipment to fulfill the requirements of this statement of work. Contractor shall recover and preserve the remaining refrigerant from Chiller #2, replace crossover isolation valve and gasket (per specifications as new), test chiller for any leaks, reinstall existing recovered refrigerant and additional R134-A to full operating level, pull vacuum on system to make sure moisture has been removed from system, test chiller for leaks and normal operation, and finally, place chiller #2 back into service and notify LPOC of completed work. Please assume 50% of R134-Arefrigerant is remaining (see photos).

Last known observation: Chiller 2 was on standby when system controls switched from chiller 1 to chiller 2. Within 30 minutes, chiller 2 started leaking refrigerant from iso valve (see photos below). A full diagnostic has been completed and the above method of repair has been determined. LPOC shall be contacted IMMEDIATELY IF any unknown/unforeseen attention is needed during the repair process.

Chillers #1 & 2 were overhauled approximately 2 years ago and only ran once.

B. WORKING HOURS

All work shall be performed during normal working hours of this facility, 8:00am to 4:00pm, Monday through Friday, except Government holidays. Work performed outside the normal working hours shall be scheduled in advance.

C. SECURITY

Contractor shall sign in all employees working on the job site.

D. FINAL INSPECTION

LPOC and contractor will perform a final walk-through and inspection for proper functionality and quality of the repair.

Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the project activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense to pre-damaged condition to the satisfaction of the LPOC.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

c. The Contract Documents may not represent all surface conditions at the site and adjoining areas.

d. Government will not furnish any labor or equipment to unload or move materials or supplies.

Disposal of Removed Materials and Debris:

a. Dispose of materials, waste, trash, and debris in a safe, acceptable manner, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.

b. Removed materials, trash, and debris shall become the property of the Contractor and shall be removed from the project site and be disposed of in a legal manner. Location of disposal site and length of haul shall be the Contractor's responsibility.

c. The contractor should make every effort to recycle as much of the project debris as possible.

d. Comply with hauling and disposal regulations of authorities having jurisdiction, per federal, state, and local requirements.

Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of the project and shall repair or replace any items damaged through its own negligence.

Cleanup:

The project site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the LPOC or COR.

Final Payment/Contract Closeout:

The following documents are REQUIRED FOR FINAL PAYMENT (other documents may also be required):

a. Invoice sent through the IPP system.

PROJECT SCHEDULE: The Contract time for this project is 10 calendar days from the notice to proceed.
