U.S. Department of Justice Executive Office for Immigration Review Office of the Chief Immigration Judge

STATEMENT OF WORK

The Office of the Chief Immigration Judge (OCIJ) desires to provide training for court administrators, staff members in positions to prepare for succession into the role of court administrator, and others within our organization that may benefit from these courses, as determined by OCIJ leadership.

1. DESCRIPTION OF TRAINING: The training required is a series of courses designed to culminate in certifications as a Certified Court Manger (CCM) and as a Certified Court Executive (CCE).

Training is to occur in two phases:

PHASE I - Certified Court Manager (CCM) Courses:

1. Accountability & Court Performance

2. Budget & Fiscal Management

3. Caseflow & Workflow Management

4. Project Management for Courts

5. Purposes & Responsibilities of Courts

6. Workforce Management

PHASE II - Certified Court Executive (CCE) Courses:

1. Educational Development

2. Essential Components

3. Executive Decision-Making

4. Leadership

5. Modern Court Governance

6. Public Relations

7. Visioning & Strategic Planning

2. LOCATION: Classes shall be virtual, on a platform provided by the vendor, which shall be accessible over the EOIR/OCIJ network.

3. NUMBER OF PARTICIPANTS: Capacity of up to 40 participants for each phase of training is required. The individuals enrolled may vary between the two phases receiving training.

4. PERIOD OF PERFORMANCE: Training for each phase shall be conducted over a period of time not to exceed twelve-weeks. The overall period of performance is June 28, 2021 – May 31, 2022.

Phase I shall commence on or about June 28, 2021.

Phase II shall commence after Phase I has been completed.

5. ADDITIONAL TRAINING REQUIREMENTS;

The training must be nationally recognized;

Training and training schedule must be customized to maintain court operations with minimal disruption to personnel and court cases;

Training materials must be customized specifically for OCIJ's immigration court requirements;

Vendor must possess prior experience training Immigration Court Administrators;

The training must facilitate real time discussions amongst the participants.

6. COURSE CANCELLATION

Should the occasion arise where a Government employee must drop from a Phase I or Phase II course, the Government retains the right to allow no more than two personnel the opportunity to take courses online or on-site free of charge to complete his/her scheduled training. Training must be completed prior to the end of the period of performance in which the student dropped.

The Government retains the right to allow Phase II personnel the opportunity to take scheduled make-up courses (if available) provided by contractor online or at contractor’s on-site training facility. Travel costs, if any, will be the responsibility of EOIR, USDOJ.

7. DELIVERABLES

Contractor shall provide status updates upon request and upon completion of each course and each Phase. Status updates shall include:

• A list of attendees enrolled in the course

• A list of attendees who successfully completed the course.

• A list of attendees who successfully completed Phase I and Phase II

• A list of attendees who did not successfully complete course requirements for

Phase I and/or Phase II

Completion certificates, if any, shall be provided to USDOJ/EOIR, OCIJ Headquarters for distribution to the attendees.

8. GOVERNMENT REPRESENTATIVES –

Contracting Officer Representative (COR) –

The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

Contracting Officer (CO) –

The CO is the appointed authority to bind the Government to the extent of the authority delegated. Direction that will modify the scope, schedule, terms and conditions, funding, or any action that may modify the agreement as originally entered into with the Government must be given only by the CO.
