STATEMENT OF WORK
VIDEO SURVEILLANCE SYSTEM (VSS)
Background: The current video surveillance system is antiquated and non serviceable. The proposed video surveillance system & equipment shall provide surveillance coverage of the Coast Guard Yerba Buena Island (YBI) complex, north end of base ensuring vulnerable locations of YBI facilities are tracked and recorded; with the ability to be built upon in the future. Build up consideration is to include the south end of the base and Bldg. 278 annex.
1.
Scope
The contractor shall provide all labor, equipment, supplies, materials, tools and transportation necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The contractor shall provide delivery of all equipments pertaining to enhancement of Sector San Francisco’s ability to manage public safety using stored video images collected by cameras placed at key areas aboard Sector San Francisco located on Yerba Buena Island, San Francisco, CA 94130.
2.
Security Requirements
All personnel hired by the contractor will require physical access to Sector San Francisco. Some of the spaces included in the scope of work are Classified spaces and require facility access vetting. Once a contract has been awarded, the company will provide all required information for contractors, vehicles and drivers to Sector San Francisco Command Security Officer. Information provided must include full names, social security numbers, and dates of birth. In the case that for any reason a driver is not allowed access to the base, the company will contact the Command Security Officer to rectify the situation immediately.

Technical Point of Contact Designation
All technical questions are to be emailed to the Contracting Officer listed in the solicitation.
4.
Type and location of Video Surveillance System equipment located on Coast Guard Island 1 Yerba Buena Road, San Francisco CA 94130:
4.1 The company will remove existing CCTV system to include 26 existing cameras, and removal of all existing wiring, mounts, monitors, and computers, etc. All existing CCTV equipment remains Coast Guard property and shall not be removed from the premises. CG SECTOR San Francisco personnel will be responsible for disposal in accordance with CG Property Management Manual.
4.2 The company will install Bosch CCTV equipment, or approved equivalent, capable of withstanding 24/7 marine environment conditions with sea-salt air and harsh weather in accordance with CG technical requirements while providing capability for 35% future expansion that has sufficient quantity of new cameras to provide video surveillance of CG Sector San Francisco. In addition, company will furnish all cabling, networking equipment, mounting hardware, weatherproofed conduit for cable runs, and all tools and equipment needed to complete and install 24 new camera’s and Viewing Workstation.
A. Required breakdown of camera capabilities and number of desired type:
A.1 One (1) Exterior Door Intercom Camera with HDTV, day/night, fixed bullet camera providing Forensic WDR and Lightfinder. IR corrected varifocal 2.8-8.5 mm F1.1P – iris lens with remote 3x optical zoom and focus. Multiple, individually configurable H.264 and Motion JPEG streams; max HDTV 1080p /2MP resolution at 50/60 fps.. Axis Zipstream technology for reduced bandwidth and storage needs. Video motion detection, active tampering alarm, shock detection and corridor format. Audio mic/line in, I/O for alarm/event handling and memory card slot for optional local video storage. OptimizedIR, a power-efficient IR LED technology covering a minimum of 40 meters (131 feet). To include integrated bracket for mounting on wall and ceiling. NEMA 4X, IP66/67 and IK10-rated for operation in -40°C to +60°C (-40 °F to 140 °F). Powered by IEEE 802.3af Type 1 Class 3 midspan (PoE). Recommend AXIS P1445-LE or equivalent.
A.2 Four (4) Interior Dome Cameras with day/night fixed dome with support for WDR – Forensic Capture, Lightfinder and OptimizedIR with built-in IR illumination. Discreet, dust and IK08 vandal-resistant indoor casing. Varifocal 3-10.5 mm P-Iris lens, remote focus and zoom. Multiple, individually configurable H.264 and Motion JPEG streams. HDTV 1080p at 30 fps with WDR, and up to 60 fps with WDR disabled. Axis’ Zipstream technology for reduced bandwidth and storage needs. Video motion detection and active tampering alarm. Memory card slot for optional local video storage. Power over Ethernet. To include mounting bracket for wall/ceiling or junction boxes. Recommend AXIS P3225-LV MKII or equivalent.
A.3 Two (2) Exterior Cameras with day/night fixed dome with support for WDR – Forensic Capture, Lightfinder and OptimizedIR with built-in IR illumination. IK10 vandal-resistant outdoor casing. A.4 Three (3) Exterior camera with day/night fixed dome with support for Forensic WDR, Lightfinder and OptimizedIR with built-in IR illumination. IK10 vandal-resistant outdoor casing. Varifocal 3.5-10 mm P-Iris lens with remote zoom and focus simplifying the installation. Multiple, individually configurable H.264 and Motion JPEG streams. 5 MP at 30 fps with WDR. Zipstream for reduced bandwidth and storage. Video motion detection and active tampering alarm. Memory card slot for optional local video storage. Power over Ethernet. To include mounting bracket for wall or junction boxes and weather shield against sun, rain or snow. Recommend AXIS P3227-LVE or equivalent.
A.5 One (1) Compact 8-megapixel exterior cameras with with four varifocal lenses enabling overview and detailed surveillance. With one IP address and one network cable, the fourcamera-in-one unit provides a flexible, cost-effective solution for multidirectional surveillance. 360° IR illumination, Forensic WDR and Lightfinder technology provides excellent video quality in any light conditions. Each camera head must be capable of being individually positioned (pan, tilt, roll and twist) along a circular track. Remote zoom and focus with clear cover, with no sharp edges, ensures undistorted views in all directions. The camera comes with an integrated weathershield. Recommend AXIS P3717-PLE or equivalent.
A.6 Four (4) Robust outdoor, 2 MP/HDTV, day/night fixed bullet camera with 32x optical zoom. Multiple, individually configurable H.264 and Motion JPEG streams; max HDTV 1080p /2MP resolution at 50/60 fps. Forensic WDR and Lightfinder for demanding light conditions and Axis Zipstream technology for reduced bandwidth and storage needs. Varifocal 4.3–137 mm, F1.4 with remote zoom and autofocus. To include analytics AXIS (or equivalent) Guard Suite, shock detection and active tampering alarm. Corridor format, Barrel distortion correction, Defog, Electronic image stabilization and Scene profiles Audio mic/line in, I/O for alarm/event handling and memory card slot for optional local video storage. OptimizedIR, a power-efficient IR LED technology. Integrated bracket for easy mounting on wall and ceiling. NEMA 4X, IP66/67 and impact resistant in -40°C to +60°C(-40 °F to 140 °F). Powered by PoE (IEEE 802-3af), 8-28 V DC or 20-24 VAC. To include a removable sunshield. Recommend AXIS Q1785-LE or equivalent.
A.7 Eight (8) PTZ exterior cameras with IR, HDTV 1080 and 30x optical zoom, H264/265 with Zipstream and Motion JPEG. IP66 for both indoor and outdoor use, WDR . to provide perfect image quality in all directions without distortion. WDR, EIS, Speed dry. To include Advanced gate keeper analytics, Midspan with fiber slot and RJ45 input. Recommend AXIS Q6125-LE or equivalent.
B. Required hardware and system equipment
B.1 Fifteen (15) Chromated and powder coated aluminum wall mount with 1.5" NPS thread for fixed dome pendant kits. Cable routing from behind or through 3/4" conduit hole on the side. Includes mounting plate, pipe seal and conduit hole cover. Recommend AXIS T91D61 or equivalent.
B.2 Two (2) Outdoor pendant kit for AXIS P32-VE Series, compatible with Axis ceiling-/wall mounts, AXIS T91A67 Pole mount and 1.5" NPS threaded pipes. Recommend AXIS T94T01D Pendant kit or equivalent.
B.3 Ten (10) Pendant kit for the AXIS Q60-series and AXIS P55-series PTZ Network Cameras, enables mount on standard '1,5" NPT threaded brackets. Recommend AXIS T94A01D Pendant kit or equivalent.
B.4 Five (5) Corner Bracket. Requires AXIS T91A61 Wall Bracket. AXIS P55-series, AXIS Q60-series PTZ Dome Network Cameras, AXIS P33
Series Pendant kit, AXIS P33-VE Series Pendant kit, AXIS 225 Pendant kit and AXIS 216/P3301 Pendant kit. Recommend AXIS T91A64 Bracket Corner or equivalent.
B.5 Two (2) Pendant Kit comprises a weathershield and a mounting adapter for AXIS P3717-PLE Network Camera. The mounting adapter is compatible with 1.5-inch NPS thread. The kit must enable AXIS P3717-PLE to be mounted on walls, poles, parapets and outer corners using AXIS T91 mounting accessories. Recommend T94N01D or equivalent.
B.6 One (1) Parapet Arm. Telescopic arm with adjustable length between 783 mm (30.1 in) to 1033 mm (40.7 in) for compensating different parapet thicknesses or obstructive elements on the facade of the building. Must Swivel round its own axis 180 degrees, allowing mounting/maintain the camera easily and safely from the rooftop. The mount is intended for outdoor fixed and PTZ dome cameras supporting 1.5” NPS thread. A retrofit mounting bracket (optional accessory) makes it possible to reuse holes drilled for Pelco’s PTZ dome parapet mount. Recommend AXIS T91D62 or equivalent.
B.7 Twenty four (24) 64 GB Surveillance cards. high endurance microSDXC™ card optimized for video surveillance. It has support for health status monitoring with Axis cameras or equivalent. The card enables flexible edge recording solutions with de-centralized video recording, eliminating the need of an onsite server, DVR or NVR. Optimizes bandwidth usage as video is recorded onboard each camera even when bandwidth is limited or absent. Combined with Axis Zipstream technology, even high quality video or longer retention times can be used effectively. Includes SD card adapter. Recommend AXIS brand if AXIS cameras are utilized or equivalent.
B.8 Two (2) 42” LED display monitors with wall mounting brackets
B.9 Minimum Requirement to support installed system One (1) Windows Server. Recommend Streamvault 2000E Appliance 1U 4 BAY, Xeon SILVER 4110, Two (2) 240GB M.2 SSD, 16GB RAM, Three (3) 6TB, Windows Server 2016, Two (2) 1GbE, Matrox G200- VGA
B.10 Minimum Requirement to support installed system One (1) Windows Server. Recommend GSA SV-300E with 4TB, Monitor, keyboard & mouse included. including Security Center Omnicast/Synergis/AutoVu software (Inc. region specific power cord) (1GbE port standard, option for 2x 1Gbe ports) (Display Connections: 1x DisplayPort, 1x HDMI. Adapters for DVI, VGA sold separately): - 1 Directory for up to 32cameras & 100 Readers (When used as a Client Workstation & Archiver) or 100 cameras & 100 readers (When used as an Archiver only) - 5 client/user connections - Plan Manager Basic - Alarm Management – Advanced Reporting - System Partitioning - Zone Monitoring – IO Module support - Import Tool – Visitor Management Module - Email Support - Macro Support (actual macros sold separately) - All languages supported B.11 Minimum Requirement to support installed system Three (3) Small Form Factor Streamvault Workstation Core i7 NVIDIA P620
4.3 Provide/Install Two (2) video monitoring stations and a Windows 10 based computer systems, in accordance with CG technical requirements to monitor and control the system in the Sector Command Center and Command Security Officer’s Office. If system is capable of only needing one computer to feed remote control stations a more central server room in Bldg 100 will be allocated. The monitoring station in the Command Security Office will require a 42” display screen. The computer must be loaded with software capable of managing and controlling all aspects of the CCTV system to include each camera. The system shall not be internet facing and not have any remote access capability. The system will require its’ own network and will not be allowed to connect to the CG network infrastructure in any way.
4.4 Installed system must be able to provide 24hr. surveillance and video recording with storage capabilities for a minimum of thirty (30) days archive and ability to permanently store and transfer data. The installed system must be easily expandable (to install additional cameras in the future). The CCTV must have the capability to adequately cover the following areas:
4.5 Provide (minimum) one (1) year warranty for all CCTV hardware and electronic systems. This shall include onsite troubleshooting assistance should any part of the system not operate in accordance to the original system specifications. Provide provisions for three additional years of system lifecycle maintenance (i.e. yearly on-site maintenance groom visits or service and support plan.)
4.6 The company will ensure all video is stored on a secure server, in a location to be determined by customer at site on Yerba Buena Island, San Francisco, CA 94130.
4.7 The company will ensure all video files are chain-of-evidence compliant; complete with watermark and date/time stamp.
4.8 The company will ensure all system access is strictly controlled, monitored and audited to include multiple layers of security and password protected.
4.9 CCTV system must meet all CG technical requirements. (See Electronic Security System Handbook) 4.10 All CCTV systems SOWs must be approved by the CGD Eleven Security Manager and DCMS-341 prior to execution.
5.
Delivery or Deliverables 5.1 The company must include the following:
a. Camera mounts and hardware
b. Switches
c. Video Processing
d. Video Management & Storage
e. Viewing and Control Station(s)
f. Camera network connection
g. Surveillance cameras with an IP67 rating, i.e., resistant to dirt, dust, and moisture. IP = Ingress Protection. 6 = completely dust tight; 7 = no harmful effects from moisture
h. Fiber optic networks
i. Cabling
j. Weatherproof cable enclosures (conduit, panduit, etc.)
k. Onsite system operational training and basic troubleshooting
l. Detailed system drawings within 6 months of completed installation)
Period of Performance:
Contractor shall commence work no later than FIFTEEN (15) Calendar days after contract award and all work is to be completed within FOURTY FIVE (45) Calendar days of contract award.
Work to be performed Monday through Friday between the hours of 0700 and 1500 excluding federal holidays.
Site Visit is scheduled for June 19, 2020 at 9:00. Meet at the front gate of Coast Guard Yerba Buena Island (YBI) complex, California 94130 All proposals shall have a break-down of labor costs, itemized equipment costs, and any proposed service/maintenance fees.
All prospective contractors MUST be currently registered within the System for Award Management (SAM) prior to proposal submission. Current SAM registration is required for all business wishing to do business with the U.S. Coast Guard. SAM registration can be completed at www.sam.gov
