STATEMENT OF WORK
CATHOLIC RELIGIOUS EDUCATION COORDINATOR FAIRCHILD AIR FORCE BASE CHAPEL
13 July 2020
1. SCOPE OF WORK
1.1. General: The Catholic Religious Education Coordinator will provide a comprehensive religious education program that meets the spiritual, intellectual, and developmental needs of Airmen and their families at Fairchild Air Force Base, Washington. The Catholic Religious Education Program Coordinator will coordinate and train Catholic community catechists for certification and prepare and coordinate the youth and adult catechetical programs including sacramental preparation.
1.2. Equal Opportunity Exemption
1.2.1. IAW FAR 22.807(b) (7), this contract is exempt through contract or subcontract. Contracts with religious entities. Pursuant to E.O. 13279, Section 202 of E.O. 11246, shall not apply to a Government contractor or subcontractor that is a religious corporation, association, educational institution, or society, with respect to the employment of individuals of a particular religion to perform work connected with the carrying on by such corporation, association, educational institution, or society of its activities. Such contractors and subcontractors are not exempted or excused from complying with the other requirements contained in the order.
1.3. Environment
1.3.1. The Fairchild AFB Chaplain Corps mission is to provide for the diverse religious and spiritual needs of Air Force personnel and their families, support individual rights under the First Amendment of the US Constitution and provide an opportunity for assigned personnel and their dependents to freely exercise their religious beliefs.
1.3.2. The Catholic Religious Education Program is designed to provide religious education opportunities consistent with the tenets of the Roman Catholic Church and the Archdiocese for the Military Services.
1.3.3. The Catholic Religious Education Coordinator serves as resource person, advisor and coordinator for all Catholic religious education offered through the Fairchild Air Force Base Chapel community.
1.4. Work Hours
1.4.1. The position will be paid based on a maximum of 32.5 hours (units) per week.
1.4.2. Each hour will constitute one unit of pay (1,690 units maximum annually; 52 weeks times 32.5 hours per week).
1.4.3. Monthly units shall not exceed 162.5 units (for those months with five weeks).
2. QUALIFICATIONS, SKILLS, AND KNOWLEDGE REQUIREMENTS
2.1. General: The Catholic Religious Education Coordinator must be able to lead and manage a multifaceted religious education ministry and possess the knowledge, skills, and capability to effectively operate in the distinctive environment of military communities and the military culture. In addition to having expertise in Roman Catholic religious education, the Catholic Religious Education Coordinator will have an in-depth understanding of the unique needs of military members and their families. The Catholic Religious Education Coordinator will have a working knowledge about working with military families in delivering successful religious education programs. The Catholic Religious Education Coordinator will also understand the military chaplaincy and will train and support their volunteers to work with chaplains of various faith groups as necessary. The Catholic Religious Education Coordinator must demonstrate competence and the capability to plan, organize, develop, implement, coordinate, and evaluate religious education activities and programs for pre-school, youth, adolescents and adults and be willing to work with family members of all nationalities and spiritual levels in a military environment.
2.2. The coordinator consults and coordinates with the Catholic Community Coordinator, Catholic Priest or Designee and provides administrative support to the Catholic Community Coordinator in the areas of program planning and execution.
2.3. Education: Have at minimum, a High School diploma and at least 1-year pertinent volunteer or paid experience in a Catholic religious educational program. Bachelor’s degree or relevant training, experience, or education is preferred.
2.4. Experience: Experience requirements may be adjusted based upon prior experience as a Religious Education or Catholic community coordinator. Experience can be in working with groups of people implementing projects or Catholic faith based programs.
2.4.1. One year of experience including but not limited to religious education, youth, men, women, singles and/or family ministries is preferred. The Catholic Religious Education Coordinator will have a minimum of one year preferred of religious education experience working directly with an established, Catholic, military children, youth, men, women, singles and/or family ministry program. The Catholic Religious Education Coordinator will also demonstrate fluency with Catholic faith and practice as articulated by the documents of the Second Vatican Council and subsequent statements of the United States Conference of Catholic Bishops. A letter certifying completion of this experience requirement signed by a previous supervisor or ministry leader is required with the application.
2.5. Certification requirements: The Catholic Religious Education Coordinator will obtain, or be currently enrolled and participating in a program that leads to Religious Education Coordinators (REC) Full Certification through the Virtual Learning Community for Faith Formation (VLCFF) Certificate in Catechesis (Level 1 & 2), University of Dayton. The Catholic Religious Education Coordinator will also obtain, within 90 days of this contract, Red Cross First Aid Training and CPR Training at no cost to the government. The Catholic Religious Education Coordinator must provide a copy of his or her Red Cross Card to the Wing Chaplain or NCOIC for his or her file. Additionally, the Catholic Religious Education Coordinator will complete government-provided, formal training for access to Information Technology networks and equipment.
2.6. The Catholic Religious Education Coordinator will complete a thorough review of all applicable Air Force Instructions to include AFI52-101, Planning and Organizing, 1 April 2019; AFI52-105, Chaplain Service Resourcing, Appropriated Funds, 23 June 2015; AFI52-105, Chapel Tithes and Offering Fund (CTOF), 23 June 2015; HCOI 52-105.2, Installation Records Check,14 March 2018; HCOI 32-10, Facility Management, 24 October 2010; and HCOI 52-105, Chapel Tithes and Offerings Fund, 20 March 2018. Background Check: The Catholic Religious Education Coordinator must be able to complete a Criminal Background Check, Financial Background Check, Driving Record Review, and Child Care National Agency Check with Inquiries (CCNAC-I).
2.7. The Catholic Religious Education Coordinator must have skills in the use of computers using MicrosoftTM Office 2016 and above or become proficient in the use of the Chapel’s computer equipment and software programs within two months of hiring.
2.8. The Catholic Religious Education Coordinator must maintain professional standards of conduct and public decorum, including but not limited to appropriate dress and grooming.
2.9. The Catholic Religious Education Coordinator must effectively coordinate and liaison with the Fairchild AFB community, Diocese of Spokane, the Archdiocese for the Military Services, and other Catholic educational, relief and service agencies as required.
3. CATHOLIC RELIGIOUS EDUCATION COORDINATOR RESPONSIBILITIES
3.1. The Chaplain Corps is authorized to utilize volunteers IAW DoDI 1100.21, Voluntary Services in the Department of Defense, to support religious education. A volunteer is an individual who performs gratuitous services in an official capacity in support of Chaplain Corps programs (e.g., RE, youth programs, etc.). All volunteers require oversight, training and recognition related to their specific duties. Volunteers who may come in contact with minors in the performance of their duties require a Child Care Criminal History Background Check IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.
3.2. Develop, schedule, market, promote, and implement annual Catholic Religious Education programs and activities in coordination with the contract Catholic Priest or designee. These activities include but are not limited to: coordinating and training Catholic community catechists for certification; preparing and coordinating youth and adult catechetical programs, including sacramental preparation; Vacation Bible School; supporting and coordinating religious education initiatives of the Catholic Women, Men, and Youth of the Chapel and Catholic men’s ministries; and marketing of these initiatives through the development and publication of the weekly Catholic community bulletin.
3.3. Integrate Archdiocese for Military Services mandatory curriculum and assessments into the religious education program. The Wing Chaplain or designee must approve all religious educational materials.
3.4. Develop an annual budget and calendar for the Catholic Religious Education Program detailing specific requirements for each activity and submit both to the Director of Catholic Ministries by 1 June of each year in coordination with the contract Catholic Priest or designee.
3.5. Provide a minimum of one catechist training event during the Religious Education year (September through May).
3.6. Coordinate and organize Religious Education Christmas and/or Easter programs for and including children of the Catholic community.
3.7. Facilitate Rite of Christian Initiation of Adults (RCIA), First Communion, First Confession and Confirmation sacramental preparation programs.
3.8. Participate in coordinating the annual visit by the Military Archdiocese bishop.
3.9. Coordinate services and events where initial sacraments are received.
3.10. Advertise religious education activities in the Catholic community bulletin, base paper (if applicable), chapel and base marquees, and social medial sites (e.g., Facebook) as required by AFIs and OIs and as directed by Catholic Community Coordinator or designee. E-mail Catholic community event reminders as required prior to all events. Organize and supply all Catholic information racks NLT Fridays at 1600. Maintain Catholic information boards with sign-up sheets for all events, calendars of events, activity sheets with points of contacts, chapel life photos, organized announcements, and local events as appropriate. Maintain the annex activities board with seasonal themes and chapel life photos. Ensure Catholic community information is current on the official base website and all chapel publications. Respond to Catholic community information requests within 48 hours.
3.11. Coordinate and implement Catholic Religious Education Program business with Chapel staff and other agencies to include finances, publicity, facilities, transportation, etc.
3.12. Participate in monthly and annual Catholic community planning meetings, monthly Catholic Advisor Council meetings, and in other meetings as required to accomplish the religious education mission.
3.13. Ensure that a minimum of two adults are present when children age 18 and under are participating in any religious education program and that line-of-sight supervision of all adults is maintained at all times. Ensure all volunteers working with youth below 18 years of age receive a background check as outlined in DoDI 1402.5 and 92 Air Refueling Wing Chapel Operating Instructions.
3.14. Arrive at least 30 minutes prior to weekly Religious Education classes.
3.15. Recruit, train and oversee all religious education volunteers. Assist auxiliary organizations (e.g., the Catholic Women of the Chapel) with religious education programs developed and provided for the Catholic Women of the Chapel.
3.16. Maintain a current roster of volunteer leaders and students to include names, addresses, phone numbers and other vital information as needed, and ensure this information is protected in accordance with the Privacy Act of 1974 (AFI 33-332) and other applicable directives.
3.17. Conduct and document Religious Education training for volunteers on a quarterly basis. Ensure volunteers are aware of local safety requirements and procedures.
3.18. Volunteer Appreciation: Organize a catechist/teacher/volunteer appreciation event annually in May.
3.19. Ensure all necessary supplies needed for the Catholic Religious Education Program are ordered and delivered to the Program Leader in a timely manner.
3.20. Submit all program rosters and attendance reports to the Director of Catholic Ministries or designee no later than the first duty day of each month or as requested.
3.21. Submit after-action reports for the Catholic community and ecumenical Religious Education programs to the Catholic Community Coordinator or designee within two weeks of conclusion of event.
3.22. Meet regularly with the contract Catholic Priest, Catholic Community Coordinator or designee to discuss/review the status of the Catholic Religious Education Program and exchange feedback during the contract period.
3.23. Communicate with parents on a regular basis regarding their child(s) religious education needs.
3.24. Recommend, select and secure appropriate materials and curriculum from approved sources and comply with the requirement that the Wing Chaplain review all religious literature purchased and distributed by the chapel.
3.25. Submit request for facility use, funds, equipment and other support according to chapel procedures.
3.26. Adhere to all Chapel Operation Instructions and Air Force policies.
3.27. Maintain all electronic files on the Chapel (HC) shared drive and comply with all Air Force Information Assurance and applicable ancillary training requirements.
3.28. Monitor and evaluate the quality of resources and instructional materials (toys, books, etc.) and secure required supplies through solicitation of donations or Purchase Request.
3.29. Maintain the Catholic Religious Program Office, storage cabinets, and Religious Education classrooms in a clean, sanitary, orderly, and safe manner. Open and secure the chapel building and other facilities used for Catholic activities as necessary. Ensure program leaders are trained in facility security.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES
4.1. The government will furnish all utilities in the areas of performance. These utilities include heating, fuels, gas, electricity, water, sewer, phone services (local calls only unless required in performance of work), mail distribution, refuse collection, fire and police protection.
4.2. The Government will provide the following equipment, supplies, and services below for services performed inside government facilities.
4.3.1. Equipment/Office Furniture. The Catholic Religious Education Coordinator will be provided space and equipment for performing services required by the contract.
4.3.2. Forms. The Chapel will provide required Government forms, either hard copy or computer-generated used in the performance of duties.
4.3.3. Supplies. The Chapel will provide supplies commonly used in the facility for administrative tasks.
4.3.4. Computer Equipment. The Chapel will provide computer equipment, software and peripherals as required. The Contractor will be required to use Government computer equipment in support of the Air Force Chapel mission.
5. SECURITY REQUIREMENTS
5.1. The Catholic Religious Education Coordinator shall ensure that all issued US Government keys are not lost, misplaced, or used by unauthorized persons. No keys issued to the Catholic Religious Education Coordinator shall be duplicated. The Catholic Religious Education Coordinator shall immediately report any occurrences of lost or duplicated keys to the NCOIC, Chapel Operations. The Catholic Religious Education Coordinator will ensure that all facilities are properly secured upon departure following an event.
5.2. Security Training. The Catholic Religious Education Coordinator shall receive initial and recurring security education training from the chapel security manager. Training must be conducted in accordance with DoD 5200.0, Information Security Program, and AFI 16-1404, Information Security Program Management.
5.3. Information Assurance training is required prior to access to government information networks. Training will be completed by the contractor and certification provided to the unit security manager upon completion.
5.4. For Official Use Only (FOUO): The Catholic Religious Education Coordinator shall comply with DoD 5400.7 Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the Catholic Religious Education Coordinator or volunteers shall not be retained by the Catholic Religious Education Coordinator and will be surrendered immediately to an appropriate Government authority.
5.5. Reporting Requirements. The Catholic Religious Education Coordinator shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, Catholic Religious Education Coordinator personnel, resources, and classified or unclassified defense information.
5.6. Physical Security. The Catholic Religious Education Coordinator shall be responsible for safeguarding all government property and controlled forms provided for Catholic Religious Education use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
6. QUALITY ASSURANCE
6.1. The Catholic Religious Education Coordinator will submit pay invoices via the Wide Area Work Flow (WAWF) or similar system.
6.2. The Contracting Officer Representative (COR) will monitor and inspect the contractor's performance. The contractor will be notified in writing of any and all noncompliance. The contractor will be given an opportunity to correct, if possible, nonconforming work and will be given an opportunity to respond in writing to any notice of noncompliance.
6.3. The position will be paid on the basis of an average of 32.5 hours per week. The contractor shall not perform in excess of 1,690 hours annually; 52 weeks times 32.5 hours per week. The contractor will be expected to invoice monthly and the requiring owner will validate the hours worked.
7. GENERAL INFORMATION
7.1. Hours of Operation. The contractor shall maintain office hours agreed upon by the Contracting Officer Representative (COR), Wing Chaplain or designee and will not exceed 32.5 hours per week. In the event the contractor is required to work irregular duty hours; e.g., night/weekend duty, and extended hours due to emergency situations, the Wing Chaplain or designated representative, in consultation with the Contract Priest and the COR, reserves the right to change the work schedule provided the contactor is given notice one week prior notice of the change.
7.2. Absences: The Catholic Religious Education Coordinator will personally perform the services described or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Wing Chaplain or designee in consultation with the Contracting Officer Representative (COR) and Catholic Priest. The Catholic Religious Education Coordinator is required to submit the name(s) and qualifications of proposed substitute of the Catholic Religious Education Coordinator to the COR, and the Wing Chaplain or designee for approval at least 14 days prior to the proposed absence that will exceed 14 days. Alternate or substitute Catholic Religious Education Coordinators must meet the requirements for the position as outlined in the Statement of Work (SOW). The Catholic Religious Education Coordinator is responsible for payment of a substitute.
7.3. Scheduled absences that will be more than 14 days, will require a 14 days in advance notice mutually agreed upon by the COR, Wing Chaplain in consultation with the Catholic Priest. Scheduled absences include vacation, continuing education, planned hospitalization, spiritual retreat, and other foreseeable events.
7.4. Unexpected, shorter-term absences that are 14 days or less, will not require that the contractor provide a replacement. Coordination is required per 7.3.
8. Criminal Background Check Requirement.
8.1. Annual Force Protection training as required.
8.2. Government will conduct criminal background checks on individuals providing services under this contract, using the procedures set forth in Department of Defense Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.
8.3. With the consent of the Wing Chaplain, COR or designee, the contractor may provide contract services prior to the completion of background checks. However, at all times when children are in the care of the contractor, the contractor shall be within sight and continuous supervision of a staff person, whose background check has been completed or parent/guardian IAW DoDI 1402.05.
8.4. The contractor shall have the right to obtain a copy of any background check pertaining to him or her and to challenge the accuracy and completeness of the information contained in the report.
8.5. Access to Base Information Network. Contract personnel requiring access to the Air Force network shall have completed a National Agency Check (NAC) verified through the Joint Personnel Adjudication System (JPAS). This is accomplished by completing the Electronic Personnel Security Questionnaire (EPSQ) or if applicable, completing a SF 85P, Questionnaire for Public Trust Positions. Contractor is required to fill out a Network Systems Authorization Form AF2875 and submit it to the unit security manager. All Contract personnel shall complete initial training in the Information Assurance Awareness Program (IAAP) and perform all refresher training as required.
9 CONTINUATION OF ESSENTIAL DOD CONTRACTOR SERVICES DURING CRISIS
9.1 IAW DoDI 3020.42 (Continuation of Essential DoD Contractor Services During a Crisis), and applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that Youth Ministry Coordinator services are not essential for performance during a crisis. Coordination with the COR and the Wing Chaplain will be required during declared times of crisis in order to maintain a continuity of ministry presence for Air Force members and families. Contract modifications may be needed in order to continue fulfilment of the contract.
10 TELEWORK
10.1 Telework will be approved on a case-by-case basis by the COR and CO, and at the sole discretion of the government. Work may be performed at an alternate location using equipment, which will be provided by the Government, if available. The Government will not assume operating costs associated with the Contractor using an alternative worksite and the Government must authorize all equipment used, if government equipment was not provided. The Contractor shall maintain availability during core hours via email and phone. All expenses for Internet, telephone connectivity, and other equipment services shall not be borne by the government. The Contractor shall provide a written request for telework with appropriate rationale for COR and CO approval prior to any telecommuting. Telework is at the sole discretion of the government and may be stopped at any time. Classified work is not authorized under telecommuting or alternate worksite. Authorized telecommuting or alternate worksite locations do not abrogate the Contractor's requirements for complying with the protection of information IAW DoD and USAF regulations, Security and Protection of Information sections of this PWS, contract clauses or DD Form 254.
