Statement of Work (SOW) Hurlburt Field – Caterpillar Simulator
1. DESCRIPTION OF SERVICES. The Contractor shall provide all certification, labor, equipment, materials, and supervision necessary to perform installation of the following Caterpillar (CAT) Simulators.
2. BASIC SERVICES. The contractor shall provide and install the items listed below:
2 Each: G4 - Simulator Base Unit on 120v Motion - 2 TV Stands (Part Number G4-CBU-M-2) 4 Each: 12 Months Technical Support & Maintenance Updates (Part Number 1SPPT12) 1 Each: Advanced Dozer Upgrade from G4 TTT (Part Number G4-AD-U4) 1 Each: Advanced Dozer VR Edition (Part Number G4-VR-AD) 1 Each: G2/G4 MG2 Upgrade to 4 Screens (Part Number G4-MG2-U4) 1 Each: Installation & Training II: Learning to get the Most out of Your Simulator (Part Number
LBR0014)
2.1 The contractor shall complete all installation to make the system operational. An operational system test of will be required.
3. TRAINING. The contractor shall provide up to 4 hours of on-site training.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES. There will be no Government
Furnished Property or Services provided for this effort.
5. HOURS OF OPERATION.
5.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: MON-FRI 0700 to 1600, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.
5.2. Recognized Holidays. The contractor is not required to provide service on the following days: New
Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
6. BASE ACESS.
6.1. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation. The contractor shall submit the employee listing to the Contracting Officer no less than 3 days prior to the performance start date and at least one day prior as changes occur. Employees with active warrants or felonies will not be granted access to the base.
6.2. The Contractor Employee List. This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to one or two. For work locations use building numbers or specify as base wide if applicable. Once completed, email the list to the Contracting Office representative in EXCEL format. The Contracting Officer will then prepare, attach a cover letter, and forward the Employee List to the Visitor Control Center.
6.3. Visitor Control Center Documentation. Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to provide two
(2) forms of identification. If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of Commercial gate Control Center administrating this function is closed after 1800 (6:00 p.m.), therefore, employees must arrive prior to this time in order for their documentation to be processed.
6.4. Contract Performance. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
6.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, and ammunition on themselves or within their contractor-owned or privately owned vehicle while on Hurlburt Field, FL.
6.6. Smoking, Eating and Drinking. The contractor shall permit smoking; eating and drinking only in 1st
Special Operations Wing designated areas.
6.7. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a government vehicle or personal vehicle on Hurlburt Field, Florida.
7. PROJECTED SCHEDULE.
7.1. Installation. The installation shall not last more than 7 calendar days from start of the project. The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer’s instructions. Contractor shall remove and dispose of packing material at an off base location.
7.2. Schedule. The contractor representative shall meet with the End User to review the installation drawings/design prior to installation. The contractor shall leave the area clean and free of all debris resulting from this installation. Before commencing work, the installation crew shall notify the Government POC the proposed schedule for approval. Additionally, the installation crew will bring the equipment/tools necessary to complete the job and will clean up at the end of each day and before leaving the designated job location.
8. MEASURING, CONVERSION AND GUARANTEE. It shall be the complete responsibility of the contractor to obtain accurate dimensions at the job site and to examine all conditions as they relate to this installation. Skilled technicians shall perform the installation. All work shall be accomplished in a neat and professional manner.
