Statement of Work For High Definition (HD) Borescope Contract Priority - Urgent Last Updated: 29 JAN 2020 1.0 Background

This will be a high definition, portable borescope optimized for inside diameter (ID) inspection of tubes.

1.4 Intended Use/Justification: Our R&D division’s borescope is over 25 years old and works sporadically. The proposed HD borescope will enable quality assurance/quality control (QA/QC) and inspection of developmental coatings. This portable HD borescope will compliment a recently purchased Bore Erosion and Measurement Inspection System (BEMIS; DLA/Nobel Delivery #SPE8E319F7675) and a proposed non-marring bore gage, and will create a suite of inspection and metrology equipment for developmental bore coatings.

2.0 Purpose

2.1 This Statement of Work defines the requirements and deliverables to be used in the selection and procurement of a specialized, high definition, portable, borescope for ID inspection of long tubes.

3.0 Requirements

3.1 The contractor shall provide a specialized, portable, high definition, portable borescope capable with the below requirements:

3.1.1 Item EM15595 - Dual camera, forward and side view high definition (HD) camera with ultraviolet (UV) and white light illumination.

3.1.2 Item EM15596 - Rack mount ruggedized computer including 2TB storage, DVD burner, mouse, keyboard, power supply and storage drawer.

3.1.3 Item EM15599- Aforementioned Item EM15596 built into a storage and field transit case.

3.1.4 Item EM15597 - (9) interlocking extension poles. Each pole is 45 in. long with cable management clips for operation of Item 3.1.1 in bores up to 35 ft. long.

3.1.5 Item EM15598 - (7 piece) Quick on/off centering fixtures for Item 3.1.1 for fitting tube inside diameters of 105mm, 120mm, and 155mm.

3.1.6 Item EM15613 – muzzle adapter for use during tube inspections with muzzle brake in place

3.1.7 Item EM15614 – down tube encoder to track position of camera inside tube.

3.1.8 Item EM15599 – (3) case set including: 1) control unit case, rack mount roll-around with storage drawer, 2) head case with umbilical and 9 piece extension pole set, and 3) muzzle adapter and encoder case

4.0 Delivery/Installation

All shipping costs are to be covered under this contract. The contractor shall demonstrate installation of the equipment during training (see below).

5.0 Training

The contractor shall provide training for at least five (5) people at Benét Laboratories, Watervliet, NY for at least two (2) days.

6.0 Warranty

The Contractor shall offer a standard commercial warranty, including onsite service warranty on labor, parts, and materials for a minimum period of one (1) year from the date of purchase. Note: there is no preventative maintenance as part of this order.

7.0 Written Deliverable The Contractor shall provide a packing slip and a certification with the equipment documenting that the equipment was inspected and meets all aforementioned requirements.

8.0 MRO Justification

The proposed portable, high definition borescope will modernize our tube inspection capability by replacing an antiquated (>25 yrs. old) borescope. Moreover, this equipment will enable reliable, rapid, inspection and documentation of developmental coatings.

9.0 General Requirements and Information

9.1 The period of performance of the contract shall commence upon award of the contract and shall be completed upon delivery and training of the portable, high definition borescope - which shall occur within 16 weeks from award of the contract.
