5) Boiler will be placed back in service and checked for proper operation.
6) Complete Repair, Testing and Inspection records including Form R-1 will be provided to USDA before final inspection and acceptance.
The facility will be occupied during construction activities. All work shall be scheduled in advance and coordinated with the facility representative to minimize the disruption to traffic, daily operations and research programs.
3. Safety The contractor will submit a Site Safety Specific Plan (SSSP) in industry recognizable format to the Contracting Officer within 14 days of contract award. The Government shall review the SSSP prior to the start any construction activities.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities, and personnel.
4. Contractor Requirements The contractor shall provide a complete and functional installation, including all labor, supervision, tools, materials, equipment, apparatus, transportation, rigging and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.
The project work shall be performed per the following guidelines:
1) Contractor will verify all dimensions and site conditions prior to beginning work.

3) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site weekly.
4) Contractor is required to manage the project and consult with the Government prior to beginning all work.
5) Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its workers. The building will be occupied during construction work.
6) All work is to be performed according with building codes, ordinances and laws of the Authority having jurisdiction on the project. When the requirements of the building codes, ordinances, and laws conflict with any other part of the building codes, ordinances and laws, the most restrictive requirement shall prevail.
5. Material Submittals Submittals and O&M documentation must be provided for all materials used on this project.
6. Damage to Property:
The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired to pre-damaged condition to the satisfaction of the USDA.
7. Inspection and Acceptance A government representative shall inspect and approve the work. The Contractor shall schedule inspection a minimum of 2 days in advance.
8. Period of Performance This boiler repair is extremely urgent and can be detrimental to operations and the mission of this research center. If boiler 1 goes down we will lose the ability to heat the building, operation of autoclaves and other sterilizing equipment. With it being the time of the year, it is this will cause a complete building shut down and all domestic water lines, fire protection and heating water will have to be drained to prevent freezing and rupturing of piping.
Furthermore, the boiler controls are proprietary and obsolete. Procuring new components is almost impossible with months of lead time. Boiler 2 suffered a Modbus control failure prior to the tube rupturing which leads us to believe but not confirmed yet, that the boiler may have run low on water causing the tubes to overheat and crack. Once the tubes are replaced boiler 2 will not run until controls are replaced due to the control failure.
Work must begin no more than 6 weeks after the awarding of the contract.
8.1 Work Hours:
Generally, contractor work hours shall be Monday through Friday, 7:00 A.M. to 4:30 P.M. except on Government holidays for most of the installation work. Tie-in or other work requiring outages will be performed after hours (pre-arranged at least 48 hours in advance).
Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to the schedule change.
9. Guaranty The contractor shall provide and submit a single guarantee stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA, except where manufacturer guarantees or warranties are for longer terms. The contractor shall correct any deficiencies which occur during the guarantee period within 24 hours after notification.
