INTRODUCTION
This document establishes the project requirements and specific services to be provided for replacement of the cold room refrigeration system in building 4383. It provides a schedule for the contract deliverables, relates project budget information, outlines unique project needs, and establishes the distribution list for submissions.

All work must meet ARS 242.1M “ARS Facilities Design Standards” found at https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf in addition to meeting all Local, State and Federal codes, and latest IBC codes.
SCOPE STATEMENT
The contractor shall provide all professional services necessary for the replacement of refrigeration equipment, removal of old equipment and installation of new equipment. The contractor shall prepare a detailed proposal with pricing for all installation work to complete the scope described herein. Preparation for this work will involve dialog with the researchers to determine detailed requirements of the refrigeration systems.
The new refrigeration equipment shall consist of two condensing units and a larger dehumidifier. The refrigeration system will need to be sized for the larger dehumidifier as well as the specifications, dimensions, and performance data of the existing Cold Room, and meet current USDA/ EPA refrigerant requirements. The current setpoints for the cold room are 4C and 25% humidity, the new equipment needs to meet or exceed these requirements and be adjustable to meet future needs of the cold room.
The dehumidifier needs to be upgraded to an IAT-1000RE that can maintain the 25% needed. This unit also needs to be moved outside (North end of the building) of the cold room and piped in, to stop condensation issues.
The new condensing units should be installed on the North end of the building to reduce refrigerant lines by 75%.
The new controller needs to be a Nor-Lake controller with temperature and humidity chart to match all other cold rooms and freezers.
The concrete pads for equipment will need to have drainage pipes installed under them for water run-off and proper drainage around the building. Building #4484 next door, has similar refrigeration equipment and pads with drainage that can be used as an example.
The current controls are connected to the alarm system for high and low temperature, and high humidity. This will need to be connected back to the alarm system for monitoring.
The contractor shall include all services and field labor, equipment (including cranes, rigging, and digging equipment if needed), materials, testing and personal protective equipment necessary to perform the work.
The contractor is recommended to visit the site prior to bidding on the new equipment renovation. All work should meet NEC, federal, state, and local codes.
No Government equipment or services will be available for use by the contractor. The contractor will need to supply its own bathroom facilities.
The contractor shall provide all engineering services, field labor, equipment, materials, testing and personal protective equipment necessary to perform the work.
The building will remain occupied during installation.
Objectives The objectives of this project are:
1) Provide a detailed technical proposal and cost estimate for the replacement of all refrigeration equipment, removal of old equipment and installation of new equipment. which include Condensing unit, Evaporator coils, Line sets, Controller, and Dehumidification equipment. This should also include all equipment pads, mounting, electrical, sensors, monitoring, plumbing and Labor to give a fully functional Cold Room
2) Include scheduling details for the installation work.
Contractor Responsibilities Contractor responsibilties shall include the following:
1) Proposal for the replacement of the cold room refrigeration systems.
2) Cost estimate for the replacement of the cold room refrigeration systems.
3) Conduct a minimum of one (1) site visit to survey existing systems, floor plan layout, electrical system, and utilities.
4) Schedule teleconferences and/or face to face meetings with the project team and other employees to discuss current and future cold room refrigeration requirements.
5) The contractor shall provide electrical connections. The units are 208Y, 3ph. Power is available in the same room and will require additional conduit to be installed.
6) Contractor needs to perform as much pre-installation work as possible to minimize down time during installation in order to maintain viability of the germplasm collection stored in the Cold Room.
Project Deliverables Provide documents in electronic PDF format via email attachment to the Contracting Officer (CO), LM, and Engineering Project Manager (EPM).
1) Startup and testing report.
2) Final commissioning report.
3) Final inspection report.
The final inspection report shall be provided to document the complete and successful installation of refrigeration system, dehumidifier, associated equipment, and utilities according to the manufacturer’s recommended installation instructions. Final inspection report shall include a completed punchlist confirming each action item has been addressed to the satisfaction of the end user.
Period of Performance The completion of this project shall not exceed 120 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer (CO) in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, 7:30 A.M. to 4:30 P.M. except on Government holidays. Any changes to work schedule shall be submitted to CO and AO for written approval prior to schedule change. (provided location with estimated down-time) Similar Equipment Pictures and specification
