Statement of Work
136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX
July 8, 2024
Project Title: B1675 HVAC Controls Upgrade Project Number: DDPM242008
1. Background/Objective: The 136th Airlift Wing has a requirement to replace the HVAC control systems for the
Maintenance Group in Building 1675 at Naval Air Station Joint Reserve Base Fort Worth. The current control system is obsolete and no longer supported by the original manufacturer. Therefore, a new direct digital control system is needed. It is the Government’s intent for the contractor to provide a complete and usable HVAC system by providing a single, integrated, and operational HVAC control system that would allow for monitoring and control using the NIAGARA system. Existing system equipment consists of the following:
1.1. Twelve air handling units (AHUs) with chilled water (CHW) and hot water (HW) valves, variable frequency drives (VFDs), static pressure controls, outside air (OSA) damper controls, supply, return, OSA and mixed air sensors, freezestats, smoke detectors, twelve external control valves (ECV) CH for space temp/humidity/CO for humidity and OSA control, OSA temp and humidity sensor for the OSA sensors.
1.2. Thirteen variable air volumes (VAV) with zone sensors
1.3. One Trane chiller and CHW pump
1.4. Ten water source heat pumps (WSHP) and controls
1.5. Four Lochinvar boilers and pumps located in Building 1674.
1.6. One small split system (less than 6 tons).
2. Scope: The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation and materials necessary to install an HVAC Control system in Building 1675. All work shall be performed in accordance with (IAW) this Statement of Work (SOW) and associated specifications and drawings. All work shall also be performed IAW with international, federal, state, local building codes, and the most current Unified Facilities Codes (UFC). The control system is to have the following salient characteristics:
2.1. Identify and install HVAC control components, ensuring integration with the base's Niagara system, and balance the system to ensure proper use and functionality. Items required include, but are not limited to, the following. It is the contractor's responsibility to identify all required tasks.
2.2. Install a Distech (or compatible) JACE with required license to control all devices in the system.
2.3. Provide building automation and control network (BACNet) MS/TP wiring to connect all controllers.
2.4. Install Distech (or compatible) controllers to replace obsolete MicroZone Controllers.
2.5. Install supply, return outside air and makeup air sensors for each air handler unit.
2.6. Connect all chilled water and hot water valves to system.
2.7. Connect all outside air dampers to system.
2.8. Connect all variable frequency drives and static pressure controls to system.
2.9. Replace VAV and fan power box (FPB) controllers with Distech (or compatible) ECB VAV controllers.
2.10. Install supply air (SA) and zone sensors for each VAV and FPB.
2.11. Install Current Transducers (CTs) to monitor fan and electric heat status.
2.12. Install BACNet card in chiller and poll all points.
2.13. Install BACNet card on boiler and poll all points.
2.14. Connect Freezestats and smoke detectors to VFD safety circuits.
2.15. Install boiler control in bldg. 1674 and any other necessary accessories to provide for humidity control in parachute room in bldg. 1675.

2.16. Install supply and return sensors for each boiler.
2.17. Install controls for one small split system in the Sheetmetal/Non-destructive Inspection area.
2.18. Accomplish all programming, graphics and startup.
2.19. System shall be configured so as to allow it to run as a standalone in the event of a communications failure.
3. Objectives: It is the Government’s intent that the contractor will perform all necessary construction services to remove existing HVAC direct digital controls, make necessary mechanical, plumbing, and electrical modifications to integrate with the base's Niagara system that meets the building's HVAC requirements.
4. Tasks: The contractor shall perform the following:
4.1. Verify all measurements and existing systems prior to performance, as provided information is for reference only.
4.2. Clean job site daily during the progress of work, to include sweeping the construction areas to prevent excessive Foreign Object Debris (FOD). The contractor shall be responsible for off-site disposal of all demolition debris and excess material, unless otherwise indicated by the Government. The project site shall be restored to initial condition prior to final acceptance by the Government.
4.3. Coordinate inspections as required by the Contracting Officer or Contracting Officer’s Representative (COR), as assigned. The completion of a Government inspection does not relieve the contractor of its responsibility to comply with required project documents, codes, or the need to provide quality materials and workmanship.
4.4. Request a Pre-Final Inspection from the Contracting Officer to verify that the project is complete and ready for final acceptance. The Government may develop a Pre-Final Inspection Punch List as a result of this inspection. The contractor shall ensure that all items on this list have been corrected before notifying the Contracting Officer to schedule a Final Acceptance Inspection.
4.5. Request a Final Acceptance Inspection from the Contracting Officer to perform final inspection and acceptance of the project. Notify the Contracting Officer at least 14 days prior to the Final Acceptance Inspection and include the contractor's assurance that all specific items previously identified to the contractor as being unacceptable, along with all remaining work performed under the contract, will be complete and acceptable by the date scheduled for the Final Acceptance Inspection.
5. Deliverables: The contractor shall provide the following deliverables:
5.1. Letter of Guarantee that warrants the project against defects in materials and workmanship for one year from the date of final acceptance and guarantee that equipment was installed to manufacturer’s specifications for the warranty.
5.2. Submittal with the technical data sheet for the HVAC direct digital controls selected.
6. Security: The Government may prohibit installation access to anyone categorized as a security concern. These concerns may include but are not limited to: record of criminal conduct (active arrest warrant), felony conviction, illegal drug involvement, personal conduct, registration on any sexual offender registry, record of convictions/charges stemming from disrespect for law, and non-us citizen without proper documentation. It is the contractor’s responsibility to contact the Naval Air Station Joint Reserve Base Fort Worth visitor control center to determine eligibility and any associated cost with obtaining installation access. The installation currently utilizes two methods for accessing the installation, daily visitor access pass and a long-term pass granted through a Government-approved, contractor-managed, process named RAPIDGates. In order to obtain a long-term pass (access badge), the contractor is required to submit an application and pay a fee for each company (prime contractor and subcontractor) and employee that will require access onto the installation. The contractor can visit the RAPIDGate website at www.rapidgate.com, or contact them by phone at 1-877- RAPIDGATE. In the event that the contractor elects to request a daily access pass for its employees, and foregoes use of the RAPIDGate system, it will be responsible for any delays experienced due to waiting for pass issuance at the visitor control center. The hours of operations for the visitor control center are available by phone at 817-782-3058.
7. Cultural Resources: The contractor shall halt any ground disturbance activity in the event that any Native
American or other historical artifacts, fossils, human remains, unmarked graves, or burial sites are found.
Report any possible observations to the Contracting Officer. The Contracting officer shall suspend performance at the site of work and notify the Base Civil Engineer and Environmental Office. Performance cannot resume until directed by the Contracting Office.
8. Disposal: Non-hazardous waste or debris shall be removed by the contractor from the base and disposed at an appropriately permitted facility.
9. Radioactive Materials (RAM):
9.1. The Contractor shall notify the Contracting Officer or designee, in writing, 10 days prior to the delivery of, or prior to completion of any servicing required by this contract of, items containing radiation producing devices (RPD) (e.g. portable x-ray machines) or devices containing radioactive materials (RAM) (e.g. soil density gauges, radiography cameras, etc.).
9.2. The Installation Radiation Safety Officer (IRSO) is authorized to temporarily suspend work in the event of unsafe operations involving the use of RAM.
10. Place of Performance:
10.1. The contractor shall perform all work at the 136th Airlift Wing located on Naval Air Station Joint
Reserve Base Fort Worth in Texas (76127).
11. Period of Performance:
11.1. Contractor shall coordinate material ordering and delivery schedule so that all demolition, repairs and construction are completed in one hundred and eighty (180) calendar days after the issuance of a notice to proceed (NTP).
11.2. The normal business hours for the Government are 6:30AM to 5:15PM, Tuesday through Friday, with the exception of Holidays, unless arrangements have been made in advance.
