STATEMENT OF WORK

Department of Veterans Affairs AE AJP-Replace Chilled Water Loop Project # 626A4-22-211

I. GENERAL SCOPE OF WORK

The A/E shall provide all necessary architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates, including construction period services for "AJP-Replace Chilled Water Loop” at the VA Tennessee Valley Healthcare System, Murfreesboro Campus, 3400 Lebanon Road, Murfreesboro, TN 37129. This project will replace chilled water piping and valves across the Alvin C. York Campus, Murfreesboro Tennessee. Project will reduce chilled water gap by replacing leaking underground chilled water loop piping and building feed piping. It will also provide required redundancy by adding chilled water pumps. Design work includes but not limited to professional design services of Mechanical, Civil, Electrical Engineers, and Industrial Hygiene. Construction work includes but is not limited to architectural, mechanical, electrical, plumbing & civil.

II. STATEMENT OF PROJECT OBJECTIVES

It is the intent of the Department of Veterans Affairs to have the A/E fully survey, investigate and document the existing space and utility systems in order to gain the knowledge and insight necessary to prepare quality, accurate construction documents in a professional and competent manner. The project objectives are as follows:

A. Properly size and redesign underground chilled water supply and return piping from chiller plant to buildings including loop and underground feed piping.

B. Properly size and redesign condenser piping form cooling towers to chiller plant.

C. Properly size and redesign underground chilled water building feed and riser supply and return piping.

D. Add chilled water supply and return piping from loop to feed buildings 10, 11, & 17 and investigate other possible buildings with Life Cycle cost analysis.

E. Replace constant volume pumps in various buildings with variable flow pumps.

F. Redesign buildings with simplex chilled water pump to duplex systems.

G. Replace building main shut off valves, control valves, strainers, balancing valves, three-way valves, etc.

H. Energy conservation is a key objective of this project. Address insulation, pump efficiencies, variable flow pumps, loop energy performance optimizations and coordination with Chiller Plant optimization system.

III. JUSTIFICATION

A. The original chilled water loop was installed 40+ years ago and has exceeded its life expectancy.

B. The chilled water loop is now grossly undersized for the additional square footage and additional space requirements added to the Alvin C. York Campus.

C. The existing loop is made of welded steel that is un-insulated and directly buried in the soil without protection, as a result it rusts, breaks-down, leaks and bursts.

D. Un-insulated, buried, chilled water lines are a fundamental waste of energy.

E. These lines have repeatedly burst, resulting in outages and emergency repairs.

F. The chilled water lost to loop leaks/failures must be made-up at the plant. The loop system must continually be reconstituted with new city water that has to be chemically treated. Besides the obvious environmental and conservation concerns with wasting water, there is a huge expense in the cost of the water, treating it and cooling it to loop temperatures.

G. The existing pumps run continuously, wasting energy. The new variable speed pumps will only put out the flow that is necessary to cool the buildings, saving energy.

H. This project will also address jumper lines that have been placed in the system as temporary remedies to capacity problems. These jumper lines hydraulically cripple the chilled water loop, restricting flow to the other main buildings on the loop.

I. The existing three-way flow control valves are under/ improperly sized and outdated, resulting in not enough chilled water is getting to the buildings, causing cooling problems. Replace existing 3-way chilled water valves with two-way valves, however, maintain a limited number of 3-ways or by-pass valves as required for system performance.

J. Loop optimization controls will be added to the valves to insure proper chilled water volume and cooling. Optimize loop pressure resets and temperature. Evaluate use of booster pumps on each building (removal un-needed booster pumps).

K. Provide provisions for testing, bypassing, and future connection (ports, valves, taps) to the new Chilled Water Loop.

IV. STATEMENT OF A/E TASKS

A. The A/E shall furnish all services for a complete design development, construction documents and construction period services as specified in the contract.

1. Necessary site survey work such as verifying existing conditions, verifying record drawings and verifying and analyzing utility systems shall be accomplished in conjunction with preparation of Design Development.

2. The complete site survey work shall include a thorough investigation of existing conditions to accurately document and convey space dimensions for measured drawings, all utilities for affected areas and utilities that traverse through affected areas, typical construction type and variations and finishes. This information provides the necessary base drawings for the Schematic Development phase of Design Development.

B. The A/E shall provide cost estimation, project scheduling and phasing, bid period and construction period services as further described in the contract.

C. The A/E shall provide bid document preparation in quantities as specified in the contract.

D. The A/E will coordinate with leading industry equipment manufacturers/vendor(s) to ensure proper layout and support of equipment according to manufacturer’s requirements. However, design drawings and specifications shall be generic to promote fair and open competition.

E. The A/E shall provide design and construction period services utilizing individuals of the various design disciplines including but not limited to architectural and engineering, structural and electrical as required by the project. Changes in personnel from those who are proposed must be approved in writing by the Contracting Officer. The services of an industrial hygienist familiar with asbestos abatement will be utilized in the event that asbestos is found present and would impact the work. The registered individuals who will stamp the completed documents shall accomplish engineering design work.

V. BASIS FOR DESIGN

A. Department of Veterans Affairs standards may be obtained from the internet at http://www.cfm.va.gov/TIL/

B. Compliance to these standards, National Fire Codes, Uniform Building Codes and OSHA Standards will be reflected in the completed design and construction documents.

C. The awardee shall design within the construction budget provided at the time of contract award. The A/E design and estimate shall identify 20 percent of the total construction budget as viable deductive construction alternates by areas of work and/or phases. This will require individual estimates by clearly defined easily deductible areas or work.

G. A/E shall design within funding limitations of a construction budget of $985,000.00. A/E shall coordinate cost control measures with COR to design within funding limits. Cost control alternatives shall be explored in Design Development.

H. Comply with current applicable state, local and federal building codes as well as codes from other recognized authoritative bodies; including but not limited to Associated Air Balance Council (AABC), American Concrete Institute (ACI), Acoustical and Insulating Materials Association (AIMA), American National Standards Institute (ANSI), American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE), American Society of Mechanical Engineers (ASME), American Society for Testing and Materials (ASTM), The Building Officials and Code Administrators International (BOCA), Gypsum Association (GA), International Building Code (IBC), NEC, NFPA, National Environmental Balancing Bureau (NEBB), National Standard Plumbing Code (NSPC), OSHA, Standard Building Code (SBC), Sheet Metal and Air Conditioning Contractors’ National Association (SMACNA), The Uniform Building Code (UBC), and Uniform Federal Accessibility Standard (UFAS), & American Disabilities Act (ADA), and other applicable codes.

VI. DETAILED SUBMISSION REQUIREMENTS

Program Guide PG-18-15, establishes the guidelines for the A/E submissions. Design shall be performed and submitted in accordance with VA A/E Submission Instructions for Minor and NRM Construction Program. Refer to http://www.cfm.va.gov/til/aeDesSubReq.asp, which may not be adequate for certain, types of design. In some instances in which critical decisions need to be made, sufficient and relevant information has to be provided timely in order for the design to progress to meet certain milestone dates. The level of applicability of the program guide depends upon the scope of work and the exclusions, which are herein specified. Questions in regards to the applicability of specific requirements shall be resolved with the COR prior to any submission deadline. Where “days” are stated, this refers to “calendar” not “work” days.

A. At each submission, all drawings and support material shall be dated and appropriately labeled above the title block:

B. For each submission review comments may be verbal, noted directly on review sets, or written list. The A/E shall be responsible for compiling and addressing review comments. A/E shall produce and distribute meeting notes or minutes for VA review immediately after each submission review meeting.

C. For each submission, furnish electronic files in the latest version of Microsoft Office and Microsoft Word and/or AutoCAD 2013. PDF’s of the specifications will not be acceptable. Submit 2 hardcopies of all drawings. The 100% construction document submission will include a full set of construction documents including all disciplines/packages and will be sealed and signed by the Architects and Engineers of Record.

D. The final construction documents submission package will incorporate all VA supplied comments from the earlier submission package reviews.

E. If the final construction documents submission package is not complete, the contractor must resubmit the package in its entirety.

F. Project specifications shall include specifications for all products, materials, equipment, methods and systems shown on the construction drawings in accordance with standard professional practice and the resulting contract. The specification submitted for review shall include: name of the manufacturer, product name, model number or other identification as appropriate to clearly identify the product that will be used in the construction of the project. A/E shall include a complete material submission log corresponding with the specifications.

G. Final bid documents shall be reproduced as part of the contract. Two 2 full sets and two 2 half sets of the Construction Bid Documents are to be delivered to the COR. Electronic files of the Construction Bid Documents will be provided to the COR and Contracting Officer.

H. The required stamp of the licensed architect or engineer of record will be considered as certification of compliance with the contract requirements.

I. Total time to accomplish DDs and CDs through final reproduced bid documents shall be 240 calendar days from the issuance of the Notice to Proceed. Each submission will require maximum ten 10 calendar days for VA review. A/E shall prepare a project schedule so that the timeframes in the above schedule are met.

VII. CONSTRUCTION PERIOD SERVICE REQUIREMENTS

A. Review of Submittals: A/E shall review all material submittals, shop drawings, test reports (as applicable), etc. Reviews shall be completed and submittals returned to the COR within 15 calendar days from the A/E's receipt of the submittal.

B. Review Analysis of Requests for Information, Change Orders and Costs: A/E shall provide prompt response when contacted by the Contracting Officer or COR to review and provide analysis of construction contractor requests for information or change orders.

C. Site Visits: A/E shall provide 48 site visit “units” during the construction period when requested by the Contracting Officer, in addition to two contractor pre-bid meetings, a final structural inspection and report and final inspection. A site visit “unit” is defined as a visit to the site by one individual for 3 hours. On this job, a site visit may require the use of multiple “units” when more than one individual or an extended period of time is needed to inspect an area of work. The COR has the prerogative to determine the professional discipline(s) required for each site visit. The A/E shall notify the COR of their presence on site before any work is performed in order to document the number of individuals who are making the site visit. The A/E shall observe the construction, advise the COR of any deviations or deficiencies and recommend appropriate corrective actions.

D. "Record Drawings" Requirement: A/E shall revise the solicitation documents if necessary and provide a complete set of all drawings showing actual, completed construction and reflecting any changes incorporated in the work on hard (bond) copy and on electronic media. Electronic media drawings shall be in AutoCAD 2013 and always electronically stamped. A/E shall load and demonstrate full AutoCAD compatibility at VA site. Compatibility means that data can be accessed directly by target system without translation or processing of data files. Problems shall be corrected to satisfaction of VA. Final electronic media specifications shall be in Microsoft Word 2010 Format.

VIII. MATERIALS TO BE FURNISHED TO THE A/E BY THE VA

The following items will be furnished to the A/E when requested:

A. Prints and available electronic media of the station utility drawings, site plans and building floor plans (if station has on-file). The accuracy of drawings is not guaranteed and shall be used for general information only. Actual conditions shall be field verified by the A/E.

IX. GEOGRAPHICAL LOCALITY

The A/E shall be geographically located within 800 miles of the Murfreesboro VA Medical Center.
